The 1st War Summit
After Cerberus's assassination attempt aboaerd the Shadow Base, Shepard and Liara take Kumun Shol's war summit funds and the Vehemence A.I to the Citadel, and present them to the Council. The Councilors are baffled by Vehemence's message, information, designs for the Crucible device. While the Council decides to start gathering the top scientists, engineers, and architects in the galaxy to start building the Prothean super weapon. They also keep Vehemence for further study.
When Shepard shows the Council Shol's plans for a War Summit designed to summon all leaders of the different races together to tackle the Reaper issue, the politicians explain that there is already a small group of alien politicians who have formed there own War Summit, and that they are to be found in a small auditorium located somewhere in the Presidium.
If Shepard asks what is happening in the Reaper war, the Council explains that, within a day of Earth's invasion, the Reapers bombarded the turian home world of Palaven, destroying over half of the turian military's fleets within mere hours. The Reapers attempted to land in several of Palaven's large cities, but were met with furious resistance from a combination of law enforcement, military, and civilian intervention. The Reapers tried to retreat into Palaven's orbit – where they are being bombarded by turian dreadnought fire, and planetary defense systems – or land in Palaven's countrysides, and send thousands of husk troops into the cities to fight ground war. The fight for Palaven is just as bad as it is on Earth, but with most of Palaven's military and civilians having some preparation for the Reapers, the planet is not a lost cause.
If Shepard asks what other worlds are being attacked, it is revealed that Kar'shan, Earth, and Palaven are holding the majority of Reaper forces. Earth and Kar'shan aren't easily supported, as they are in a more isolated corner of the galaxy – but Palaven should be easier to support. Handfuls of Reaper forces have also attacked some asari colonies, the krogan homeworld of Tuchanka, and some volus colonies. Most of the Terminus Systems have not been assaulted, though Reaper forces have been seen scouting out the area.
If Shepard is facing the all-human Council, rather than seeing the assault on Palaven as a tragedy, they see it as a relief, as it means less Reapers in Sol's systems.
If Shepard sold Legion to Cerberus in ME2, then the Council reveals that the geth have been seen rallying vast numbers of dreadnoughts in the Perseus Veil, and have been spotted following quarian shipping routes in an attempt to track the quarian fleet. If Shepard recruited Legion in ME2, then the geth have not been seen at all.
The Council dismisses Shepard, eager for further inspection of the Crucible designs and Vehemence.
If Shepard has an all-human Council, before departing, they will direct Shepard to the War Summit meeting.
If Shepard has an interracial Council, the turian councilor asks to speak with the commander and Anderson/Udina. When the two humans meets with him, the turian explains that most of the alien governments aren't willing to join the already existing war summit, becauese they are either too scared of the Reapers, or too overwhelmed with their own mounting political problems to see the war summits as anything other than a distraction – or provocation to the Reapers. Most governments, especially those of the asari and salarians, wish to compartmentalize their responsibilities. The councilor says that, if Palaven suffers too great of loses, the asari councilor is considering resigning from the Citadel council altogether and returning, with most of the asari ,on the Citadel to Thessia and its colony worlds. Naturally Shepard and Anderson/Udina are angry at this news, but the turian councilor concludes their meeting by explaining that if Palaven gets enough support, it may be possible to push the Reapers there back to Earth. He quickly explains that, if the Crucible works as intended, most of the galaxy's Reapers will be in one system where the Crucible can be detonated against them. Anderson/Udina doesn't like this idea, but recognizes its effectiveness. Shepard can respond in the appropriate renegade-neutral-paragon option.
Shepard and Anderson leave, and go to the War Summit. There are only a few representatives from each races present – salarians, volus, hanar, elcor, and a lone asari. While none of them have been assaulted by the Reapers yet, their races suffer from the problem of being poorly suited to stand agains the old machines, who will eventually invade their worlds.
Shepard can see this gathering as a bad joke, believing that these races are incapable of being effective.
Shepard can be warily optimistic, believing that these races are a good start to forming interracial alliances.
Shepard can be happy that there is already a plan to unite against the Reapers.
Then the salarian ambassador explains that his people need more security, if they are to safely develop a bigger militia to fight the Reapers (he explains that the salarians have not raised their military power, because they are afraid that the Reapers would see this as an act of aggression). Anderson/Udina says that, if a force could be amassed to save Palaven, the turians could provide valuable aid to the present races. The Summit begins to speculate on possible ways that support could be given to the turians, but a female krogan named “Urdnot Bakara” enters the Summit chamber at that moment.
Bakara will explain that the krogan on Tunchanka are eager to fight Reaper forces, but that the separate clans are rebelling against Urdnot's planet spanning rule. If the krogan population can adhere to clan Urdnot, they will make a powerful fighting force that is willing to help aid the turians on Palaven. If the clans cannot unify, Tunchanka will likely descend into civil war.
Depending on whether Wrex or Wreav is leading the clans, the parameters on establishing clan support will be different.
If Wrex is leader, he will want Shepard to go to Tunchanka's spiritual meeting place known as the Hollows, in order to help persuade the krogan battle masters gathered there to join Urdnot. The reason these krogan will allow Shepard to speak at the Hollows is because Shepard once saved the krogan people from Saren and his clone army.
If Wreav is leader, he will want Shepard to infiltrate and kill the krogan battle masters, so that Urdnot can take over the other clans. Bakara will suggest ignoring these orders in favor of a more diplomatic solution, because Wreav isn't interested in the Reaper war, merely invading the salarian home world.
Anderson/Udina asks Bakara what the krogan want in return for their allegiance, the latter replies with Tunchanka's wish: a cure for the genophage. The salarian ambassador is shocked at this demand, and says that there is no cure for the genophage. Bakara then provides video evidence of files amassed by STG scientists who were working on a cure, and were planning on testing it. The salarian, embarrassed and angry, quickly leaves the War Summit chamber to seek out the Council. Bakara tells Shepard to go to Tunchanka for the meeting in the Hollows. The War Summit ends with Shepard giving the Summit Kumun Shol's funds, allowing for the races present to begin funding attraction-campaigns to draw in more support.
With the first War Summit finished, Shepard can meet with a number of people who are present.
If Shepard approaches the lone asari, she will explain that she is not at the War Summit on behalf of Thessia, but is secretly there on behalf the Rachni queen (provided the queen survived ME1). The queen wishes to make allies for the war, as her race's population is too low to adequately defend against Reaper invasion. The asari unlocks the mission “Extract the Queen” (for more details see that mission in the story line missions quest).
An Alliance fleet admiral can be found outside the Summit's chamber. She will explain that there is Prothean technology on the planet Eden Prime that Shepard should investigate (for more details, see Javik's character bio).
(Upon Shepard's next visit to the Normandy he will make contact with either the salarian councilor and Dalatrass Linron, or just the Dalatrass if Shepard has an all-human Council. They will be displeased with Bakara's spy programs within STG, but will tell Shepard to go to an STG operating base on Sur'kesh to discuss to possibilities of a genophage cure)
