There was no shortage of activity down on the street below but, compared with what he was used to, it seemed muted, for a lack of a better word. He glanced down at his watch. It was only 4:30 pm and yet the sky had an orangish-red hue to it. He mumbled to himself that he'd expect the sky to look like that closer to the sunset, and that really shouldn't be happening for at least another three or four hours. He returned his gaze to the city and the haze that hung over it, letting out a deep, restive sigh. His secretary placed her hand on his shoulder. The Mayor jumped when he felt her hand. "Oh! Vicky! Sorry. I didn't hear you come in." "No offense, sir, but with how distracted you seem, you wouldn't have heard a stampede of buffalo coming in." "Don't be silly. I'd have felt the floor rumble." The two of them let out a curt, tense laugh. When his secretary didn't speak, he bit his lip and said, "What do you think, Vicky?" "About what?" "Should I contact Admiral Anticrime? Do you think that maybe he might be able to help?" "I know he's good, but what could he do?" "I don't know but that's the thing. He's always amazed me in the past with what he's been able to figure out. Why wouldn't he be able to do something?" "And even if he can't do anything, what harm is there in calling him?" "I don't know. I just feel kind of silly picking up the phone and saying 'Admiral Anticrime, I think that one of our supervillains might be playing with the weather, causing this heat wave. Could you look into it?'" "So don't say it that way. I don't know if he suspects anything, sir, but surely he's felt this heat too." "You know what he's going to ask me, Vicky. He's going to ask me if I had any leads, if any specific supervillains might be behind all of this. And what am I going to tell him? Nothing he doesn't already know. Victor Villanova and Maniacal Meriwether are both safely behind bars under constant supervision so there'd be no way they'd be doing this one." "And no other supervillains around here are capable of it?" "That's exactly it. I don't think any of our other villains have the intelligence or the technology to do something like this." "I don't know, sir. I wouldn't underestimate what Levi Evil is capable of." "I don't. But the thing about Levi is, he doesn't know when to shut up. So if he's responsible for it, why haven't we heard from him yet? What are his demands? This heat wave started more than a week ago! Surely we'd have heard from Levi by now if it were him." "But what about..." Mayor Minor cut off his secretary. "Let me think about it a little more. Why don't you go home for the night? If I can't come up with anything by tomorrow, I'll call Admiral Anticrime. You know, just to get his opinion." "That's a good idea sir. Try to get some rest yourself. That is, if you can cool off." "You too." The mayor mumbled his response but was sure Vicky didn't hear him as she was already sauntering out the door.   Chapter 2 Vicky took a deep breath as she stepped out into the heavy, humid, overheated air. She had barely taken two steps when she found herself absentmindedly wiping her brow with the back of her hand. She smoothed out her skirt with her palms and walked quickly towards the parking lot. She began fantasizing about the air conditioning that awaited her for her drive home. Near the entrance to the lot where she knew her car awaited her, she caught sight of a man, dressed in white, hunched over some kind of vending cart. Her curiosity piqued, she turned towards the man and whatever he was selling. She mused, it couldn't be a hot dog vendor, since it was well past the lunch rush. In fact, the very presence of anyone being out of doors doing anything other than getting in or out of their car towards their destination would have been enough to arouse Vicky's attention. When she finally reached the cart, the man smiled broadly at her. "What can I get for you?" "Um..." He let out a jovial laugh. "I'm sorry. I'm selling ice cream. What's your favorite flavor?" "I'll have a chocolate, I ... I guess." She wasn't absolutely sure she wanted to buy anything but the guy seemed nice enough and, to be outside on a day like today... She looked around and saw a few other people walking around, wondering why there wasn't more of a line for ice cream here. "How's business?" "Good, I suppose. I'm thinking I need to set up shop earlier. I've done all right but I think I missed out on some good sales. Maybe see about hitting the lunch crowd." His comments set off a few thoughts in her head. "Listen, I, um... I hate to ask you this, but do you have a permit to be selling your ice cream here?" The man looked up at her and scowled. Soon, his frown broke and he was once again smiling broadly. It was obvious from the look on his face that he realized he shouldn't really be here. "Listen," said Vicky. "I'll ... I'll let you go this time but you really should register for a spot to sell this ice cream." "Thank you," said the man as he poured a fine sugary-like substance over the bowl that she had requested. "What's your name?" "Vicky. Vicky Veenyveedy." "Nice to meet you, Vicky. My name's Hugh. Hugh Jim Bissell." Vicky licked the spoon off from her cup of ice cream and remarked, "This is really good!" "My boss worked really hard at making it that way." "Well, you can tell your boss that you made at least one new fan of his work today." "Her work." "What?" "My boss. Is a woman." "Oh. Sorry. You can tell her I'm a fan." "I will, Vicky. You know I will."   Chapter 3 Melanie Felony had taken a break from unpacking some of her boxes from her recent move to Metroburgh. Urban City had been a lot of fun to practice her evil ways, she had to admit, but something about it had ... well, lost its charm. When her cousin, Levi Evil, told her about Metroburgh and the antics of Admiral Anticrime, she decided that she would join him and maybe see what she could do about taking over the city. She gazed up at the haze-covered moon and recalled her conversation with him from before she moved out here. "So are all of your evil villains men?" "Mostly. We've got a villainess or two, but they kind of keep to themselves." "That's too bad. We need more women getting into the evil sciences." "Why don't you move out here? I think I saw a lair or two on the market and, well, I've got the beginnings of a plan underway but I don't know how to make the best use of it..." "Now THAT sounds intriguing, Levi. Tell me more." "Well, I've invented this machine that'll control the weather of the entire city." "Awesome! So how're you going to use it?" "That's exactly it. I'm not sure. Let's say I plunge the city into a heatwave. Do I just demand money from city hall to turn it off, or what do I do?" "Well, I'd take advantage of the heat and maybe get some people to... That's it! Don't demand anything. I've been working on a little something that ... Let's just say that I need to make a few tweaks to it and we can get everyone to do our bidding. The heat'll just kind of push them towards doing it." She snickered in memory of that conversation. She was able to purchase the empty evil lair in two weeks and here she was, unpacking boxes, waiting for her henchman to return from his first day of trying to deploy her evil invention. She gazed out of her dungeon window at the yellowish moon that hung low in the sky. The silence of the night was shattered when Hugh's noisy jalopy pulled into the driveway and he parked near the entrance to her lair. "Well, Hugh, how'd it go today?" "I think it went really well. Just before I closed up for the day, I think I got someone important in City Hall." "Really? Who?" "She said her name was Vicky. Vicky Veenyveedy." "Any idea who she is?" "No clue. But she did tell me to see about getting a permit so I can keep selling my ice cream. And she loved it!" "I'll have to call my cousin to find out who she is. If she's powerful enough, we may have already found our way in." Melanie's evil laugh echoed off of the walls as Hugh's sneering snicker underscored her own mania.   Chapter 4 Levi Evil kept pacing around in his own lair, staring at the weather machine that had kept the people in Metroburgh sweltering in unnatural heat for nearly two weeks. The news reports of electric outages, deaths, and just general crankiness that stemmed from it gave him a sense of satisfaction that little else could. Except, of course, taking responsibility for the weather. And, now that he thought of it, the fact that he was thankful for powering his lair with solar energy, so he could stay nice and cool in his air conditioned home while everyone else suffered. Okay, so the chaos throughout Metroburgh, his foresight in being both green and evil ("greevil"), and his eventual claims of responsibility gave him a full sense of satisfaction. He stopped and stared at one dial on his machine. A slight turn to this dial, he mused, would only make things worse for the citizenry -- and better for him by extension. He could cause a huge thunderstorm to cover the entire city, flooding the streets. And then, just as suddenly, stop it with no real break in the temperature. That would be sweet. He called his henchman to join him in the lair. "Smedley!" "Yes, sir?" the drawling henchman called back to him from the top of the stairs. "Come down here right away!" "Of course, sir!" Smedley hobbled down the stairs and stood, hunch-backed, by his master's side. "Should I make it rain?" "Would that break the heat, sir?" "No." "Then I say, do it, sir!" "Do you ever tell me not to do something I'm considering?" "Not since I warned you against eating an Oreo cookie dipped in Velveeta, sir!" "And I ate that anyway, didn't I?" "Yes, sir! Fortunately, you didn't need a trip to the hospital but I was worried about you for a while there, sir!" "All right. I'll make it storm for ten minutes." Both the villain and his henchman started laughing hysterically. The evil villain was about to turn the dial on his machine when his phone rang. "Blast it! Who's on the phone, Smedley?" "It's Melanie Felony, sir," said Smedley, reporting the information on the caller ID. Levi sighed and said, "Give me the phone." His manservant did as requested. The villain raised the phone to his ear and said, "Hello?" Melanie, on the other end of the conversation, asked, excitedly, "Do you know who Vicky Veenyveedy is?" Without losing his composure, Levi said, "And how're you doing today, Melanie?" "Sorry. I'm just kind of ... excited and, well..." "I guessed that. Now just calm down. What's going on?" "I think my latest invention might've ensnared someone who works at City Hall. So I'm just wondering if you know who she is." "What was her name again?" "Vicky Veenyveedy. I'm not sure how that's spelled." "I think I've heard that name. I think she works for the mayor. She's like his personal assistant or something." "Ooooh! That's good. I wonder what's the best way I can use her now...." "Do you need me to come over?" "Sure." Levi hung up the phone and stared at his weather machine. He could fuck with the weather later, he mused. This was far more interesting. "Smedley, I think I want to go over to my cousin's house. Is my bike ready?" "Yes, sir. I can have it here within five minutes." "Perfect." Smedley disappeared down a corridor, leaving the evil scientist to walk around his weather machine. Changing the weather right now, however appealing, was just not a good idea. He let out a deep sigh after one successful circumnavigation of the device. "Are you all right, sir?" Smedley asked. "I'm fine," said Levi, who smiled broadly as his motorcycle shone in the dim light of his lair. He admired it from the side, smiling at the white letters painted on the side, which read MOTORPSYCHO. "I don't know how long I'm going to be. I'm going to visit my cousin. You just hold down the fort, okay?" "Yes, sir," said his servant as the villain jumped on his bike and roared out the entrance that was designed specifically for the motorcycle-bound villain.   Chapter 5 Within minutes, Melanie Felony was welcoming Levi Evil into her home. She instructed Hugh to hide her cousin's motorcycle, lest it draw attention to the fact that he was here. He looked around at the boxes neatly stacked along some of the walls. "I see you've still got some unpacking to do." "Yeah. It's the one thing about moving I hate." "But other than that?" "I love it here. You can practically taste the fear in the air. It's invigorating." She began to rub her hands up and down her sides. "Intoxicating. Maybe even a little bit ..." she lowered her voice to a whisper and added, "Erotic." Both villains began to laugh. "So how did you capture the mayor's assistant?" Levi asked, breaking up the laughter. "I sent Hugh out to sell ice cream." "Ice cream?" "Well, yeah, ice cream. But it's got a ... special ingredient, if you know what I mean," she said with a snicker. "What kind of special ingredient?" She said nothing, but instead turned on her heels and brought him deeper into her lair. Tacked to one wall was a large map of Metroburgh. Levi immediately began staring at it. "The 'You Are Here' pin is a nice touch," he said after a short while. "I thought so. Now check this out!" She retrieved her phone from her lab coat and began tapping a few spots on her screen. Immediately, a series of laser lights pointed at different spots on the map. "What's that?" "Everyone who had at least two bites of my ice cream. That's where they are." "You put a tracking device in the ice cream?" he asked, noting that some of the red laser dots were moving around the map. "Not only that. Hang on a sec while I get it started." She tapped a few more points on the screen of her phone. "Oh, and you might want to move away from where you're standing." Before he could ask her what she meant, the floor started to shake and, less than a foot from where he stood, a large marble phallus-shaped object began to ascend from beneath them, into the lair. "Is that ... a giant dildo?" Levi quickly moved away from the rising column. "Hugh thought it looked like that too. It's an obelisk, you pervert! Why do all men automatically assume things are sexual in nature?" "Um, maybe because all things are? Okay, fine. It's not a dildo. So what's it do?" "Hang on a sec. I don't really feel like summoning all of the people I caught. How about just the ten closest people? That fair?" "Um... I guess." She tapped a few more spots on her phone. The phone beeped three times and a low whirring noise came from the tip of the obelisk. After ten seconds, a spray of light emitted from the top of the structure. Levi began to chuckle silently. Melanie saw this and rolled her eyes. "They should be here within five minutes." "I can't wait..."   Chapter 6 Vicky decided that, before she returned to her apartment, she'd go to her favorite local dinette, Jake's Steaks, for dinner. As she parked her car, she thought about the irony behind the fact that, with the ice cream she had bought before she got in her car, she was eating dessert before her dinner. She sat down at the bar and glanced over at the man sitting two seats away from her. She smiled at him and said, "I probably shouldn't tell my mother what I'm doing." "What? Eating a steak sandwich?" the man said in response. "Well, that's all right. But I had some ice cream before I got here. So she wouldn't like it if she knew I ate dessert before dinner." "Me too! There was a guy selling it from a cart near city hall. I've got to say, it was good." "Yeah... What flavor did you try?" "Strawberry. It was to die for." "I had the chocolate." "I hope that guy comes back. I'd buy ice cream every day there. Even after this heat wave breaks." "Yeah. I agree." She decided it wasn't worth it to point out that he needed a vendor's license to be selling it. He took a bite of his sandwich, wiped his mouth with his napkin and said, "By the way. I'm Wally. Wally Harvbanger." She shook his hand. "Vicky." "Nice to meet you, Vicky. Maybe we'll see each other by that ice cream vendor." "Maybe." She bit into her sandwich just as the signal from Melanie's lair reached her. She dropped her food to the floor. The barmaid saw this and noted that both Vicky and Wally had since fallen off of their chairs and were curled up in a fetal position on the floor. She screamed. "Help! Someone help! Are they ... are they all right?" Before anyone could act to either help the two customers or to calm down the barmaid, both Vicky and Wally stood up, their faces expressionless. "Are you two all right?" asked the barmaid. Neither one of them said anything or even registered that she was in a state of panic and incredulity. They simply turned and walked stiffly towards the front door of the restaurant. "Hey! Just because you got sick, that doesn't mean you don't have to pay your bills!" The two customers under the control of Metroburgh's newest evil scientist just kept moving, oblivious to the commotion they had just created. The waitress looked around, caught the manager's eye, and nodded her head. She knew just what to do. She walked over to the phone that hung on the wall, picked up the receiver, and pushed a single button. After a moment, she spoke into the receiver, "Hello, operator? Yes, I need to report a problem. Can you please get a message to Admiral Anticrime?"   Chapter 7 Vicky, Wally, and eight other people summoned by Melanie Felony filed their way into the villainess's lair. Levi, who had been sitting on a sofa, watched in amazement as the ten people lined up in front of the map of Metroburgh and stood motionless, as though awaiting some form of military inspection. "Nice job, Melanie." "Thank you, Levi. I worked hard to get that." She summoned her servant. "Hugh! Can you please come here?" Her servant appeared in a matter of moments. "I was wondering if you recognize any of these ten people from your sales today." "I recognize all ten of them." "Do you know any names?" He stepped closer to them all and looked them all in the blankly-staring eyes. "This one," he said, pointing to the woman in front of him. "That's Vicky Veenyveedy." "Yes! Thank you, Hugh!" She pulled out her phone, tapped a few spots on it, and said, "Vicky Veenyveedy, take one step forward." Vicky did as instructed. "Do you work at City Hall, Vicky?" "Yes." Vicky's voice lacked any emotion or intonation. "What do you do there?" "I'm Mayor Minor's personal secretary." "So if anyone needed to meet with the mayor, they'd need to go through you?" "Yes." "Excellent." Melanie looked at Levi. "What should I have her do next?" Levi took the phone from his cousin's hand and said, "Take off all of your clothes, Vicky." Melanie scoffed at Levi but didn't stop her slave from doing as instructed. Scowling at her cousin, she looked at him and asked, "Why is it that so many men, when they find they can literally get someone to do anything, the first thing they think of is sex?" Levi shrugged, admiring the thin form of the now-naked woman before him. "I'll give you a real show," Melanie snickered as she pulled the phone out of his hands. Speaking into the phone itself, she said, "You're feeling very aroused, Vicky. I want you to pick one of the men who came here with you, rip off his clothes, push him to the ground, and fuck him senseless. Do you understand?" Dairy Queening Vicky immediately approached Wally Harvbanger, and did exactly as instructed. "That's right, Vicky. Don't hold back. Levi's voice was quiet, barely audible above the screaming of "Yes" and "More" coming from the jiggling mound of flesh that was Vicky letting go of all fear, pain, inhibition, and restraint, with Wally as her own personal release valve.   Chapter 8 Mild mannered gardener Scott Schott was staring at the sky, wondering when this heat would break. All of his clients had stopped asking him to tend to their gardens, due to the fact that the heat was drying up all of the flowers and vegetables, and nobody wanted him to be toiling too much in the hot sun. He was just too nice and too well-loved. He had toyed with changing into his superhero suit and driving around Metroburgh as Admiral Anticrime in hopes of possibly seeing if one of the many supervillains of the city might have had something to do with this heat wave, but he didn't want to alarm anyone if it was just a fluke of nature and not the result of anything some evil scientist might be inflicting on the populace. If this was the work of one of the local villains, he surmised, then he'd hear something from the mayor. He felt somewhat relieved when his emergency phone rang and the woman on the other end identified herself as Lisa Meesa, a waitress from Jake's Steaks. "I'll notify him right away," he said, in as comforting a voice as he could muster. Shortly after he hung up the phone, he changed into his crimefighting suit, put on his jet pack, and flew off to the restaurant. Once he arrived at Jake's Steaks, Lisa and a couple of other customers explained everything that happened. One person even commented that Vicky and Wally had been talking about the ice cream they had eaten. The superhero scowled and said, "I don't suppose anyone saw where they went." Apart from pointing in the general direction the two of them walked as they left the restaurant, no one knew exactly where they went. "Well, it's a start. The only problem is, no supervillains live anywhere near here. It's kind of odd that one of the villains would have summoned them to somewhere other than his lair, ya know?" Everyone in the restaurant agreed. "Well, thank you for calling me. I'll see what I can do." He disappeared into the hot Metroburgh evening air. Unfortunately, he found that, due to the oppressive heat, no one was outside or otherwise in a position to provide any remotely reliable information. After two hours of knocking on doors, Admiral Anticrime returned to his home.   Chapter 9 Hugh came in to Melanie's lair as Vicky was finishing taking advantage of Wally's supine form. He quickly diverted his eyes to face his mistress. "I thought you should know," he said without any emotional attachment to his words, "That Admiral Anticrime just came to the door, asking if we'd seen anything unusual." "What did you tell him?" she asked, eagerly. "The truth, of course. That we hadn't seen anything the least bit unusual. Of course, he didn't ask if the very fact that this is an evil genius's lair would be considered unusual by anyone else's standards. I believe you told me ages ago to reveal as little as possible to anyone inquiring at our door as to the activities we're involved in." Melanie and Levi both laughed. "Thank you, Hugh," she said to her servant, who bowed in response before sweeping out of the lair. "So we have our in with City Hall. Now what?" asked Levi. Melanie scratched her chin. She paced around the lair before stopping in front of Vicky. Speaking into her phone, Melanie gave the next set of instructions. "Get dressed, Vicky and stand up." Vicky did as instructed without saying a word. "Vicky, I'm going to ask you a few questions and I want you to be completely honest with me." "Whatever you desire, my mistress." "That's a nice touch, making her call you 'Mistress,'"said Levi, admiringly. "Shut up, Levi," she whispered in response. Returning to the phone through which she communicated with her slave, she said, "Vicky. How do you feel about the mayor?" "I think he's a good leader. He's a good and decent public servant. He listens to his critics and actually engages them. That's a lot more than I can say about other politicians." "Yes. Yes it is. What does he think about this heatwave?" "He's getting ready to call Admiral Anticrime, but he's afraid to, because he's not sure if one of the supervillains is behind it." "Has he mentioned any villains who could be behind it?" "He knows that Victor Villanova and Maniacal Meriwether couldn't be behind it because they're behind bars instead." "Anyone else?" "He mentioned Levi Evil, but doesn't think it's him, because Levi would've taken responsibility and given a list of demands." Levi laughed heartily but stopped immediately when his cousin glared at him. "So, how do you really feel about the mayor?" "He's a good leader. He's a good and decent public servant. He listens --" "No no no. You've already said that. I mean, what do you think about him as a man? Do you think he's good looking? How do you like working for him?" Vicky cleared her throat. "I think he's very attractive. There are times when I wish he wasn't my boss and instead would like him to be my lover." "Have you ever had sex with him?" "No." "Would you like to?" "That wouldn't be good for his career." "You didn't answer my question. If you knew that he wouldn't be harmed in any way, professionally, would you like to see what he's like in bed?" "Absolutely!" Melanie began to laugh. Levi joined in the laughter as the sounds of their mania echoed off of the walls of her lair. "I have a plan. Vicky, here's what I need you to do tomorrow at work...."   Chapter 10 The following morning, Vicky arrived at work as per her usual routine. The office was empty and she took advantage of the silence to familiarize herself with Mayor Minor's schedule for the day, to do the sudoku puzzle in the newspaper, and to savor her morning cup of coffee. About an hour after she arrived at work, Mayor Minor strolled in with his usual confidence. "Good morning, Vicky! What does my day look like today?" Vicky looked up at him and smiled. "Well, sir..." She paused for a moment as she felt a slight surge in her lower abdomen and she needed to catch her breath. "You're meeting with Councilman Rudy Doody today at 10:30, and there will be a representative from the Federal Bureau of Intoxication here at two. Other than that, your day is free." "Thanks, Vicky!" She glanced down at her watch. "I know we talked yesterday about reaching out to Admiral Anticrime." She let out a slight gasp as she felt another surge, slightly stronger than the previous one. "Did you make a decision about that?" Her voice cracked as she asked the question. "Are you all right?" She loosened her collar, took a deep breath, and quietly said, "Yes." The sensation she was feeling was enough to make her cross and uncross her legs. She wasn't sure why she was feeling it, but now wasn't the time to be feeling aroused. She was able to muster up a bit more strength when she added, "I'm fine." "Good. I don't know what I'd do without you, Vicky." "Thank you, sir. So, what about Admiral Anticrime?" "I'm still thinking about it. I heard he got a call last night but didn't resolve it, so he might be busy today." "That's making an excuse, don't you think?" "Yeah, but ..." "I know, I know. You don't want to waste his time." "Exactly!" The mayor went on to his office and closed the door behind him. Vicky watched him disappear behind the door, and looked down at her legs. What was happening? Why did she suddenly feel so ... horny? She closed her eyes and wiped her brow, trying to put this sense of arousal out of her mind. Because of the camera angle, he couldn't immediately make out her face. She was dressed professionally and sat at the bar, just as everyone had advised. A few minutes later, a man walked in and sat next to her. The man and the woman clearly engaged each other in conversation, but, without sound, it wasn't clear if the two of them had ever met before. If not, one or both of them must be gregarious people to speak to each other the way they did. They both received their food and started eating. After about five minutes, the woman fell off of her chair. The man seemed legitimately distraught for the brief moment he had been afforded, before he fell over too. The scene around the two of them in the restaurant was one of measured chaos: people were clearly frightened but nobody seemed capable of going anywhere near the stricken couple. After what felt like longer than the three minutes registered on the clock of the recording, they both stood up and walked, stiffly, out of the restaurant. It was only now that Admiral Anticrime saw the face of the woman, and he recognized her immediately as Vicky Veenyveedy. The hero understood that the mayor could be in serious danger. He retrieved his cell phone, which connected directly to the mayor's office. The phone kept ringing, but the mayor did not answer.   Chapter 12 Vicky burst into the Mayor's office. "Time to break out the white board." He started to write on the dry-erase board in his study. He drew a grid that consisted of three rows and two columns. Above the first column, he wrote, "Go" and above the second column, he wrote, "Don't Go". To the left of the first row, he wrote "In a meeting." The second row received the label "Stepped Out / Took a Break", while he labelled the third row, "In trouble." The superhero then proceeded to write out the consequences of a decision either to stay in his hideout, or to pay an unscheduled visit to the mayor. Ultimately, he recognized that there was no real difference in a decision not to go if the mayor happened either to have just stepped out of the office, or if he was in a meeting. Either way, the visit would be a waste of the mayor's time (and his own, but he generally didn't mind wasting time if the net result would be something positive). In the case of a meeting, the mayor might literally not be positioned to receive him. If the mayor were in some kind of trouble, however, he saw that doing nothing would be a far more dangerous decision. He came to the conclusion that it was time to pay a little visit to City Hall. He strapped on his jet pack, climbed to the roof of his hideout, and took off. He glanced down at his watch and made a note of the time. 9:30 am. Assuming that there wouldn't be many helicopter flights in the city at this hour, except for the occasional med-evac unit, he could be there within ten minutes. Dairy Queening About halfway through his flight, he had to make an unscheduled landing on top of an apartment building because of an urgent phone call. "Admiral Anticrime here," he said loudly over the roar of his jet pack before its engines completely died down. "Admiral, Sir! This is Bowen Arrow at City Hall. What can I do for you?" "A supervillain just walked in here, claiming to have a meeting with Mayor Minor. Right now, I've got him waiting in the lobby. Once you get past Smedley, I'm guessing that there's some kind of device there, and it could explain why we're in the middle of this heatwave." "All right, but what am I supposed to do when I find it?" "Pictures. Get me pictures. Don't do anything unless you're sure you know what it does. Levi Evil isn't the smartest villain we've got out there, -- in fact, I'd say he's a brick short of ... a brick... You can probably trust any labels that might be on any switches or dials, but if there are no labels, don't do anything. Got it?" "I, um... I think so. May I call you if I've got any questions?" "Sure. I'm heading over to City Hall to see Mayor Minor but if you need me, I'll be able to take your call." "Great! Thank you, Admiral Anticrime!" "No. Thank YOU, Chief Speef." The superhero hung up his phone, stashed it firmly within his super suit, and took off again towards City Hall.   Chapter 15 Levi Evil and Melanie Felony sat quietly in the waiting area near the entrance to City Hall alongside of everyone else who had been denied official entry into the building. Levi leaned over the arm of his chair and said to his cousin, in a voice that was loud enough to make her uncomfortable, "Do you think that the mayor's really in a meeting?" Melanie hastily shoved her cell phone back into her purse, looked at Levi, and said, "Shhhh!" before answering his question in a low whisper. "Of course not. They're just trying to figure out what to do with us. What's the name of the superhero in town?" "Admiral Anticrime." "That's right. Don't be surprised if he shows up." "I won't. But if he does, how do we get the mayor's attention before he does?" "I think you'll be able to see in about ten seconds. Nine. Eight. Seven. Six. Five. Four. Three. Two. One. Now!" Levi and Melanie both turned to face the entrance of the waiting area but no one was there. Melanie scowled. "I must've miscalculated. She should be here --" "Good morning, folks." The woman's voice interrupted Melanie's oral thought-processes. "My name's Vicky Veenyveedy, and I work for the mayor. I'm sorry but he's not in a position to take any visitors at the moment, but I'd be happy to answer any questions for you or pass on any messages you might want him to know." Levi stood there, slack-jawed. He whispered in his cousin's ear, "You're good." "I know," she answered with a grin as she turned to face the mayor's assistant. "Vicky, is it?" "Yes." "I have a little gift for the mayor. Could you please give this to him?" "Of course!" Melanie reached into her purse and retrieved a cell phone. "Please make sure he gets this, OK?" "I can do that." Just as suddenly as Vicky had appeared in the waiting area, she walked back into the crowd of visitors and workers milling about near the entranceway to the building, and disappeared.. The two villains started to leave City Hall and get back out on the street when Admiral Anticrime arrived at the front steps of the building. The security guard came rushing to greet the superhero. "Admiral Anticrime! I spoke to you on the phone. I'm --" "Bowen Arrow. Yes, I remember. I just saw Levi Evil and a companion walking out of the building. They didn't see Mayor Minor, did they?" "No. They just stood up and started out the door. And they've been here the entire time. I wasn't watching them closely while they were in there, but I don't think they met with anyone in the waiting room, either. You don't want me to follow them, do you?" "No. It's too dangerous." Our hero paused for a moment and then asked, "Who was his companion?" "She said she was his cousin. I didn't get her name." "Hmmmmm. I'm pretty sure she's someone to watch out for, too. Levi himself might be using her help somehow. At any rate, d'you mind if I go up to see the mayor?" "Hang on a sec. Let me call up there." Bowen picked up the phone by his station and impatiently nodded his head. "Hi, Vicky. Is the mayor there? Uh huh. Okay. No meetings right now? Good. D'you think we can squeeze in Admiral Anticrime? All right. I'll send him right up!" As Bowen hung up the phone, Admiral Anticrime smiled. "Thank you. I just need to make a quick phone call before I go in." He pulled his own phone out of its holster and tapped a few keys. "Chief! How're you doing with that project I just gave you? Great! No, I don't know why they put a self-destruct button on their devices either but it does make our jobs easier, huh? No, I don't think you've got the time to do much. Sure. Set the device to cool down then destroy it, but you've got to get out of there. Right. He just left City Hall. Don't know where he's going, but if it's home, you've got about ten minutes to get out before you're discovered." He hung up the phone and proceeded through the metal detectors at the entrance to City Hall, completely ignoring all of the lights, bells, and whistles that flashed and rang as he passed through.   Chapter 16 Admiral Anticrime paused outside of the closed door that led to Mayor Minor's office before knocking. A woman's voice came through the speaker adjacent to the doorway. "Oh! Hello, Admiral Anticrime! What brings you around this morning?" "I need to talk to the Mayor. I have reason to believe that Levi Evil might be behind this heatwave." "Ya know, it's funny. Mayor Minor and I were just talking about you yesterday, and wondering if you could investigate this weather. Give me a minute and I'll be right there. Let me just make sure he can receive you, if you don't mind." "Take your time." He felt a little bit uneasy about saying this to Vicky, knowing that he had seen her on the security cameras from the diner the night before, but he also knew that he didn't have much choice. ***** Vicky ran into the mayor's office. "Sir! Admiral Anticrime is here. I need you to finish off that ice cream quickly." Mayor Minor quickly took the last two bites of the ice cream and swallowed them. "You might want to wipe your mouth. I'll take your cup, if that's all right." "Sure," he said as he retrieved a moist towelette from his desk, using it to clean his face. Once done, he threw the thin sheet into the empty cup of ice cream, which his assistant promptly retrieved. She told the mayor, "I'll bring him right in." "Great! Thank you, Vicky!" On her way back to the door, she threw the trash into the bin underneath her own desk and proceeded to the door, behind which the superhero awaited. ***** Vicky escorted Admiral Anticrime into the mayor's office. "Thank you, Vicky," said the superhero. "Now would you please wait outside of the office? What I have to say is between me and him only." Vicky looked at the mayor, who nodded his agreement. She curtsied before the two men before turning on her heels, walking out of the office, closing the door behind her, and returning to her desk. "It's so hard to find good help these days," sighed the mayor. "But Vicky's among the best." Admiral Anticrime inhaled deeply and sat down in front of the mayor. "Sir, I... I'm not sure how to tell you this, but..." "What is it, my man?" "I ... I have reason to believe Vicky might have been compromised." "What? What do you mean?" "There was an incident last night at Jake's Steaks last night. The full details are a bit sketchy but it's clear that two people were overcome by one of the town's supervillains in the middle of their meal last night. I'm reasonably certain that one of those two people was Vicky." "Are you saying I should fire Vicky?" "I really can't tell you to do that. But if she starts to act suspiciously in any way, you'd be well-served to distance yourself from her." "Why don't we just talk to her?" "That's not a good idea. Think of police procedure. If Chief Speef thinks someone might have committed a crime, he doesn't just go out and arrest that person; he watches what that person does. If the evidence points to that person, then he arrests him. But usually the person doesn't know he's being watched until the arrest. So you've got to make sure Vicky doesn't know you suspect something. If something's up with Vicky, I'm sure it'll present itself somewhat soon." "Do you know which supervillain might be pulling the strings?" "That's the catch. I'm not entirely sure. Nobody saw exactly where Vicky went, but no one's lair is anywhere near Jake's. At least, not as far as I know and I thought I knew all of our villains. I don't have any hard proof behind this, but it seems like Levi Evil's been making a few strange moves lately." "Ya know, it's funny. Yesterday I was wondering if Levi might've had something to do with this heatwave. But it's not like him to do something like that and be silent for this long. He'd have come forth with his demands by now, don't you think?" "Well, he was downstairs when I got here." "Really?" "Yeah, but he was on his way out when I got here. Him and a female companion." Looks like he did have some kind of weather machine. I gave him the authorization to push the self-destruct button." "Why do so many villains put buttons like that on their inventions?" "Beats me. Probably so that the evidence of their wrongdoing can be destroyed, too." "It still makes thwarting them a lot easier." "Too true." "So who was this female companion of Levi's?" "No clue. I suspect she's the key to something if we can find out who she is. D'you think you can see if you can find anything out about women who might hang around with Levi Evil?" "So you think that the incident at Jake's and Levi's weather machine are somehow related?" "No proof on that, but when you've been working on things like this as long as I have, you learn to recognize patterns and when the pattern is out of place. In this case, we're looking at the pattern of Levi Evil. He doesn't usually wait for long before telling us his demands. But if someone -- an unidentified woman, by chance? -- might be pulling the greater strings, who knows what we could end up with?" "Who knows, indeed. I'm going to get ready for my meeting with Councilman Doody now. Do you have anything else?" "Nope. That's it." "Great, then. Thank you, Admiral Anticrime. I appreciate all you've told me." "No. Thank you, Mayor Minor." The hero turned and strode confidently out of the mayor's office. As he walked by the mayor's assistant's desk, he said, "Have a great day, Vicky!" "You too, Admiral Anticrime." Once Admiral Anticrime was no longer nearby, Vicky picked up the phone and dialed a number. "Hello, Mistress! Yes. Admiral Anticrime just left. Uh huh. Exactly. No, I don't know, you'll need to talk to him. Yes, he's alone in his office right now. His next meeting? In about fifteen minutes. Right. I can do that. Yes, that would be a great idea. She looked up at the sky and felt that, with the clouds overhead, it could start raining at any minute. She quickly ran to the ice cream stand and purchased enough ice cream for herself, the mayor, and Mr. Doody. On her way back into the building, she paused to take a phone call from her mistress. "With time to spare. We hadn't brought the entire squad into the lair because we weren't entirely sure what we'd run into. Made it easier, though, to get out when you called me." "How much damage was done to Levi's hideout?" "Not as much as I'd have expected, considering the size of the machine." "You get any good intel out of Smedley?" "Not yet. Whatever else is true about him, he's loyal and devoted to his master. All he's saying is that he's thankful Levi wasn't in the lair when the machine blew up." "Any luck finding schematics or blueprints or anything?" "No. We had to get out too quickly." "Are you worried that no schematics could be a problem for the trial?" "I think the pictures we took -- along with the immediate end to the heat wave when it was destroyed -- are good enough to prove what the machine did. I suppose not having the schematics might instill some doubt as to who actually was responsible for the machine, but I wouldn't exactly call that doubt 'reasonable'." "So when do you think you're going to get Levi himself?" "Next time he goes anywhere near his own lair. I don't know where he went when you said he left City Hall, but it wasn't back home. He can't stay away forever. If nothing else, he'll notice the improvement in the weather and wonder what's happening. He hasn't reached out to Smedley yet." "So it's only a matter of time, huh? I take it you don't know who the woman he was with at City Hall is?" "No leads there yet. I figure we'll find out more sometime soon." "Excellent. Keep up the good work, Chief!" "You certainly do help make my job a little easier. Thank you." "No, thank YOU. Let me know if there's anything else I can help with." "Can do, Admiral Anticrime." The superhero strode out of the police headquarters, pausing by the waiting room when he saw the local news on the television that hung on the wall. An anchorwoman appeared on the screen. "... and this just in, we're getting word that Vicky Veenyveedy, the longtime assistant to Mayor Minor -- she'd been with him since he kicked off his first election campaign -- has announced her resignation. I'm going live to Nikki Gnocchi at City Hall for more information. Nikki, are you there?" The screen shifted to a young woman standing in front of the all-too-familiar City Hall building in the evening sky. "I'm here, Lucy." Lucy, who had asked the original question, could not be seen as she asked, "What can you tell us about this news?" "Well, about a half hour ago, Vicky Veenyveedy said that she would be leaving her post as soon as the mayor can hire a suitable replacement." "Is this a blow to the mayor's credibility and stature within City Hall? I mean, I know she's one of his staunchest public advocates." "I don't think she's just going to stop praising Mayor Minor. It just won't be as visible." "Rumor has it that Admiral Anticrime paid a visit to the Mayor today." The superhero scoffed when he heard this, knowing that it would come eventually. "Do you suppose that meeting had anything to do with Vicky's sudden departure?" "I can only speculate. I just naturally assumed that the meeting was about the heat wave. It's far more likely -- even if it is just conjecture -- that either she'd been planning to leave or the mayor was planning on dismissing her for a long time and she only just stuck it out until the heat wave broke." "And the meeting with Admiral Anticrime?" "As I said, it was most likely about the weather. Maybe one or both of them thought it was something one of our many evil scientists came up with. If it's true, though, we'll know soon enough when arrests are made and trials begin." Admiral Anticrime decided he'd seen and heard enough. He continued out of the building and into the street, where he ignited his jet pack and took off into the darkening Metroburgh sky. He chuckled to himself as he took off, amused that the mayor had taken his advice so seriously. The only piece of the puzzle that he still needed to figure out, was the woman with Levi Evil. But that could wait another day. With the improvement in the weather, he knew he needed to start calling his clientele to see if anyone needed the services of mild mannered gardener, Scott Schott. ***** Melanie Felony let out a maniacal laugh as, one by one, members of City Hall ate some of her ice cream and showed up on her radar. Soon, each would swear complete servitude and fealty to her as their master. She soon would have complete control over the workings of the city. She looked at her cousin. "We might want to turn you in and let them arrest you, but I should have no trouble getting you off, seeing as how everyone who matters already belongs to me. By the time you get to trial -- if it goes that long -- I'll have just about everyone, period." "And they'll be getting each other off, won't they?" Levi laughed. "Yes. Yes they will. And the best part is, I don't think Admiral Anticrime suspects a thing!" Their combined laughter resonated around Melanie's evil lair. *The End?
