Her plan would have worked if it weren't for the Student Six and that damn tree. From there, there would be a world without magic, the mane six in Tartarus forever (she didn't know they'd get out), and she's head of the school of friendship. She's now in a very good position of power and taking over the world whilst being supported by the masses would be relatively easy.Sure, she didn't quite get how friendship worked, and underestimated a lot of people. How many MLP villains haven't done that?

It didn't make sense how she failed to learn all those friendship lessons, despite being intelligent, and at least, convinced of friendship's power. It didn't make sense that she wouldn't pretend to show remorse, to try to get out of imprisonment. It didn't make sense why she was so absolutely delighted to be locked in a cage in the most secure dungeon in Equestria. It didn't make sense even in the season premiere, where all her diabolical plans amounted to building a statue out of pebbles and not escaping in any way. She had no backup plan. She had no reinforcements. There was no way she was going to get out of Tartarus for basically forever. It doesn't make any sense at all that she'd be happy about this situation!Unless you consider that maybe Cozy Glow didn't want to be free. The whole ruling Equestria thing was just a ruse, a front for her real agenda, which is showing what a good girl she is, by reforming Tirek.What I'm saying is she's deluded into thinking she's some godlike super friend who can bend her enemies to her will, but that doesn't mean taking over the world. Ultimately the only explanation for her actions is that she was trying to do the right thing, and be a good friend. Not to everypony, but to someone who she thinks needs it.

One is that it was part of her trap to get Twilight and the others away for good, which allowed her to take over the school. And secondly, by draining all magic, a lot of potential enemies to her power (like the other princesses) would have no magic power to combat her. It would just be a numbers game, and her whole thing as Empress of Friendship was gaining a lot of "friends" (AKA, followers). And that's even assuming it would have to go that way. She probably thought she could just slowly expand her friends while possibly weakening the standing of other ponies (she did like to try and set up divides like in Marks for Effort between Twilight and the CMC and in What Lies Beneath between the Young Six). Plus as we see with Frenemies, her temper can get in the way of her manipulation, and her whole plan just got ruined. Tirek even called her out on it in Frenemies about how she's insincere. Cozy acts that way because that's the vision that she sees is her true self, whether that's reality or not. And because when you're in prison, joining a clique or becoming friends with someone is usually something to gain some sort of power while imprisoned, even if it wouldn't lead to getting free. Gaining Tirek as a friend could've been valuable in the future of her stay, even if she didn't know what could happen or when the opportunity to use him would arise. He was able to escape Tartarus before after all. And the rest of the inmates are animals so they probably wouldn't be too useful.

I really don't think Cozy Glow wanted to succeed here.There's been various ways "draining magic" has been portrayed. In Cozy's way, it didn't seem like it would affect pegasus flight or cutie marks. The effects were supposed to go, day one, unicorn magic is gone. Day two, magical abilities are gone. Day three, magical artifacts become powerless. If cutie marks and pegasus flight would've been affected, it would've been because of day two's affect, but there was still pegasi flying and no one missing their cutie mark on day three. So it seems it would be less soul devasting, and more just losing power kind of situation. Still very bad, but wouldn't affect her personally. Honestly, if you just think the way she was handled sucked, you could just admit that this is how you'd prefer it to have been written rather than the whole act as if this was the writer's intentions all along with Cozy.Also I'd counter that they were clearly talking as if this was a real threat in scenes where there was no one around to pretend to, like after they escaped Tartarus and think they still failed because they ran out of time.

Even if this were the case however, she'd still be second to Fluttershy in reforming villains.
