War Babies, ch 1 Written by Lord Orthus Pretty 37-year old Janie had spent so much time in mourning for her dead husband, killed in the recent war in the Maldive Islands, that she could barely read the letter from the local government - her eyes were so red and swollen from crying. In the next room, her son Robbie, 16 and his best pal, Randy, were playing ping-pong. She tried to read through her tears, as best she could. It began: Dear Mrs. Neil: This letter is to inform you that as of Sept. 1, 2015, all women of child-bearing years, married, widowed or divorced, are required to produce one child every year for the next three years. This edict is due to the drastic reduction in population of adult men in the State of Pacificus and the states of Chesapeake, Rio Grande and InterMountain. Due to the lack of men available to help women reproduce, the Federated States have relaxed prohibitions on certain kinds of incest and the legal age for consensual sex. That age was 16 and has been reduced to 13 years of age. All couplings between cousins, and mothers and sons are now legal until the State decrees otherwise; this includes step-mothers and step-sons and any adopted sons or guardians. Federal inspectors will be visiting your area within three months to determine whether all women able to become pregnant, are in fact, pregnant." Janie gasped and dropped the letter, and in picking it up, she knocked a glass off the sink; it didn't break but made a loud noise. She sniffled. How could those idiots in Sub-Pittsburgh, the underground capital, be so thoughtless, Janie wondered. This was ridiculous! She already had two kids, Robbie 16 and Jon 14. Christ. She had to call Dolores, her best Bridge pal, to see if this was real or not. She looked up to see Robbie standing there looking at her. "Is anything wrong," he asked. "I thought I heard something." Janie stuttered,'oh no, honey, go back to playing. It's nothing.' "You look like you're crying mom. Are you sure nothing's wrong." Janie, thought: 'he's such a comfort with Ron dead now, so patient and kind. He looks so much like Ron,' she thought. Even at 16, he was almost fully grown, nearly 6" tall, with broad shoulders, the beginnings of a beard and big veins popping out of his boney arms, all the stronger for playing basketball every day. But of course that baby face gave away his age, Janie thought. He was definitely not a man yet. At least she didn't think so. Hmmm. A thought crept into her head but she dismissed it... Robbie left. Janie got on the phone to Dolores. "Dolores, you'll never..." "I got one too," said Dolores. "Oh My God, it's true then," said Janie. "They're going to force us to produce babies to deal with the population decline from the war." "Yep, can you believe it? It's not enough that our husbands are gone; now this!" responsed Dolores. "But it's absurd. Who are we supposed to get pregnant by?" asked Janie. "Janie, wake-up. That's why that letter said incest is legal in certain situations. They're telling us we have many possibilities for procreation," said Delores. Janie felt herself getting quesy and she almost put the phone down. "Janie, come on over here for a coffee and let's chat. I think I need to show you something I found." Janie hung-up in a stupor and paused. She needed a break and would have to head over to Delores' for some kind of mental health vacation, at this rate. Christ, would the bad news never cease in this state? Pacificus - an amalgam of the old states of California, Oregon and Washington - was all fucked up, as far she was concerned. "I'm heading out," she yelled to Robbie and Randy. Janie made her way over to Delores' house. Dolores had lost her husband Joe a year ago during the invasion of the Maldive Islands, and she was left alone with her twins, Jeremy and Jacob, both 15 and her daughter, Lucy, 13.
