Yeah, she doesn't have the fangs in the first few episodes where she was actually a think, but she barely did anything as well. She spent all her time laughing and throwing magic everywhere, making them see things. Naturally all the ponies are scared of her and Nightmarity, but they just know she's a threat and should be scared. She didn't do shit to demonstrate WHY they should be scared, other than mentioning that Celestia is gone.
The only decent way to really see how afraid of her they were was in Luna Eclipsed where they couldn't (or could, just pretending) deal with the thought that Luna was around and just kept screaming that she was Nightmare Moon, so they make up the bullshit thoughts that she'll eat them or whatever. When she puts on the form of Nightmare Moon to scare them, she could've just done her own magic effect and posed with her wings out like NMM generally did, but instead she threw in some fangs and whatnot because that's scary for a nightmarish figure, you could even say that's how Luna saw it.
And I'm just gonna stop trying dive into it there because it's a fucking pointless debate, as I said. It's still not a punch to her fans because she's depicted as she was in the show, more so by how others saw her as a threat rather than just standing there laughing. If he kept her as she was shown in those first 2 episodes, it would've just been a blander Nightmarity because we haven't actually seen much of Nightmare Moon's history, we only saw when she comes back, laughs, then gets smacked with Friendship. It's better to interpret how a character actually is by the reactions of others around them.
Which is something you couldn't really do with Nightmare Rarity since she did nothing want want to dominate, and the town just had the standard worry of a threat incoming rather than thinking they should be scared.
