The film followed a female named Judy Hopps (A bunny) and her street wise side kick  Nick Wilde (An English red fox) as they tracked down the cause of an affliction that turned mild mannered predators back to their ancient predatory behaviors. The “Savage Scare” as the event became known in Zootopian history endangered the peace and stability of the thriving populace where predatory animals live in peace with their prey counter parts. In many ways...the film Zootopia was a mirror reflection of the times it was designed to portray. For it’s time, Zootopia was the most successful Disney animated movie until the first Frozen movie surpassed it in box office gross. The film is especially popular with world wide furry culture.\n\n‭      The movie centers around Judy as a member of the city state’s police force known as the “ZPD” and as with any policing organization, the ZPD is tasked with maintaining the public order and universal peace. This attempt at creating a Zootopia based role playing game centers on the ZPD, who enforce the laws of the City/State and maintain its peace, and those elements of criminal activity that exist in Zootopia as they would in any large metropolis. The players of the RPG have the opportunity to play both sides of the coin as either a Peace Officer or any level of criminals from petty thugs to syndicate crime bosses.\n\nWhat makes up Zootopia\n\n       The city/state of Zootopia is made up of districts and Burroughs which are “tailor made” to support the vast array of diverse mammals from the small Arctic shrew to the great Elephants. Every mammal has the choice to live in sections designed to support their species and respect their individual need for comfort and health. Many parts of Zootopia are climate controlled by mechanical means such as Tundra Town (where it always snows) and Sahara Square (Which is kept in a dry, slightly rainy environment such as in Egypt). A visitor would also notice that each part of Zootopia reflects architecture suitable for different animals or that their living arrangement meets their individual species behavior and way of life. Otters have houses under water, Beaver houses resemble their traditional river dams and rabbits live in gigantic muli-story homes that jut from the hills in Bunny Borough. Of course Bunnies need huge houses because they (beep) like crazy! “They’re good at multiplication.” as Judy Hopps will tell you. Judy comes from a family of over 300 rabbits...In ONE house!\n\nThe individual sections of Zootopia are....\n\nCITY CENTER\n\n        The city center is the busy and bustling financial and economic heart of Zootopia where most of your commerce and industry are. This is where you have the true melting pot of the city/state where predators and prey live and work together. City Center is not climate controled though it can have periods of rain, sun, snow or storms depending on the general season. The City Center is built on a sloping conical hill which is dominated by the Tamamo Tower at the very top. Tamamo Tower is the city’s financial management center which holds the Zootopian stock exchange, many banking and investment firms and legal practices and the national treasury department which produces and distributes currency.\n\n          City Center is also the home of the Zootopia Police Department Central Management Division or the “CMD”. CMD therefore is the First Precinct of the Department or “First Prinky” as it’s pet name goes. CMD coordinates and manages the mammal power for all policing in the city/state, it is also the most busy Precinct in the ZPD as there’s never a dull moment in the downtown district between ticketing parking violators and apprehending mammals for such silly offenses as “Tail tip nip assault” or worse, selling “smack” to teenagers outside of the public schools. “Smack” in Zootopia is a super high grade form of illegal cat nip. Nothing costs a school more than an out of control tiger high on “smack” trashing a classroom because some joker though it funny to tease him with a laser pen.\n\nTundra Town\n\n          Tundra Town is always kept at arctic conditions year round by the way of giant air conditioners and snow machines that are set atop the large concrete wall (The climate wall) that rings Tundra Town from the Northern tip where Tundra Town meets the Meadowlands and down and around to the Eastern tip by the Polar Strait. This is where a majority of your polar and cold weather mammals like to live such as polar bears, arctic shrew, penguins and seals. There are few cars driven around Tundra Town because of the constant snow and ice so many mammals get around by skating, skiing, motor sleds or by “Oooboo” the husky and horse sled driver service.\n\n          Tundra town’s main commercial industry is fishing and seafood. It is also home to the city/states major shipyard and iron works facility “GMCY” or General Mariner Commissioning Yards which is owned currently by Mister Vicenzo Lanzoni aka “Mister Big” the arctic Shew crime boss from the movie. GCY supplies the Zootopian Navy with its’ fleet of destroyers and underwater remote operation attack submarines as well as commercial boats and ships of all classes and types.\n\n         Tundra Town seems to always be in a never-ending “Christmas time” holiday feel. It really is beautiful in white and the inhabitants are always inviting and friendly. You will never leave Tundra Town empty handed because someone’s always passing out a free coco mug or hand made scarf and hat. Policing of course requires special vehicles for getting around and the traffic division here is busy because as Chief Bogo usually says...”Mammals don’t drive well in an inch of snow.” A fender bender between a pig from Sahara Square and a Malamut “Oooboo” usually ends up a pretty nasty incident report.\n\nSAHARA SQUARE\n\n       Sahara Square is uniquely suited for desert dwelling Mammals like Egyptian Camels, desert foxes, desert rats and other Middle East and American Southwest, Central and South American mammals. It has a blended architecture from all these regions mixed with more modern buildings. Sahara Square is a tourist destination with its’ long coast line, sandy beach fronts and the huge Palm Desert Hotel which towers over the square. On the beach fronts you’ll find casinos, night clubs, outdoor food and garden courts and a variety of restaurants and relaxation centers where mammals can “strip” away all their cares, go au natural and “ferry out” meaning they can go feral and play naked.\n\n        The most popular sport in Zootopia is soccer which is played in Vornoy Stadium on Sahara’s Southwest side. Soccer games of course always spike up incidents for the ZPD to handle like rowdy hooligans causing fights in bars or fans stampeding through the streets causing all kinds of crazy distress. The most prevalent crimes that occur in Sahara are pick pockets, car break ins, numbers rackets, scams, prostitution and “HG” (High Grade Cat Nip) pushing.\n\n       Sahara Square is also home to one of two big Fleet Marine bases in Zootopia, the Amphibious Warfare school and the fleet carborundum where all the Marine’s vehicles are built, maintained and repaired. There is also the major Naval base at Sandy Cove where the fleet destroyers and Amphibious warfare fleets are parked and maintained.\n\nSAVANNA CENTRAL\n\n       Savanna Central is where all the central and south Africana, Australian and South Pacific and Euro-Asian/Indian mammals live. It is a diverse landscape with wide open African like plains, Indian like jungles and Australian outback flora and fauna. Savanna is the least worrisome spot in terms of crime because....who will even dare to get testy with a lion? Yet crime does happen and for a time the biggest crime boss in Savanna is or was the notorious African Honey Badger, James Whitey Badger, a ruthless and dangerous crime lord who made life in Savanna hell until or until he gets or got taken down by the ZPD.\n\n      Savanna is also home to the largest Fleet Marine Force training and test center, MCB Quanaco with the attached recruit training depot MCRD Savanna. The Marines normally behave....that is until they get a little too much juice which then they get board and then they get destructive. Not a weekend goes by where a few drunk Tiger or Wolf Marines end up in the “Savanna Slammah” to suffer out their hang overs. \n\nRAIN FOREST\n\n       Rain Forest District is considered by many in the ZPD to be “choice” duty because there’s almost zero crime and there’s no cars. Auto vehicles are banned from Rain Forest and Mammals get around by means of elevated cable bridges, bikes, walking, cable runs or on secluded by-ways they can strip naked and go feral...running, flying and jumping their way to and from the parking garages around the perimeter of the forest preserve. The ZMTA or “Zipper” train of the Zootopian Mass Transit Authority does service throughout rain forest from the central liner to small electric powered trollies.\n\n      Most often, ZPD officers who live in rain forest are posted here and they have to be physically built to handle the patrol responsibilities and often the requirements as first responders and EMT technicians. While crime is low, accidents from mis-steps, climbing and being foolish are not. Often ZPD officers must rappel around trees, cliffs or be lowered by helicopter to hard to reach places to assist injured mammals. The usually assigned officers to rain forest are wolves and tigers.\n\n       Rain forest is populated by your jungle-ade, Everglade, deep forest and water dwelling mammals like Panda, Seals, otters, beavers, Racoon Dogs (Tanuki), wolves and marsupials like Kowala. It is a quiet and peaceful section of Zootopia which makes being posted as a police officer more boring and slow but you can’t beat the beauty of the place and you still get paid good money for your hours of sleeping.\n\nThe Meadow Lands\n\n        The Meadow Lands are for your equine grazer species like deer, sheep, rams, Moose, Elk and other long green grass lovers. This is the other peaceful place in Zootopia with a low crime rate and high boredom rate for posted officers. Meadow Lands has a sheriff and a few deputies because of its small size and the relative ease of getting to where trouble might creep up.\n\n         Meadow Lands is also the home of the Zootopian Navy’s attack submarine drone fleet based out of Wooly Rock Naval Base. The Sailors there cause very little trouble save the occasional speeding infraction and a few incidents with intoxication. Otherwise, it’s another well paid sleep fest for posted officers.\n\nThe Tri Burroughs\n\nBunny- podunk - Deerbrook\n\n         The Tri-Burroughs are a mix of cultural styles such as American small town and farm country, Scottish and Irish culture, English country side culture and peaceful European countryside living. The Burroughs are populated by rodent species, equines and vulpines with a few Ursaloids (bear) here and there. All the Burroughs have sheriffs with deputies and local town or village judges and magistrates. Crime is low for the most part and officers respond and handle disputes over everything from property line infractions and complaints to ownership of live stock and other small town complaints. The biggest crime in the “Tri’s” is moonshine and boot legging as high grade booze is deemed too dangerous for mammals to consume. Boot legging is a young mammal’s game because they “get off” on the excitement of teasing “Johny Law’s tailbone” and dodging the “Reg-teeth” from the Bureau of Spirits and vices which regulates “sin taxes” on luxury ingesticants.\n\nLittle Rodentia\n\n       Ah....Little Rodentia, the little Italy of Zootopia. Here is where all the “little ones” live in relative safety with a very high iron fence separating them from the feet and hooves of the larger mammals. Until recently, Little Rodentia had no police precinct and thus crime flourished because it was too dangerous to allow huge police officers to trample their way around the miniature city. Chief Judy Wilde put a stop to that by creating Rodentia’s tough “Fort Bronco” Precinct led by it’s tough Chief, Justin Nimh (The rat Captain of the Guards Justin from Secret of Nimh) Fort Bronco is exclusively rodent stocked with Mice and Rats as police officers. Little Rodentia has both petty and organized crime from pick pockets to crime bosses running drugs ,racket games and prostitution. Occasionally Fort Bronco has to deal with some dumb “biggie” jumping the perimeter fence to escape the larger brothers of the blue brigade and if the fool thought he wouldn’t have to deal with “small fry” cops. He’s going to get a thrashing he wasn’t prepared for.\n\nZootopia correctional facility at Shwartzwald\n\n     “The big dawg collar”....”The electric fence”....”The steer poker” ZCF has a hundred names and they fit this prison where incorant miscreants are sent to be “spaded” or “neutered”. It’s as tuff as any federal prison and about as worse even though it’s never over-crowded. Officers assigned here have to watch their tails with some of the prison’s very nasty residents. Zootopia has a punishment to fit the crime scale and executions are often done by “euthin drugs” or by methods which equal the brutality and savagery of the offense committed. However...every mammal is precious in Zootopian society so reform and justice is up front. Even the criminal’s past is considered to see if they in turn deserve justice for wrongs which may have steered them to acts of crime, a program instituted by Judy Hopps after she fought to get Dawn Bellweather clemency and justice for the years of abuse she suffered as a small mammal where her only recourse left was a criminal act.\n\nTHE NORTH COUNTRY\n\n     Past Tundra Town and over the Julius Bridge that spans the great Roana River that runs West to East, lies the sparsely inhabited North Country of Zootopia. The North Country is a great mountainous and forested range that was once the home of the Tusker Prey Confederation during Zootopia’s middle age. The Tusker Confederation was destroyed by the greatest power of the time, Wolfen Rome or the Lupinian Roman Empire.\n\n       When Lupinian Rome collapsed, All of Zootopia fell into a bloody one hundred year holocaust called the Great Predatorial Civil War as the Predator species split between those who wanted to dominate the prey races as slaves and food and those who felt the continue ravages being waged on all prey mammals would drive all mammals to extinction. At that time, Zootopians thought they were the only living mammals in the world. The resulting 100 year war was a gruesome slaughter as technology advanced from paw to paw and tooth to tooth to World War One style trench warfare with machine guns, artillery and poison gases.\n\n       Hundreds of species were wiped out. Only a few elderly simians remain of the ape races, all of them dying on the battlefields. Of avian birds only Seagulls and cranes remain. The carrier pigeons died en mass as battlefield messengers or suicide bombers with grenades strapped to their falling bodies and Eagles tore each other to shreds in deadly air combat. An armistice finally ended the blood letting and today in downtown Zootopia a statue of a fallen lion with a crying bunny soldier sobbing on its’ chest reminds all mammals of the bitter price paid by their fathers to establish their peaceful world. Every year on Memorial Day, all Zootopia stops at noon and every mammal cries and wales long and loud for their beloved dead.\n\n      Great tracks of the North Country are cut off from all mammals by triple wire security fences because the lands inside are poisoned and festooned with un-exploded ordinance and un-collected mammal remains...including thousands of fired and unfired chemical weapons from the great Civil War.\n\n       The North Country is where the “dummies” live, “dummies” being animals who have and will never reach the level of intelligence of modern Zootopians, they are just plain animals....deer are deer, rabbits and rabbits and so forth. The dummies exist for one reason....food.\n\n       In zootopia, food for the predator species is provided in two ways. One is the processing of plant and insect proteins into a synthetic meat, even artificial blood using insects can be made to “slake” the unchangeable DNA and genetic behavior of Zootopia’s predictors, hence no need for detestable and criminal control devices like “shocking collars” which were banned in Zootopia twenty years before the “Savage Scare” in the movie. The other means for food is the free range hunting and killing of dummies. To allow the “Preds” an outlet for their inner killer desires.\n\n       In the north country...Predators can go feral and naked to hunt as their fathers did with tooth and claw or with bows and rifles as the seasons are declared and managed by the Zootopian Department of Land Management and Conservation. Careful management ensures that the dummies are not wiped out and poaching / illegal hunting is severely punished as is sport hunting and trophy collection.\n\n        But often and perversely both predators and prey from Zootopia come to the north country to...”relieve their oats” into a dummy and the resulting union produces....well let’s just say the end product can be terrifying. The DLM often has to send Predators to hunt down and kill the mistakes before they try to breed and multiply. Often a dangerous job to perform.\n\nThe Zootopian Transit system\n\n       The Zootopian transit system is a model of convenience and efficiency based on the Japanese transit system with main arteries, secondaries and third ways of getting from point “A” to “B”. The main auto artery of Zootopia is the six lane loop way designated Highway 394 that runs through all of the outer districts and the Tri-Boroughs and feeds the secondary inter-urban four lane spill way designated Inter-Urban One that feeds Savanna, Sahara, Downtown and Rainforest. From the secondary, smaller third way two lane feeders designated “Dog legs” feed onto the streets of Savanna, Sahara, and Downtown.\n\n        The ZMTS (Zootopia Metropolitan Transit System) or “Smitty” runs the subways, the street level transit services and the Nation/state wide speed train service to many accessible stations which keeps traffic congestion down to a manageable level. The Speed Trains service the Tri-Boroughs to Grand Mammal Station downtown and smaller trains run from Grand Mammal to all points within the city/state. From those points, trolly and bus services are fully available.\n\n       There are no jet aircraft nor any powered aircraft in the Zootopia verse for commercial service save helium powered, engine driven Zeppelins of the Hindenburg class and smaller, which the mammals actually enjoy for their smooth and tranquil ease of travel. In Zootopia, gas powered vehicles and any mode of transport are tailor designed to fit every Mammal regardless of size. Special adaptations of roads and streets have been done to ensure that the smallest mammal can reach their destination in safety and accommodation. The entire network is monitored by cameras around the clock and has a dedicated quick response unit to assist mammals in case of vehicle break down or accident so the transit system suffers no long term difficulty or traffic jam.\n\nTHE ZOOTOPIAN MONITARY SYSTEM\n\n       Zootopia’s currency is the “Zoo Buck” with coinage dubbed “The Fawn” and follows the American currency standard. One hundred Fawns equals a Zoo Buck and so forth. Zoo Buck currency is broken down as follows...\n\n1 Fawn = 1 penny\n\n10 Bulbs = ten cents\n\n4 points = 25 cents\n\n8 points = 50 cents\n\n10 points = 75 cents\n\n1 Zoo Buck = 1 Dollar\n\nZootopian paper currency is all Zoo bucks and is made in 1, 10, 20, 50, 100, 1000, 25,000, 50,000 and 100,000 denominations.\n\n      The Zootopian Credit system is the toughest in the world and is central regulated by the Credit Regulation and Security Bureau. It is illegal to give credit or charge interest to any mammal under 18 years of age. It is illegal to award credit to any mammal who can not show responsibility or capability to handle or pay credit. Credit companies are banned from advertising or using subversive coercive means to attract customers. Credit scores are factored for individual mammals after a complete examination of their living status including ALL monthly bills, status of employment, employment stability and capable amount to pay monthly credit bills. Mammals are given limited credit amounts based on the results of careful background examinations.\n\n       It is illegal to pander credit to college students at Zootopia University as a national bank and fund trust has been set up under the tax system to see to a students every need so they may focus their efforts on study and not worry. Pandering credit to active college students is subject to a fine of 50,000 Zoo Bucks or ten years in the state prison. \n\n      The Mammalian Income Tax Agency (Nicknamed “Big Mighty”) sets, regulates, and enforces the Zootopian tax code. Yearly taxes are based on reported income and Mammals have a waver of four months past the tax due date of April 15 to plead their case for a lower payment should they have to pay and not receive a refund. “Big Mighty” is largely run by Bunnies and you can imagine how many could work at “Big Mighty” so everything is processed in rapid time. Often over 90 percent of the time, “Big Mighty” will assist any troubled mammal with tax breaks and financial support services so not a single mammal fails to pay their share.\n\n         Every seven years in Zootopia, the whole city celebrates a year of release called “The Schmeetah” where all debts and taxes are wiped off the books. The Schmeetah system helps to prevent national recessions by leveling out the financial system into a null restart zone. Big Mighty however is the big legal hammer against tax fraud, tax cheats, scam artists and other threats to the financial well being of Zootopia and her citizens. Two bureaus within “Big Mighty” carry out financial enforcement...the Department of Revenue and the Secret Service which goes after counter fitting and money laundering. \n\n   THE BASIC BACKGROUND OF ZOOTOPIAN LAW\n\n     “The law must be firm yet compassionate. Fair yet hard as a rock. Un-movable yet balanced in the dispensary of Justice and absolute in the protection of everyone’s rights.”\n\nLenny Arson\nFirst Mayor of Zootopia\n\n         The laws that govern the city/state of Zootopia come from several sources...\n\n1. British Common Law\n2. The five books of the Biblical old testament aka “The laws of Moses”\n3. The handbook of criminal law from the university of Minnesota 2012\n4. The handbook of the General Principles of Civil Law, P.R.C. 2012 ***\n\n***Note...The Civil Laws of the People’s Republic of China are actually very sound even if the government doesn’t practice any of them itself....which is way too obvious.\n\n\n    The system of law creation in Zootopia is as follows....\n\n1. The city counsel creates, debates, approves or disapproves laws.\n2. The Mayor signs laws into being or vetos them.\n3. The supreme court validates or throws out laws.\n\n    The law is then enforced by the police. The citizens of Zootopia have the right to peacefully protest laws. The citizens of Zootopia have the right to monitor and question police behavior and authority. The citizens of Zootopia have the right to campaign for and call for a state wide vote to remove laws, over turn laws or create new binding laws which are agreed upon by the majority vote.\n\n     Zootopia is governed by one over riding concern that is shared by every citizen....\n\n      “Every mammal is precious to us from the smallest shrew to the greatest mammal in size and weight. To lose even a single mammal is a shared pain. Everything must be done to salvage the life of any mammal who has been wronged or has lost their way, only the most heinous of criminal acts should fall short of our shared compassion to bring the wayward back into the herd.”\n\n       The best case in point to this statement is what happened to former assistant mayor Dawn Bellweather after the dreaded Savage Scare portrayed in the 2016 movie. Bellweather received a life sentence for her actions which almost brought Zootopia to the brink of conflict between Predators and Prey. She was thrown into prison still unrepentant at what she’d done.\n\n         The last mammal Dawn Bellweather ever thought would care about her was the one mammal she plotted to use as a scape goat and later desired to have killed by what she thought was a “Savaged” fox. It was Nick Wilde and Judy Hopps who got Dawn Bellweather thrown in prison and now Judy Wilde had come to show compassion to a small prey mammal who believed she deserved none nor would get it.\n\n        Over the course of a month, Dawn told Judy Hopps how she lived a life of misery since lamb-hood. Smaller than her fellow sheep, Dawn Bellweather suffered years of horrible abuse yet she tried her best to surmount it through hard work and dedication. Yet the abuses she suffered at the big paws of former Mayor Leo Lionheart was the back breaker. Having nowhere to turn to for justice...Bellweather carried out the Savage Scheme. At long last, years of torment caused Bellweather to break down with remorse and pleading for forgiveness. Judy Hopps took up her case and demanded Dawn Bellweather receive executive clemency.\n\n         Over the next year after her release from prison and with Judy Hopp’s support, Dawn Bellweather took center stage before the Felima commission chaired by counsel female Erma Felina (An Albedo character) which indicted former Mayor Leo Lionheart on charges of bullying, abuse and harassment. The comission was instrumental in the formation of the Small Mammal Civil Rights Act signed into law by Mayor Caesar Leo (A White Lion) which established a system for small abused mammals to redress their grief and receive justice and compensation from acts of bullying and or discrimination. Mayor Leo also signed the Executive Order clearing Dawn Bellweather of any criminal charges. As of this writing...Miss Bellweather is the chief archivist and clerical organization chief for the Zootopia Police Department.\n\n       When creating scenarios for game play. Applicable laws should be researched and written out in advance by the “Ring Master” (A play on the old Barnum and Bailey animal circus) to fit whatever scenario you play. For example....\n\n       If the RPG just involves the daily duty of a traffic officer assigned to say Tundra Town...you might want to make a list of laws dealing with...\n\n1. Responsibility for snow removal from parking areas for residential and business districts.\n2. Traffic violations such as going to fast over snow covered roads.\n3. Not having chains on your vehicle when the signs around town clearly state that conditions warrant all vehicles be chained.\n4. No lights on the “OooBoo” sled when the law states there must be lights.\n\n        If the RPG just involves a member of a Narco unit busting mammals for drug offenses...you might want to make a list of laws dealing with...\n\n1. The strength of the drug involved determines a mister-meaner or a felony charge.\n2. The amount of money seized in a bust determines a mister -meaner or a felony charge.\n3. Weapons taken during a bust is a felony charge.\n4. Distance of a bust from a school determines a mister -meaner or a felony charge.\n\n        Some crimes in Zootopia can and may be punishable by death if the mammal is found guilty such as....\n\n1. Selling drugs to a minor mammal that results in severe debilitation or death.\n2. Murder, mammal-slaughter, pre-meditated mammal-slaughter.\n3. Rape of an underage mammal.\n4. Rape of a legal age mammal.\n5. Assault on a mammal that leads to severe debilitation or death.\n6. Driving while under the influence where you cause severe debilitation or death.\n7. Cub and Kitten abuse that results in severe debilitation or death.\n8. Murder of bystanders in the commission of a criminal act.\n9. Killing a city official or a police officer.\n10. pre-meditated negligence that results in multiple deaths.\n\n Once again....the Ring Master should carefully build up the game scenario to create the laws which will govern all parties in the RPG to be played out. There will be a greater explanation of how laws will be applied later in the manual.\n\nbackground on the zpd\n\n“We are the Mammals of the ZPD! We are blessed with the sacred trust of our fellow mammals to enforce the laws of our land with Justice, Compassion, Fidelity and Honesty for the good of the heard which we swear to protect with our courage when called, with our lives if need be. We are the officers of the ZPD! WE ARE ZOOTOPIA!”\n\nThe official sworn oath of every officer upon academy graduation.\n\n       The Zootopia Police Department is a massive organization covering all the parts of the city/state from the busy streets of downtown to the waterways and oceans in and surrounding Zootopia. There are mammals big and small wearing the blue uniform around the clock from the Wolf patrolling Savanna Central on his night shift to the rows of bunnies working the dispatch call center to the tabby cat working the homicide division and the otter making an ocean drug bust off the coast of Sahara Square. The ZPD never sleeps.\n\n        The main headquarters of the department is the first precinct “first prink” or “first prinky” in the city center. Chief Maxwell Bogo who is a huge and imposing African Cape Buffalo is the First Precinct Chief. Each part of Zootopia has a Chief or a Sheriff in charge of officers and or deputies in their respective precincts. It’s the job of the First Precinct to partial officers out to the other precincts depending on their requirements and needs at the time.\n\n        The larger Precincts in Zootopia follow the basic structure of any major American city police unit....\n\n1, The Chief\n2. The Assistant Chief\n3. The Criminal Investigation Division\n4. The Homicide Division\n5. The Narco Division\n6. The “Bunko Squad” anti-racket division\n7. The Patrol Division which includes traffic enforcement.\n8 SWAT division\n\n         Smaller precincts in places like the Tri-Burroughs and Meadow Lands follow the basic small town structure of policing....\n\n1. The Sheriff\n2. The Deputy Sheriff\n3. Deputies\n4. Crimes Inspection Unit\n\n        The ZPD has an afloat Coast Guard and law enforcement unit of fast patrol boats known as the Sea Knights. A typical Sea Knight patrol boat consists of....\n\n1. The captain\n2. The healms-mammal\n3. The bow gunner\n4. Two California Sea Lions\n5. Two Otters\n\n        Airborne policing is done by drones controlled from their mother precincts. The police use both surveillance drones (Predators) and chase and apprehension drones (Steeple chasers) armed with non-lethal weapons like stun lines, tranquilizer darts and arresting nets.\n\n      There are dedicated K-9 working dogs in the ZPD, German Shepherds and Belgian Malinois, who can operate both ferally and anthromorphically which makes them very hard to escape from and extremely dangerous as both breeds are powerful “take down” experts. The Malinois have been known to put suspects in the hospital for broken ribs and punctured lungs suffered during a take down.\n\n       ZPD officers and members of the department take on a wide range of tasks and assignments from traffic enforcement to drug interdiction to busting prostitution rings, pimps and Johns. The Ring Master should keep every RPG game simplistic by not overloading the players with more than two assignment topics in the same game. You could....per say....run a game with traffic enforcement and a sting to bust a prostitution ring or just keep it to one operational topic just to keep things orderly and simplistic.\n\n      All officers must pass through the Zootopian Police Academy and it is here where the basic knowledge and skills points and areas are set for the base line of the incoming player’s character. How the academy affects an incoming player will be explained later in the manual.\n\nThe ZPD Precincts\n\n      The different precincts of the ZPD are broken down into main line precincts and constabulary precincts which are manned by Sheriffs and their deputies as well as the SBD or the Sea Knights. The Precincts go as follows...\n\n1. First Precinct or “First Prinky” is in the Downtown City Center.\n2. Precinct Two or “Ice Duce” is in Tundra Town.\n3. Precinct three or “Triple Nickel” is in Sahara Square\n4. Precinct four or “Four Aces” is in Savanna Central\n5. Precinct five or “Cool Greens” is in Rain Forest District\n6. First Constable is in Meadow Lands\n7. Second Constable is in Bunny Borough\n8. Third Constable is in Deer Brook County\n9. Fourth Constable is in Podunk County\n10. Precinct six or “Fort Bronco” is in Little Rodentia\n11. The Sea Knights or “Trident” is based out of Otterdams in Savanna Central on the Cohoe River.\n\nthe uniformed zpd officer\n\n      Traditionally....street officers of the ZPD come from the preditorial races or from species no one thinks of messing around with like Rhinos, Cape Buffalos, hippos or bull elephants. In the 2016 movie, Judy Hopps breaks that tradition by being the first small mammal to earn the badge as the leader of her class and its’ Valedictorian. Later her future husband Nick Wilde will become both the first fox in the ZPD ranks and her equal as his class leader and Valedictorian. Judy’s achievement opened the gates for other small mammals to join the force, finding ways to add their talents to its effective abilities.\n\n       The standard uniform of the ZPD is the all deep blue service uniform with matching tie, badge and equipment belt. Officers also wear riot control gear, low velocity/ high velocity impact vests and elbow/knee padding as their situation or personal preference calls. The larger the mammal, the more imposing the body armor. Once you get past Hippos into Rhinos and Elephants, these mammals can wear up to a half inch worth of steel plate body armor.\n\n       The uniformed officer carries two standard side arms, a multi-purpose mammal suppression gun and a lethal dispense weapon. As far as lethal pistols, rifles and shotguns....these weapons grow in proportion to the assigned officer so what may look like a 9mm pistol on an elephant can actually equate into a mobile piece of field artillery. If an elephant shoots a weasel with his lethal weapon....the weasel is likely to become a very messy pink mist ball of shock exploded gore. \n\n        The standard non-lethal weapon is a combination pistol or rifle equipped with stun darts, trank darts (Trank = knock out drugs), bean bags, snare ropes, mace spray, cyan pepper spray, bolas, expanding capture nets and the most nasty chemical of all? Pure grade skunk spray.\n\n         Officers are equipped with department radios or department smart phones which help a lot in processing crime and incident data. Every officer has a body camera, a voice recorder (like an airplane black box) and a health status monitor which can speed up response times in case of distress or need for back up in a critical situation.\n\n         Some officers do go around in plain clothes when they are inspectors or performing under cover operations, such as what Nick Wilde did from time to time when he posed as a female fox to uncover the shameful and abusive crimes of female foxes being forced into being sexy neck warmers, a sort of prostitution racket involving very young vixens. Nick of course will flat deny he ever wore “pumps and panties” himself.\n\nZPD Vehicles\n\n        The ZPD has many vehicles tailor made to fit the sizes required by the various precincts...\n\nThe Mark 1 Light Cruiser Z-240 aka “The Mongoose”\n\n       The Mongoose is a hydrogen engine powered pursuit cruiser and the standard patrol car replicated in various sizes to fit different sized medium and small sized mammals. The top pursuit speed of the Mongoose is 150 MPH which can overtake any civilian Zootopian vehicle as all vehicles that are not police operated are govern restricted by law to 80 MPH. Hydrogen engines can not sustain a maximum speed of 130 MPH because more often than not they will seize up or explode from over-heating. Should a Mongoose run at maximum speed, its safety systems will reduce speed or slow the cruiser to a stop after five minutes of continuous maximum speed. \n\nThe Mark 2 Heavy Cruiser Z-260 aka “The Bull”\n\n        The Bull Heavy Cruiser a hydrogen engine powered pursuit cruiser built for heavy medium and heavy mammals such as Lions, Tigers, Polar Bears, Rhinos and Elephants. Bulls operate more on the interstate (HW 394) and in special cases where their size and heavy construction are needed such as armed robberies, riots, terrorist incidents and City/State emergencies such as natural disasters or events of war. The Bull Cruisers are basically heavily armored tanks built to stand up to medium velocity projectiles and are capable of punching through walls and barricades. The Bull’s maximum speed is 130 MPH and has the same safety features as the Mark 1.\n\nThe Mark 3 Swift Patrol boat\n\n          The Mark 3 Patrol boat used by the Sea Knight Coast Guard and Police Water Patrol Service (It’s the standard US Navy Mark VI HSPC currently in use) The boat is 90 feet long by 20 feet wide and is powered by two Lycantus Turbo Fan jet engines which output to four exhaust ports. The maximum speed of the Mark 3 is 100 knots with cruising speed at 30 knots. The boat supports a bow deck mounted M-60 machine gun as lethal armament with attached non-lethal weapons mounted together in triplicate on the gun uni-pedistal (aka the Lintle)\n\nThe Mark 4 “Little Bird” chopper\n\n          The Little Birds (US Army MH-6 attack helicopters) are used by Zootopia’s SWAT and Emergency Medical Response Corps to ferry officers to remote locations or atop roofs or to perform sudden overhead assaults as situations warrant their use. The Little Birds are flown by flying squirrels led by their head captain Rocket James Squirrel. The pilots can get their small helicopters into the most difficult places because of their size and they can transport mammals up to Polar Bears in size on their landing skids or suspended from cable lines below attached by quick release harnesses. The Little Birds can be armed with lethal guns up to two 50 caliber cannons and various non-lethal catch and secure weapons as the situation calls.\n\nZPD Lethal weapons policy\n\n        It is the policy of the ZPD that all non-lethal means to control and apprehend a suspect shall be exhausted before lethal weapons are employed. When on patrol in their cruisers, all officers secure their lethal weapons in a cruiser equipped “gun locker” with an electronic lock that can only be opened by signals from the controlling precinct watch officer. There is a ten percent percent chance upon request to release lethal means that the gun locker will not unlock on the signal from headquarters. This annoyance is factored using a D10 percentile roll. If this should occur...any officer from a rhino up could then roll a d10 (Must roll above a 70) to see if they could bust the security lock and rip the door apart by their brute strength. Doing such a thing however could result in suspension from duty or being fired from the force.\n\n\nGUN CONTROL  AND WEAPONS LAWS IN ZOOTOPIA\n\n      Zootopia practices gun control similar to the Japanese gun control and legal system which is as strict as you can get in any Democratic society. To own a gun or hunting rifle in Zootopia. You must following the following steps and laws...\n\n1. Enroll in a fire arms familiarization and education class and pass the class with a 95 percent average.\n2. Attend gun range training. Demonstrating proper firearm use, safety and maintenance practices.\n3. submit to and undergo a psychological and competency evaluation and obtain a certified result from the examination showing you are mentally fit to own and possess a fire arm.\n4. Undergo a police background check and give the police a map of your home showing the exact location where you will store your weapons. The police can request a home visit to talk to you and all your family members about proper safety and storage of firearms.\n\n       After you have completed the above steps, you will be allowed to purchase your weapon. Citizens of Zootopia are allowed to have one pistol and one rifle in their home so long as both are secured according to the law and all ammunition is maintained in a safe lockable storage seperate from the firearms. All ammunition purchases are tracked and all shell casings are printed with bar codes that can be tied to a specific lot, a specific box of a lot and the specific store where the lot of ammunition was stored before purchase.\n\n        Though Zootopia has a low gun crime rate, that does not mean there are no illegal guns on the streets. Despite even the best gun laws...criminals don’t care about obeying them so they make their own guns and their own ammunition. The more organized crime syndicates like the Tundra Town crime families have their ways of securing weapons for their use. Then again, why would you need guns when you have Polar Bear Soldiers?\n\n        The above laws only apply to lethal weapons. Every Zootopian has the right to bear non-lethal weapons for their self protection and most crimes and crime deterrence actions throughout the city are done with non-lethal weapons or with body weapons such as fangs, teeth and claws. The most widely reported weapon offenses in Zootopia are fang bearing and bite assaults and most often it’s wolves and tigers that are arrested for fang bearing (which is communicating a threat) and deep tissue damage biting.\n\n        Fangs and claws are counted as deadly weapons and the use of such in commission of a crime or as part of an assault can land a mammal in deep trouble, perhaps years in prison depending the results of an investigation. One law in Zootopia also accounts for maiming and death from bacterial infections or the spread of contagious diseases as the result of a claw scratch or bite. Spreading a disease by claw or bite when you know you have such a disease could land a mammal a premeditated assault, premeditated attempted murder or premeditated murder charge punishable by a long jail sentence. And no....claws and paws do not have to be registered at the DMV so would mammals please stop showing up and clogging the lines there?\n\nTHE CITIZENS AND GOVERNMENT OF ZOOTOPIA\n\n     “Welcome to Zootopia. I am Gazelle. I hope that you find your stay in our great city joyful, pleasant and bountiful. Everyone is here to greet you and serve your every need. May you attain your dreams, grow and prosper in our great big watering hole of unity.”\n\nGazelle’s greeting at Central Mammal Train Station\n\n      After the catastrophe of the Great Preditorial Civil War, the Mammalian races of Zootopia established the city and pledged themselves to build a society where every mammal from the smallest to the greatest could live and thrive in a unified metropolis. For the most part....they succeeded their hopes yet you can’t attain a “utopia perfecana” for flesh and blood Mammals are not perfect. Yet for over 100 years, Zootopia has enjoyed a swift and peaceful rise to it’s current level of society.\n\n       The species and races of Zootopia (speaking of the 2016 movie) were developed by Disney based upon the old 1980's furry RPG game “Albedo” developed by Craig Hilton and Paul Kidd. You can find the old game widely spread in PDF form on the internet. Albedo was an early pioneer furry-verse that started as a black and white comic book, the same as Usagi Jimbo the Samurai bunny. This RPG will use the Albedo species list as the population of Zootopia.\n\n       You will notice in the 2016 movie that there are no birds and no primates to be seen anywhere. Disney didn’t really explain the reason why they left these species out of Zootopia so the RPG fills in that void. The Civil War prior to Zootopia’s founding wiped out all the avians except for Sea Gulls Penguins and Asian Cranes. The Primates too were all wiped out except for three old and surviving primates who are professors and scientists at Zootopia University. The University head and dean of science is the great orangutan, Mandemus (Man-deem-us). Doctor Zira is a doctor of animal psychology and her husband Cornelius is a doctor of archaeology. Paw animals have a better time with their “hand-ness” than those with hooves who’s hands will have only three digits when in “AH” form. Mammals like Hippos, Elephants and Rhino will have a full four fingered formed hand and formed feet to support their upright AH form.\n\n      The frame of a mammal can determine resistance to injury and wounding from both hand weapons and gun weapons. Obviously the results will be horrific if a bunny cop comes face to face with a mafia Polar bear soldier armed with a 45 pistol that befits his size. The poor rabbit might end up a pink mist ball. And if the bullet doesn’t cut the rabbit in half? The Polar Bear will certainly finish the poor bunny off. Then again if a Polar Bear soldier runs into an angry army of rabbits looking to avenge the death of their kin and are running on Jihad mode.... the Polar Bear better guard his family nuts.\n\n       The ability to switch body styles helps situational agility greatly, espcially if you sent your German Shepherd K-9 after a weasel. Shepherds are known to bound seven foot tall fences and walls with ease just on their four legs alone but the added ability to suddenly crawl and move like a human means that the criminal will probably get taken down over 90 percent of the time in a hard pursuit. And what K-9 police officer would not want a dog who can pump and aim a shot gun as an immediate back up?\n\n        Fatigue factor will also play a role in situations as some mammals easily tire out from prolonged bursts of speed like cheetah, Lions and Tigers while others can have both boundless energy and high agility, especially if size helps them to escape into places larger mammals can’t go like Rats, Shrew and Mice.\n\nCross breeds and hybrids\n\n      In Albedo, cross breeding does occur within the species classes such as a female wolf with a German Shepherd creates a Timber Shepherd which is a very dangerous and unstable hybrid mammal. And in some rare cases, hybridity can occur between different species you normally think could never have children such as if Judy Hopps (a bunny) had sex with Nick Wilde (a fox) and they produced a hybrid child. In my own fan fiction “First Salvo” Nick and Judy have Jackson Wilde who is bunny trait dominant yet he has fur color, paws, feet and teeth with vulpine traits. If you wish to have a hybrid character in the RPG, you should roll a d10 percentile die for strong and sub species traits and a d10 percentile die for mental stability. The higher the d10 role, the greater the stability.\n\n         Hybrid mammals can suffer terrible abuse, bullying and ostracism all their lives from within their parent’s own species. Jackson Wilde for instance was never accepted by his great grandfather on the Hopps side of the family, the old rabbit went to his grave hoping the “deformed little vulpine bastard of my slut grand-daughter” would die a cruel death. Jackson’s best friend is Yuki Bond, a Timber-Shepherd who was the big school yard bully until Jackson won him over with strawberries and whipped cream telling him...”Us hybrids need each other and you need someone to hug you.”\n\nSpeciesism aka racism in Zootopia\n\n       As the movie Zootopia showed, racism or Specisism or what Doctor Mandemus of Zootopia U would call...”Species Superiority Complexia” does exist in the Zootopia verse. Larger Mammals do often belittle their smaller counter parts. Some mammals hate mammals within their own species such as wolves and dogs.\n\n       You NEVER call a wolf a “dog”, you call a wolf “a dog” and the “bites on”! The worst things anyone could call a wolf is a “dish licker” “Hydrant sniffer” or “cookie muncher” an angry wolf will snap, bite or maul for even the slightest hint that they are related to those “water bowl slurping bastards.”\n\n      Foxes suffer wide discrimination, especially among the preditorial races, and have so since the old Lupinian Roman Empire. Many predators consider foxes “non-preds” while many mammals accept the long held view that foxes are shifty, back-door dealing, scheming little “puffy rat tailed\" bastards. Bunny’s can hate them openly as many of the Hopps family hated Nick when they first found out her got Judy pregnant.\n\n       Reindeer are notoriously self conscious of their appearance and species purity. Any reindeer with a defect is brutally bullied such as Rudolph was for his red nose. Reindeer caught having dates with say other deer or antelope are often followed by other reindeer and get brutally beaten. In a famous case of homicide, a young teenage reindeer was found hanging from a street lamp in Tundra town with a sign around his neck saying...”Don’t mate with a white tailed bitch!”\n\n      Bunnies can be species-ist within their own species. Bunnies from the highlands of Aden in Deer brook look upon Bunnies living in the city as “pampered cotton tail’d followers of wickedness” and multi-colored rabbits as “Sons of a hundred whores”. Bunnies are notoriously anti-gay and will beat any rabbit caught being a homosexual to near death...especially if that rabbit is “hole’ing up” with a bastard like a dog or wolf. \n\n      Sheep will often bully small sheep such as the case of Dawn Bellweather since she was a very small Ewe. Her size of course made her a target of anyone larger like Mayor Leo Lionheart. Mice from Little Rodentia will often get into fights with the arctic shrews from Tundra Town.\n\n        In character development, a player should roll a d10 percentile dice against a list of five species both within his own chosen species and without for a racism level. The higher the roll, the greater the level of racist thought and behavior which may impact a characters performance and interaction during the game.\n\nTHE GOVERNMENT STRUCTURE OF ZOOTOPIA\n\n     Since Zootopia is a city/state, The Mayor of Zootopia assumes the role of President and Commander in Chief of the society and its armed forces. Zootopia has a Navy and a Fleet Marine Force designed for defensive and deterrent roles only unless an official declaration of war is voted on by the city counsel. The Mayor is a two term office with elections every four years.\n\n      The representation body of Zootopia is the City Counsel which consists of two representatives from every district and bureau in the city/state. These offices can be held as long as the occupant is re-elected. Elections for City Counsel run every two years.\n\n       The leader and organizers of the city Counsel are the seven committee tribunes who are selected by majority votes within the City Counsel and serve a 12 month term at a time. The seven tribunes finalize the drafting of new laws and regulations and form both exploratory and investigative committees as society affecting issues arise.\n\n        Zootopia’s supreme court is a seven member judge-ship with a chief justice who holds their position for life and the other six elected every six years. The supreme judgeship is a two term office. Each district and Burrough of Zootopia has it’s own local judgeship and mayor to handle localized issues.\n\nZOOTOPIA AND CRIME\n\n       “Where there is great good. Evil and error are also great. Even where there is great government...Evil and error also is great. But the worst evil and error of all is where there is no government to restrain the level of evil nor control the level of error.”\n\nPonxius Pilote from the book “Ben Hur”\n\n         Zootopia is no different than any typical American city as Disney’s movie shows. Crime will always be a part of the nature of organized societies. The seven deadly sins will never be wiped out, we will always have greed, avarice, affluence, lust and the quest for wealth and power by the shortest and often the most ruthless means devisable. So to counter the criminal, there must be law enforcement.\n\n         Zootopia has all the typical problems....theft, extortion, corruption, murder, rape, robbery, scams, larceny, drugs, rackets and money laundering. Criminals have multiple motivations, multiple means and multiple capabilities just as law enforcement has ever changing means and capabilities to try and stay one step of the criminal elements or individuals.\n\n       Zootopia has punks, soldiers, thugs, con-artists, gangsters, street hustlers, drug pushers, pimps, johns, prostitutes, sex slaves and full on mafia families with towering Polar bear soldiers who will kill on command and without question in targeted hits or full on wars against and among families. The highs and lows of crime in Zootopia are open for the Ring Master to produce, all I can do here is offer a few concepts.\n\nThe Tunny Five of tundra town\nThe Godfather in fur\n\n       In the movie, Judy Hopps and Nick Wilde come face to face with a furry Marlin Brando named “Mister Big” and his army of Polar Bears with one enormous bruin who was originally a Russian Gangster Bear named Koslav when Zootopia was in the concept stage. For this RPG, I ditched the Russian Bear because you can’t have Russian mobsters mixed up with Italian Arctic Shrews. Mister Big’s real name is Vincenso (Vin-chen-zoe) Lanzoni and the big polar bear is “Tall Pauley” Costalano...his sub boss, his lead Capogeme (captain) and his consigliare (counselor) in the Lanzoni crime family. We know two of the other Polar Bears in the Lanzoni family from the movie...Kevin “The Bull” Aldino and Raymond “Salmon whacker” Kyphano who are both soldier bears in the organization.\n\n       The Lanzoni’s are at the head of the five Arctic shrew families that run organized crime in Tundra Town. All the families have Polar Bears as their Capgeme and soldiers and all the families are just as opportunity seeking and greedy for turf and racket space as the American mafia are. The five families are run and steeped in Italian Mafia custom, social graces and traditions. To maintain peace and settle disputes in order to prevent a mafia war, the families meet in a “Commission” at regular intervals. Alliances are often made by marrying children off between the different families such as when Fu Fu, Mister Big’s daughter, married a son from the Polanchio crime family of East Tundra Town.\n\n       As with the older generation of the American Mafia like Bugs Siegel and Al Capone, there is honor and decorum among the old bosses of the five families. There are rackets and vices which will not be done in certain places or with certain Mammals like under-age prostitution, selling drugs to cubs and kittens, extorting widows and single parent mammals or taking advantage of impoverished mammals in number rackets. Lanzoni never charges exorbitant interest with loans, treats mammals with great respect and seeks favors and services as repayments over brute force politics.\n\n       Vincenzo Lanzoni is extremely patriotic for Zootopia and though he owns the largest military ship building facility in Tundra Town he refuses to cheep or defraud the government or involve Sailors and Marines as business partners or racket targets. He supports the Mammal Serviceman’s Organization “The MSO” generously and regularly holds functions for service-mammals and their families at his estate. As Judy Hopps is the Godmother of his most beloved grand daughter Judy Lanzoni, so too is the old Don the Godfather of Judy and Nick’s son Jackson...whom the Don teaches social etiquette and business graces too as Jackson grows up. Unfortunately....Sonny Lanzoni, Vincenzo’s son, could give a damn less about the traditions as does the rest of his generation. gaining money and power is becoming all consuming along with having soul control over the very lucrative and more prosperous drug trade...screw traditions. Sonny may become a recipe for family disaster in the future if he becomes Don.\n\nThe Celtic faction\nIrish gang style warfare in Savanna Central\n\n      Savanna Central is the base of operations for the five family’s most dangerous rival. The Honey Badger known as James Whitey Badger or “Whitey” as he’s best known. Badger is absolutely ruthless and like any pissed off male Honey Badger? He doesn’t give a fluck. He would sell his brothers and sisters into prostitution while still in diapers, He’d whack a school bus if it got in the way of a whacking, He’ll sell horse steroids to lion cubs, rape widowed white tail females and slice their throats and kill ZPD officers all in the name of obtaining power, power, power. He has rackets spread all between Savanna Central and Sahara Square. Hits on the five families are a common happening as are the retaliation on his organization. He has cool killers like “Machine Gun” Yak McGernn, “Pretty Boy” Ferret, “Baby Face” Buffalo or gangs of young punk thugs like the “88 Ivory Keys” of Little Rodentia and “The Rock’m sock’ms” Motor bike weasel gang of downtown Zootopia. The five families almost had Badger cold during the Saint Vulpine’s Day Massacre when 13 of his henchmen were gunned down against a garage wall....but Badger didn’t “care enough” to attend the meeting.\n\nPOM POKO\nThe Tanukuza of Rain Forest\n\n      The Tanukuza (Tan-oo-koo-za) are a criminal crime faction consisting of Japanese Racoon Dogs or “Tanuki” who are larger yet less hostile than your typical American racoon. The Tanuki are a little dangerous because they can shape shift into any mammal as their mystical limits allow but typically they take on the forms of small cats or foxes. The Tanukuza once tried to finger Officer Nick Wilde for cub rape which in Zootopia is a death penalty conviction but Nick’s long time friend Yax from the Mystic Gardens cracked the plot due to his excellent observation skills and wonderful hearing..probably because he’s always “stoned” in one form or another.\n\n       The Tanukuza operate three large syndicates or Factions throughout Zootopia, the Tokugawa Faction in Rain Forest, The Toyotome Faction in Savanna Central and the Asano Faction in Sahara Square. The Tanukuza make their money with Pachinko games and drugs, their drug couriers are often young teenage mammals riding in gangs of motorcycle hooligans called Bozos who ride crotch rockets, block traffic and do petty street theft and the occasional strong tail robbery. Judy Hopps came up with a little remedy called “Franny” her fellow female elephant officer. You ever seen a big bull elephant rip a punk ferret off a speeding motor bike in the middle of a busy street? It’s hilarious....for everyone but the punk biker.\n\nYour common every day street hustler\n\n     Before he became a police officer and Judy Hopps’s husband, Nick Wilde was a street wise simplistic every day hustler pulling scams all over Zootopia,\n like his favorite in the movie, with his partner and long time close friend Fennick the fox aka “Fen Fen”. Nick knows all the scams which made him a good vice cop and later a district court judge in the juvenile crimes division.\n\n     One little gang of scammers called themselves “Poop n scoop”. Kimba, a white lion cub had teamed up with two brothers (The Mauldi’s) to get people to buy their car cleaning services after a few “accidents” were “laid” in their unattended vehicles. The little gang would charge exorbitant amounts to clean up....their own “accidents” then launder their extra gains to avoid taxes. Nick and Judy brought an end to their acts.\n\n     Another gang of scammers was called “The bouncer brigade” and they worked with greedy lawyers to fake injury accidents. Little did they know that one of their targets was Don Lanzoni and the Don didn’t like being scammed so he gave the brigade a little “ice party” at his estate...complete with the ice sculpture centerpiece of some of the dirty dead lawyers. The brigade wisely chose to go out of business.\n\n     Duke Weaselton from the movie is your every day average little hustler and opportunity thief who sometimes allows the money to roll over his brain and his britches to get too big. Judy Hopps catches him constantly but you know those weasels? They always find a way to get back onto the street in no time flat to resume their scams.\n\n      The resources and materials available to the “Ring Master” are endless, you can use real crimes or fictional crimes you can watch Perry Mason, Adam 12, Hill Street Blues, Miami Vice or documentary programs to generate your ideas about everyday crimes and criminals in the Zootopia-verse. The level of evil and criminalism is up to you.\n\n        Now that was the basic ideas of Zootopia laid out. It’s time to go into the meat and potatoes serving of this Zootopia RPG game.\n\nCLOPS AND FLOPPERS CHARACTER  GENERATION\n\n     Players can take on three main types of characters in the Zootopia law/crime verse...\n\n1. A member of the Zootopia Police Department.\n\n2. An independent gumshoe detective.\n\n3. A criminal of any level up to a soldier in a mafia family. Soldiers have to work their way up to the Don of Dons or “Capo de Capo”. Polar Bears can not become Don’s in the Shrew five families of Tundra Town but they can request their Don to allow them to become sub-families within the main family.\n\nWelcome to the ZPD\n\nThe Academy\n\n“Go home bunny bumpkin. Those streets will cook you alive and serve you up as a side dish. What crazy idea popped into your little head that you could ever become a police officer?girl!”\n\nPolice Trainer Maxi Bruin to Judy Hopps\n\n      The movie makes a good point. The ZPD by tradition is predator and large mammal stacked. A bunny? Seriously? Yet Judy Hopps proved a rabbit could be just as much an asset to the force as any mammal. Though she falters early on, Judy Hopps turned to her best assets, her intelligence and her stubborn determination not to quit. Never tell Judy she can’t do anything because as her father will say...”Now you done it.” and you’ll regret your words.\n\n       There is a place for every mammal in the ZPD, they all have faults and positive traits that make them not eligible in one assignment but awesome in another. Benjamin Clawhauser may be out of shape for a street beat, he got that way because of hip displacia during a suspect pursuit, but he’s great as the first cop anyone meets when they come through the doors of First Prinky.\n\n       It’s up to the Ring Master to fit the player’s Character into ZPD operations and the player might not start out where their dream job is but like Judy Hopps did in the movie, they must use their assets, advantages and talents to end run the blitz and score a personal touchdown. Every cop starts at the same place....the Police Academy.\n\n       Brawn isn’t everything. You can have a seriously solid lion enter the academy being the baddest MMA bantom weight champ in high school and he just washes out in academics. At the same time, a bunny could be smart as a whip but those miserable scores at the shooting range sent him back to the carrot patch in podunk. Before you can start “fleshing” out your character as a member of the ZPD, he or she has to get through the academy and collect the base points that are used to build skill levels and other character traits needed in the RPG. And like Judy Hopps proved...it doesn’t matter if you’re a Lion from Rain Forest, A huskie from Tundra Town or an Otter from Otterdams. Everyone has to score on the “base requirements” or they go home. \n\nTHE BASIC REQUIREMENTS OF THE ZPD\n\nThe ZPD basic requirements for peace officer rating (aka Patrol-mammal) are....\n\n1. To score 70 percent or better in academia which spans four quarterly grades. Four rolls 1d10 / 4\n\n2. To score over 50 percent on weapons familiarization and range and combat range qualification by the following tabulation:\n\nWeap fam 1d10 range and combat range 2 rolls 1d10 / 2 add all three roles and divide by 3.\n\n3. To score 70 percent or better in combatives training which span four quarterly grades 4 rolls 1d10 / 4\n\n4. To score over 60 percent in environmental adaptability training (EAT) for all of the unique environments supported by Zootopia’s climate moderation department.\n\n5. To achieve a final overall graduation grade of 70 percent or better. Academy Valedictorian is any final score over 95 percent.\n\nEATS TRAINING\n\nEnvironmental Adaptability Training (EAT) is as follows....\n\nTUNDRA TOWN: Arctic weather 1d10\n\nSAVANNA CENTRAL: Dry and warm to hot with mid-humidity 1d10\n\nSAHARA SQUARE: Dry and hot with low humidity and quarterly sand storms 1d10\n\nRAIN FOREST: Wet at times with tropical storms, high heat and high humidity 1d10\n\nTHE MEADOWS: Warm spring like weather with gentle to moderate rains and storms. 1d10\n\nTHE TRI-BUROUGHS and DOWNTOWN: A mixture of climates between low lands and high lands. Downtown observes all four seasons. 1d10\n\nWATER TRAINING: 1d10\n\nTotal final adaptability score is 7 rolls 1d10 / 7\n\nSpecies/residency modifier: Some species will get a benefit if they were born and lived all their lives in the districts or environments mentioned during the adaptability training phase. For instance.....\n\nOtters, Hippos, Seals, Beavers get an instant 100 percent in water training after all....Otters and Seals are practically birthed to swim from second one and they spend a majority of their growing life wet.\n\nCamels and other dromidian equines who come from Sahara Square get an instant 100 percent in the Sahara environmental training phase.\n\nPolar Bears get a 100 percent in both water and Tundra Town environmental training phases.\n\nWolves have a very flexible adaptability across diverse environments like snow, forest, highlands, meadows and water. They do well in mild and cold environments but tire easily in hot and high humid environments. Some (EAT) They might pick up a bonus, others they might actually have loss points.\n\nIt is the responsibility of the Ring Master to determine the advantage / disadvantage points for each player based upon the species they chose. Here’s two good examples...\n\n    “A player chooses to be a Korean Tiger from the Rain Forest district. The character would get an instant 100 percent in the Rain Forest (EAT) and a 50 percent plus modifier for the Tundra Town (EAT) because Korean Tigers adapt quickly to the brutally cold winters on the Korean Peninsula. The player would also get a 25 plus modifier in the water  (EAT) because yes....Tigers are good swimmers.”\n\n    “A player chooses to be a Honey Badger from Savanna Central. The player gets 100 automatically for the Savanna Central (EAT) and a 50 plus modifier for the Sahara Square (EAT) because the climates are reasonably close. However...Honey badgers suck at swimming and get a 50 negative on the water (EAT). They hate cold and snow and get a 100 negative on the Tundra Town (EAT) because Honey Badgers are exclusive to Africa and African climate ranges. Now if the badger was a Wolverine? He’d have 100 in the Tundra Town (EAT)\n\nSo let’s do an EAT example for say....Nick Wilde (English Fox) who went through the academy and I am the Ring Master....\n\n       English foxes have a good adaptability in placid and semi-placid environments similar to the English isle. Nick was born and lived the majority of his life in Downtown Zootopia so off the bat he get’s a 100 for the Tri-Burough / Downtown EAT. He’s done a majority of his hustles with Fennick “Fen Fen” Fox in Tundra Town making their “Pawcycles” so as Ring Master I say Nick gets a 100 for the Tundra Town EAT. So far Nick scores as follows....\n\nTUNDRA TOWN: 100\n\nSAVANNA CENTRAL: \n\nSAHARA SQUARE: \n\nRAIN FOREST: \n\nTHE MEADOWS: \n\nTHE TRI-BUROUGHS and DOWNTOWN: 100\n\nWATER TRAINING: \n\nUnfortunately for foxes....they’re not proficient swimmers and they are stubborn to train so poor Nick gets a 50 percent negative on his percentage role. Nick roles an 80 on a 1d10 and has a final water score of 30.\n\nTUNDRA TOWN: 100\n\nSAVANNA CENTRAL: \n\nSAHARA SQUARE: \n\nRAIN FOREST: \n\nTHE MEADOWS: \n\nTHE TRI-BUROUGHS and DOWNTOWN: 100\n\nWATER TRAINING: 30\n\nNow for the rest of the EAT training, if we follow the fox traits and the movie, we know that Nick would be at home in the meadows so he gets a 100 for that EAT. He’s done scams in Sahara and Savanna so he gets a 25 plus modifier for those EAT. Nick rolls a 70 for Savanna and a 30 for Sahara so for Savanna EAT Nick has a 95 and for Sahara EAT he has a 55. Nick might also be at home in the rain forest but the high physicality demanded by the location would be some hamper on him so he just rolls a flat 1d10 and scores an 80 on that EAT\n\nTUNDRA TOWN: 100\n\nSAVANNA CENTRAL: 95\n\nSAHARA SQUARE: 55\n\nRAIN FOREST: 80\n\nTHE MEADOWS: 100\n\nTHE TRI-BUROUGHS and DOWNTOWN: 100\n\nWATER TRAINING: 30\n\n      So now we add up all of Nick’s scores and divide by 7 to get the final total EAT academy score of 80.\n\nWhat about Combatives? Are there modifiers and negatives based on Mammal size and power?\n\nAs the Ring Master...you must decide when to add or detract for a chosen species in the combatives section of the academy. This is difficult to do because Judy Hopps only took on larger mammals in the film and she had to adapt herself and her talents to take down larger mammals. To best simulate this for a player’s character....here’s what we do....\n\nWe know that you have to have four final scores for each of the four quarters covering the combatives basic. What you must do is roll the following and get the average from the three levels to obtain a final score for one quarter of the four required quarters in combatives...\n\nCharacter to lesser Mammal: 1d10\n\nCharacter to equal Mammal: 1d10\n\nCharacter to greater Mammal:1d10\n\nTake the scores, divide by three and you have the total score for one quarter. Repeat this three more times then add up the quarters and divide by 4.\n\nFor example.....\n\nNick Wilde goes through the combatives basic with the following scores....\n\nQuarter 1:\nlesser: 100\nequal: 70\ngreater: 40\nfinal: 70\n\nQuarter 2:\nlesser: 60\nequal: 80\ngreater: 60\nfinal: 67\n\nQuarter 3:\nlesser: 100\nequal: 70\ngreater: 40\nfinal: 70\n\nQuarter 4:\nlesser: 100\nequal: 70\ngreater: 40\nfinal: 70\n\nNow we add up all the quarterly scores and divide by 4 and Nick’s final score in the Combative basic is 69. Since the score is very close to passing, the Ring Master can decide to pass Nick along where he can receive additional training when he arrives at his future precinct. Had Nick done abysmally however, it doesn’t mean he’d wash out of the academy. It just means he may not be assigned to street patrols or much else as an officer until he can raise his combatives score by the same training process he went through in the academy.\n\nWelcome to the academy shawn\n\n     Shawn Mighty Quinn the Polar Bear arrives at the Police Academy as a new recruit and right off the bat Maxi Bruin just has to do the Polar Bear thing and pick a scruff match with this “new meat” from Tundra Town. “Show me what you got teddy? Don’t make us Polar Bears look like pussy cats!”\n\n    Shawn salutes “An icey death before dishonor Mam!” Thus shown enters training. Let’s run Shawn through the ringer shall we? Or as Ring Master? I will with my whip and chair.\n\n     In the Academics. Shawn has to do four quarters and obtain a master grade of 70 4 1d10 rolls \\ 4. He scores 80, 70, 30, 60 final grade of 60. As Ring Master I order Shawn to do remedial training and roll a 1d10 to add to his first score. he rolls a 20. Shawn’s final Academic score is 80 percent.\n\n      In weapons familiarization and training, Shawn must roll Weapons familiarization 1d10 range and combat range 2 rolls 1d10 / 2 add all three roles and divide by 3. Shawn Rolls 80, 80, 80 so his final score in weapons familiarization and training is 80.\n\nShawn’s EAT training has the following modifiers...\n\n      Polar Bear from Tundra Town so he has 100 in the Tundra Town EAT. Shawn also has 100 in the water EAT. The Savanna and Sahara EATs will be really tough on a bear used to arctic climates so Shawns scores for those two EATs are reduced by 50 percent. His negatives in the remaining EATs are 20. Shawn’s EAT scores are as follows....\n\nTUNDRA TOWN: 100\n\nSAVANNA CENTRAL: 70\n\nSAHARA SQUARE: 55\n\nRAIN FOREST: 80\n\nTHE MEADOWS: 100\n\nTHE TRI-BUROUGHS and DOWNTOWN: 70\n\nWATER TRAINING: 100\n\nNow we add all scores and divide by 7\n\nShawn’s final EAT score is: 82\n\n    Shawn just rolls through combatives like a bear who got his salmon taken away...\n\nQuarter 1:\nlesser: 100\nequal: 70\ngreater: 70\nfinal: 80\n\nQuarter 2:\nlesser: 100\nequal: 80\ngreater: 80\nfinal: 87\n\nQuarter 3:\nlesser: 100\nequal: 70\ngreater: 90\nfinal: 87\n\nQuarter 4:\nlesser: 100\nequal: 70\ngreater: 90\nfinal: 87\n\nShawn’s final score in combatives is 85.\n\nNow comes the moment of truth. After busting his bruin humps to make it through the acadamy. Shawn gets his final report card...\n\n1. To score 70 percent or better in academia which spans four quarterly grades. Shawn scores 80 percent.\n\n2. To score over 50 percent on weapons familiarization and range and combat range qualification. Shawn scores 80\n\n3. To score 70 percent or better in combatives training which span four quarterly grades. Shawn scores 85\n\n4. To score over 60 percent in environmental adaptability training (EAT) for all of the unique environments supported by Zootopia’s climate moderation department. Shawn Scores 82.\n\n5. To achieve a final overall graduation grade of 70 percent or better. Academy Valedictorian is any final score over 95 percent. Shawn’s final overall academy grade is 82.\n\nShawn’s parents could not be prouder of their Son. His father is a retired Tundra Town Bike cop and personally punches his son’s badge into his chest with a big paw slam! “Don’t lose that you hear me?” His big father growls.\n\nCOMPLETING THE CHARACTER BASE TRAITS\n\n       The 82 score Shawn the polar bear from Tundra Town earned from the Police Academy becomes the total base number or TBN which fleshes out the remaining traits of the character. Keep in mind that based on the species selected for the character, some of the base traits are going to be abundantly stronger in some areas and weak in others. A polar bear is without doubt physically dangerous taking his bulk, teeth and claws into account. His hitting power alone could probably break the bones of a fox with just a foot stomp and a poor mouse would be dead in a paw squeeze. However, Polar bears don’t move like lightening but they are persistent in a chase. The player should do their best to match the traits to the actual living animal to make the game more exciting.\n\nThe basic areas for the character traits are....\n\nStrength and hitting power:\nHealth:\nAgility:\nDexterity:\nIntelligence:\nEducation:\nWillpower:\nCharisma:\nStamina:\nAppearance:\n\nNo trait can be less than 2 nor more than 10 at the outset. The best way to partial your points is to divide the TBN by 10 and shift your numbers around to best fit the character’s traits. Here’s how Shawn starts out....\n\nStrength and hitting power: 8\nHealth: 8\nAgility: 8\nDexterity: 8\nIntelligence: 8\nEducation: 8\nWillpower: 8\nCharisma: 8\nStamina: 8\nAppearance: 8\n\n    That’s a pretty good start for Shawn, yet maybe I’m not too worried about his appearance and his agility isn’t going to be good for tight places or high walls or a lot of climbing because he’s a polar bear. So I’m going to throw some points around and come up with these final numbers...\n\nStrength and hitting power: 8\nHealth: 9\nAgility: 6\nDexterity: 8\nIntelligence: 9\nEducation: 8\nWillpower: 8\nCharisma: 9\nStamina: 9\nAppearance: 6\n\n     All of these basic numbers and the TBN determine such things as actions, weapons use and accuracy, breaking doors, busting heads, dealing with other characters, convincing characters and other acts and actions important to being a member of the ZPD. Shawn isn’t ugly but that won’t affect his ability to influence a suspect to spill his beens during a murder investigation nor stop him from swimming down an otter who’s trying to out swim him in the ocean off Savnna Central after sed otter got busted transferring high grade Cat Nip from a fishing boat to a skiff.\n\nWELCOME TO FORT ICE DEUCE SEAN\n\n    Shawn receives his posting assignment from the Ring Master...”Officer Quinn? You have been assigned to home with fort Ice Deuce, Precinct Two in Tundra Town. Now the player can say....”I would like to request assignment to say....Rain Forest district because I love to swim, there’s lots of water around there, the forest is good for my Zen and I have a lover my parents need not know about. I know the Sea Knights patrol there and I can be a good asset.”\n\nHint: Be sure to ask the player before hand of his preferred posting and be ready to shift your game scenario to meet his preference if he wins out.\n\n    The Ring Master might reply with....”Officer Quinn, we try to accommodate the wishes of our officers but at the moment there are no open billets for new officers in Rain forest district. That doesn’t mean we can’t still try to fill your wishes. Let me talk to CMD “First Prinky” and see what we can do.”\n\n    As the Ring Master, you can return with this answer. “Officer Quinn. You need to roll over 50 on this 1d10. If you do, you will be re-assigned to Rain Forest “Fort Cool Greens” precinct five.”\n\n    Shawn rolls a 40 so no joy for now on the assignment change. Shawn is going back home to Tundra Town. He’s a little bummed out but a loving phone call from his “favorite fox” perks him up! So off he goes back to his home district.\n\n“Traffic and Parking? What....the....fluck?”\n\n    Rookie police officers in the ZPD always start off with the most (“ugh really? are you snitting me? This is bull chips! I have all this training!” )mundane assignment in the ZPD that feels like a slap in the hind quarters to any mammal with the eager beaver attitude to go out and bust up the mafia and sweep crime away like “The Bat Mammal” welcome to traffic and parking enforcement, here’s your yellow vest, your clown car, have a nice day!\n\n   Chief Bogo to Judy Hopps: “Well...then writing a hundred parking tickets a day should be easy.”\n\n    Judy in reply: “A hundred tickets...I’m not going to write a hundred tickets. I’m going to write 200 tickets! Before noon!”\n\n    If Judy Hopps Wilde, the record traffic ticket writer for years, could make something positive out of a mundane rookie assignment? Then why can’t a polar bear? The film followed a female named Judy Hopps (A bunny) and her street wise side kick&nbsp;&nbsp;Nick Wilde (An English red fox) as they tracked down the cause of an affliction that turned mild mannered predators back to their ancient predatory behaviors. The &ldquo;Savage Scare&rdquo; as the event became known in Zootopian history endangered the peace and stability of the thriving populace where predatory animals live in peace with their prey counter parts. In many ways...the film Zootopia was a mirror reflection of the times it was designed to portray. For it&rsquo;s time, Zootopia was the most successful Disney animated movie until the first Frozen movie surpassed it in box office gross. The film is especially popular with world wide furry culture.<br /><br />‭&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;The movie centers around Judy as a member of the city state&rsquo;s police force known as the &ldquo;ZPD&rdquo; and as with any policing organization, the ZPD is tasked with maintaining the public order and universal peace. This attempt at creating a Zootopia based role playing game centers on the ZPD, who enforce the laws of the City/State and maintain its peace, and those elements of criminal activity that exist in Zootopia as they would in any large metropolis. The players of the RPG have the opportunity to play both sides of the coin as either a Peace Officer or any level of criminals from petty thugs to syndicate crime bosses.<br /><br />What makes up Zootopia<br /><br />&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; The city/state of Zootopia is made up of districts and Burroughs which are &ldquo;tailor made&rdquo; to support the vast array of diverse mammals from the small Arctic shrew to the great Elephants. Every mammal has the choice to live in sections designed to support their species and respect their individual need for comfort and health. Many parts of Zootopia are climate controlled by mechanical means such as Tundra Town (where it always snows) and Sahara Square (Which is kept in a dry, slightly rainy environment such as in Egypt). A visitor would also notice that each part of Zootopia reflects architecture suitable for different animals or that their living arrangement meets their individual species behavior and way of life. Otters have houses under water, Beaver houses resemble their traditional river dams and rabbits live in gigantic muli-story homes that jut from the hills in Bunny Borough. Of course Bunnies need huge houses because they (beep) like crazy! &ldquo;They&rsquo;re good at multiplication.&rdquo; as Judy Hopps will tell you. Judy comes from a family of over 300 rabbits...In ONE house!<br /><br />The individual sections of Zootopia are....<br /><br />CITY CENTER<br /><br />&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;The city center is the busy and bustling financial and economic heart of Zootopia where most of your commerce and industry are. This is where you have the true melting pot of the city/state where predators and prey live and work together. City Center is not climate controled though it can have periods of rain, sun, snow or storms depending on the general season. The City Center is built on a sloping conical hill which is dominated by the Tamamo Tower at the very top. Tamamo Tower is the city&rsquo;s financial management center which holds the Zootopian stock exchange, many banking and investment firms and legal practices and the national treasury department which produces and distributes currency.<br /><br />&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;City Center is also the home of the Zootopia Police Department Central Management Division or the &ldquo;CMD&rdquo;. CMD therefore is the First Precinct of the Department or &ldquo;First Prinky&rdquo; as it&rsquo;s pet name goes. CMD coordinates and manages the mammal power for all policing in the city/state, it is also the most busy Precinct in the ZPD as there&rsquo;s never a dull moment in the downtown district between ticketing parking violators and apprehending mammals for such silly offenses as &ldquo;Tail tip nip assault&rdquo; or worse, selling &ldquo;smack&rdquo; to teenagers outside of the public schools. &ldquo;Smack&rdquo; in Zootopia is a super high grade form of illegal cat nip. Nothing costs a school more than an out of control tiger high on &ldquo;smack&rdquo; trashing a classroom because some joker though it funny to tease him with a laser pen.<br /><br />Tundra Town<br /><br />&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;Tundra Town is always kept at arctic conditions year round by the way of giant air conditioners and snow machines that are set atop the large concrete wall (The climate wall) that rings Tundra Town from the Northern tip where Tundra Town meets the Meadowlands and down and around to the Eastern tip by the Polar Strait. This is where a majority of your polar and cold weather mammals like to live such as polar bears, arctic shrew, penguins and seals. There are few cars driven around Tundra Town because of the constant snow and ice so many mammals get around by skating, skiing, motor sleds or by &ldquo;Oooboo&rdquo; the husky and horse sled driver service.<br /><br />&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;Tundra town&rsquo;s main commercial industry is fishing and seafood. It is also home to the city/states major shipyard and iron works facility &ldquo;GMCY&rdquo; or General Mariner Commissioning Yards which is owned currently by Mister Vicenzo Lanzoni aka &ldquo;Mister Big&rdquo; the arctic Shew crime boss from the movie. GCY supplies the Zootopian Navy with its&rsquo; fleet of destroyers and underwater remote operation attack submarines as well as commercial boats and ships of all classes and types.<br /><br />&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; Tundra Town seems to always be in a never-ending &ldquo;Christmas time&rdquo; holiday feel. It really is beautiful in white and the inhabitants are always inviting and friendly. You will never leave Tundra Town empty handed because someone&rsquo;s always passing out a free coco mug or hand made scarf and hat. Policing of course requires special vehicles for getting around and the traffic division here is busy because as Chief Bogo usually says...&rdquo;Mammals don&rsquo;t drive well in an inch of snow.&rdquo; A fender bender between a pig from Sahara Square and a Malamut &ldquo;Oooboo&rdquo; usually ends up a pretty nasty incident report.<br /><br />SAHARA SQUARE<br /><br />&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; Sahara Square is uniquely suited for desert dwelling Mammals like Egyptian Camels, desert foxes, desert rats and other Middle East and American Southwest, Central and South American mammals. It has a blended architecture from all these regions mixed with more modern buildings. Sahara Square is a tourist destination with its&rsquo; long coast line, sandy beach fronts and the huge Palm Desert Hotel which towers over the square. On the beach fronts you&rsquo;ll find casinos, night clubs, outdoor food and garden courts and a variety of restaurants and relaxation centers where mammals can &ldquo;strip&rdquo; away all their cares, go au natural and &ldquo;ferry out&rdquo; meaning they can go feral and play naked.<br /><br />&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;The most popular sport in Zootopia is soccer which is played in Vornoy Stadium on Sahara&rsquo;s Southwest side. Soccer games of course always spike up incidents for the ZPD to handle like rowdy hooligans causing fights in bars or fans stampeding through the streets causing all kinds of crazy distress. The most prevalent crimes that occur in Sahara are pick pockets, car break ins, numbers rackets, scams, prostitution and &ldquo;HG&rdquo; (High Grade Cat Nip) pushing.<br /><br />&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; Sahara Square is also home to one of two big Fleet Marine bases in Zootopia, the Amphibious Warfare school and the fleet carborundum where all the Marine&rsquo;s vehicles are built, maintained and repaired. There is also the major Naval base at Sandy Cove where the fleet destroyers and Amphibious warfare fleets are parked and maintained.<br /><br />SAVANNA CENTRAL<br /><br />&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; Savanna Central is where all the central and south Africana, Australian and South Pacific and Euro-Asian/Indian mammals live. It is a diverse landscape with wide open African like plains, Indian like jungles and Australian outback flora and fauna. Savanna is the least worrisome spot in terms of crime because....who will even dare to get testy with a lion? Yet crime does happen and for a time the biggest crime boss in Savanna is or was the notorious African Honey Badger, James Whitey Badger, a ruthless and dangerous crime lord who made life in Savanna hell until or until he gets or got taken down by the ZPD.<br /><br />&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;Savanna is also home to the largest Fleet Marine Force training and test center, MCB Quanaco with the attached recruit training depot MCRD Savanna. The Marines normally behave....that is until they get a little too much juice which then they get board and then they get destructive. Not a weekend goes by where a few drunk Tiger or Wolf Marines end up in the &ldquo;Savanna Slammah&rdquo; to suffer out their hang overs. <br /><br />RAIN FOREST<br /><br />&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; Rain Forest District is considered by many in the ZPD to be &ldquo;choice&rdquo; duty because there&rsquo;s almost zero crime and there&rsquo;s no cars. Auto vehicles are banned from Rain Forest and Mammals get around by means of elevated cable bridges, bikes, walking, cable runs or on secluded by-ways they can strip naked and go feral...running, flying and jumping their way to and from the parking garages around the perimeter of the forest preserve. The ZMTA or &ldquo;Zipper&rdquo; train of the Zootopian Mass Transit Authority does service throughout rain forest from the central liner to small electric powered trollies.<br /><br />&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;Most often, ZPD officers who live in rain forest are posted here and they have to be physically built to handle the patrol responsibilities and often the requirements as first responders and EMT technicians. While crime is low, accidents from mis-steps, climbing and being foolish are not. Often ZPD officers must rappel around trees, cliffs or be lowered by helicopter to hard to reach places to assist injured mammals. The usually assigned officers to rain forest are wolves and tigers.<br /><br />&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; Rain forest is populated by your jungle-ade, Everglade, deep forest and water dwelling mammals like Panda, Seals, otters, beavers, Racoon Dogs (Tanuki), wolves and marsupials like Kowala. It is a quiet and peaceful section of Zootopia which makes being posted as a police officer more boring and slow but you can&rsquo;t beat the beauty of the place and you still get paid good money for your hours of sleeping.<br /><br />The Meadow Lands<br /><br />&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;The Meadow Lands are for your equine grazer species like deer, sheep, rams, Moose, Elk and other long green grass lovers. This is the other peaceful place in Zootopia with a low crime rate and high boredom rate for posted officers. Meadow Lands has a sheriff and a few deputies because of its small size and the relative ease of getting to where trouble might creep up.<br /><br />&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; Meadow Lands is also the home of the Zootopian Navy&rsquo;s attack submarine drone fleet based out of Wooly Rock Naval Base. The Sailors there cause very little trouble save the occasional speeding infraction and a few incidents with intoxication. Otherwise, it&rsquo;s another well paid sleep fest for posted officers.<br /><br />The Tri Burroughs<br /><br />Bunny- podunk - Deerbrook<br /><br />&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; The Tri-Burroughs are a mix of cultural styles such as American small town and farm country, Scottish and Irish culture, English country side culture and peaceful European countryside living. The Burroughs are populated by rodent species, equines and vulpines with a few Ursaloids (bear) here and there. All the Burroughs have sheriffs with deputies and local town or village judges and magistrates. Crime is low for the most part and officers respond and handle disputes over everything from property line infractions and complaints to ownership of live stock and other small town complaints. The biggest crime in the &ldquo;Tri&rsquo;s&rdquo; is moonshine and boot legging as high grade booze is deemed too dangerous for mammals to consume. Boot legging is a young mammal&rsquo;s game because they &ldquo;get off&rdquo; on the excitement of teasing &ldquo;Johny Law&rsquo;s tailbone&rdquo; and dodging the &ldquo;Reg-teeth&rdquo; from the Bureau of Spirits and vices which regulates &ldquo;sin taxes&rdquo; on luxury ingesticants.<br /><br />Little Rodentia<br /><br />&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; Ah....Little Rodentia, the little Italy of Zootopia. Here is where all the &ldquo;little ones&rdquo; live in relative safety with a very high iron fence separating them from the feet and hooves of the larger mammals. Until recently, Little Rodentia had no police precinct and thus crime flourished because it was too dangerous to allow huge police officers to trample their way around the miniature city. Chief Judy Wilde put a stop to that by creating Rodentia&rsquo;s tough &ldquo;Fort Bronco&rdquo; Precinct led by it&rsquo;s tough Chief, Justin Nimh (The rat Captain of the Guards Justin from Secret of Nimh) Fort Bronco is exclusively rodent stocked with Mice and Rats as police officers. Little Rodentia has both petty and organized crime from pick pockets to crime bosses running drugs ,racket games and prostitution. Occasionally Fort Bronco has to deal with some dumb &ldquo;biggie&rdquo; jumping the perimeter fence to escape the larger brothers of the blue brigade and if the fool thought he wouldn&rsquo;t have to deal with &ldquo;small fry&rdquo; cops. He&rsquo;s going to get a thrashing he wasn&rsquo;t prepared for.<br /><br />Zootopia correctional facility at Shwartzwald<br /><br />&nbsp;&nbsp;&nbsp;&nbsp; &ldquo;The big dawg collar&rdquo;....&rdquo;The electric fence&rdquo;....&rdquo;The steer poker&rdquo; ZCF has a hundred names and they fit this prison where incorant miscreants are sent to be &ldquo;spaded&rdquo; or &ldquo;neutered&rdquo;. It&rsquo;s as tuff as any federal prison and about as worse even though it&rsquo;s never over-crowded. Officers assigned here have to watch their tails with some of the prison&rsquo;s very nasty residents. Zootopia has a punishment to fit the crime scale and executions are often done by &ldquo;euthin drugs&rdquo; or by methods which equal the brutality and savagery of the offense committed. However...every mammal is precious in Zootopian society so reform and justice is up front. Even the criminal&rsquo;s past is considered to see if they in turn deserve justice for wrongs which may have steered them to acts of crime, a program instituted by Judy Hopps after she fought to get Dawn Bellweather clemency and justice for the years of abuse she suffered as a small mammal where her only recourse left was a criminal act.<br /><br />THE NORTH COUNTRY<br /><br />&nbsp;&nbsp;&nbsp;&nbsp; Past Tundra Town and over the Julius Bridge that spans the great Roana River that runs West to East, lies the sparsely inhabited North Country of Zootopia. The North Country is a great mountainous and forested range that was once the home of the Tusker Prey Confederation during Zootopia&rsquo;s middle age. The Tusker Confederation was destroyed by the greatest power of the time, Wolfen Rome or the Lupinian Roman Empire.<br /><br />&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; When Lupinian Rome collapsed, All of Zootopia fell into a bloody one hundred year holocaust called the Great Predatorial Civil War as the Predator species split between those who wanted to dominate the prey races as slaves and food and those who felt the continue ravages being waged on all prey mammals would drive all mammals to extinction. At that time, Zootopians thought they were the only living mammals in the world. The resulting 100 year war was a gruesome slaughter as technology advanced from paw to paw and tooth to tooth to World War One style trench warfare with machine guns, artillery and poison gases.<br /><br />&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; Hundreds of species were wiped out. Only a few elderly simians remain of the ape races, all of them dying on the battlefields. Of avian birds only Seagulls and cranes remain. The carrier pigeons died en mass as battlefield messengers or suicide bombers with grenades strapped to their falling bodies and Eagles tore each other to shreds in deadly air combat. An armistice finally ended the blood letting and today in downtown Zootopia a statue of a fallen lion with a crying bunny soldier sobbing on its&rsquo; chest reminds all mammals of the bitter price paid by their fathers to establish their peaceful world. Every year on Memorial Day, all Zootopia stops at noon and every mammal cries and wales long and loud for their beloved dead.<br /><br />&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;Great tracks of the North Country are cut off from all mammals by triple wire security fences because the lands inside are poisoned and festooned with un-exploded ordinance and un-collected mammal remains...including thousands of fired and unfired chemical weapons from the great Civil War.<br /><br />&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; The North Country is where the &ldquo;dummies&rdquo; live, &ldquo;dummies&rdquo; being animals who have and will never reach the level of intelligence of modern Zootopians, they are just plain animals....deer are deer, rabbits and rabbits and so forth. The dummies exist for one reason....food.<br /><br />&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; In zootopia, food for the predator species is provided in two ways. One is the processing of plant and insect proteins into a synthetic meat, even artificial blood using insects can be made to &ldquo;slake&rdquo; the unchangeable DNA and genetic behavior of Zootopia&rsquo;s predictors, hence no need for detestable and criminal control devices like &ldquo;shocking collars&rdquo; which were banned in Zootopia twenty years before the &ldquo;Savage Scare&rdquo; in the movie. The other means for food is the free range hunting and killing of dummies. To allow the &ldquo;Preds&rdquo; an outlet for their inner killer desires.<br /><br />&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; In the north country...Predators can go feral and naked to hunt as their fathers did with tooth and claw or with bows and rifles as the seasons are declared and managed by the Zootopian Department of Land Management and Conservation. Careful management ensures that the dummies are not wiped out and poaching / illegal hunting is severely punished as is sport hunting and trophy collection.<br /><br />&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;But often and perversely both predators and prey from Zootopia come to the north country to...&rdquo;relieve their oats&rdquo; into a dummy and the resulting union produces....well let&rsquo;s just say the end product can be terrifying. The DLM often has to send Predators to hunt down and kill the mistakes before they try to breed and multiply. Often a dangerous job to perform.<br /><br />The Zootopian Transit system<br /><br />&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; The Zootopian transit system is a model of convenience and efficiency based on the Japanese transit system with main arteries, secondaries and third ways of getting from point &ldquo;A&rdquo; to &ldquo;B&rdquo;. The main auto artery of Zootopia is the six lane loop way designated Highway 394 that runs through all of the outer districts and the Tri-Boroughs and feeds the secondary inter-urban four lane spill way designated Inter-Urban One that feeds Savanna, Sahara, Downtown and Rainforest. From the secondary, smaller third way two lane feeders designated &ldquo;Dog legs&rdquo; feed onto the streets of Savanna, Sahara, and Downtown.<br /><br />&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;The ZMTS (Zootopia Metropolitan Transit System) or &ldquo;Smitty&rdquo; runs the subways, the street level transit services and the Nation/state wide speed train service to many accessible stations which keeps traffic congestion down to a manageable level. The Speed Trains service the Tri-Boroughs to Grand Mammal Station downtown and smaller trains run from Grand Mammal to all points within the city/state. From those points, trolly and bus services are fully available.<br /><br />&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; There are no jet aircraft nor any powered aircraft in the Zootopia verse for commercial service save helium powered, engine driven Zeppelins of the Hindenburg class and smaller, which the mammals actually enjoy for their smooth and tranquil ease of travel. In Zootopia, gas powered vehicles and any mode of transport are tailor designed to fit every Mammal regardless of size. Special adaptations of roads and streets have been done to ensure that the smallest mammal can reach their destination in safety and accommodation. The entire network is monitored by cameras around the clock and has a dedicated quick response unit to assist mammals in case of vehicle break down or accident so the transit system suffers no long term difficulty or traffic jam.<br /><br />THE ZOOTOPIAN MONITARY SYSTEM<br /><br />&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; Zootopia&rsquo;s currency is the &ldquo;Zoo Buck&rdquo; with coinage dubbed &ldquo;The Fawn&rdquo; and follows the American currency standard. One hundred Fawns equals a Zoo Buck and so forth. It is illegal to give credit or charge interest to any mammal under 18 years of age. It is illegal to award credit to any mammal who can not show responsibility or capability to handle or pay credit. Credit companies are banned from advertising or using subversive coercive means to attract customers. Credit scores are factored for individual mammals after a complete examination of their living status including ALL monthly bills, status of employment, employment stability and capable amount to pay monthly credit bills. The city counsel creates, debates, approves or disapproves laws.<br />2. The Mayor signs laws into being or vetos them.<br />3. The supreme court validates or throws out laws.<br /><br />&nbsp;&nbsp;&nbsp;&nbsp;The law is then enforced by the police. The citizens of Zootopia have the right to peacefully protest laws. The citizens of Zootopia have the right to monitor and question police behavior and authority. The citizens of Zootopia have the right to campaign for and call for a state wide vote to remove laws, over turn laws or create new binding laws which are agreed upon by the majority vote.<br /><br />&nbsp;&nbsp;&nbsp;&nbsp; Zootopia is governed by one over riding concern that is shared by every citizen....<br /><br />&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&ldquo;Every mammal is precious to us from the smallest shrew to the greatest mammal in size and weight. To lose even a single mammal is a shared pain. Everything must be done to salvage the life of any mammal who has been wronged or has lost their way, only the most heinous of criminal acts should fall short of our shared compassion to bring the wayward back into the herd.&rdquo;<br /><br />&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; The best case in point to this statement is what happened to former assistant mayor Dawn Bellweather after the dreaded Savage Scare portrayed in the 2016 movie. Bellweather received a life sentence for her actions which almost brought Zootopia to the brink of conflict between Predators and Prey. She was thrown into prison still unrepentant at what she&rsquo;d done.<br /><br />&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; The last mammal Dawn Bellweather ever thought would care about her was the one mammal she plotted to use as a scape goat and later desired to have killed by what she thought was a &ldquo;Savaged&rdquo; fox. It was Nick Wilde and Judy Hopps who got Dawn Bellweather thrown in prison and now Judy Wilde had come to show compassion to a small prey mammal who believed she deserved none nor would get it.<br /><br />&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;Over the course of a month, Dawn told Judy Hopps how she lived a life of misery since lamb-hood. Smaller than her fellow sheep, Dawn Bellweather suffered years of horrible abuse yet she tried her best to surmount it through hard work and dedication. Yet the abuses she suffered at the big paws of former Mayor Leo Lionheart was the back breaker. Having nowhere to turn to for justice...Bellweather carried out the Savage Scheme. At long last, years of torment caused Bellweather to break down with remorse and pleading for forgiveness. Judy Hopps took up her case and demanded Dawn Bellweather receive executive clemency.<br /><br />&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; Over the next year after her release from prison and with Judy Hopp&rsquo;s support, Dawn Bellweather took center stage before the Felima commission chaired by counsel female Erma Felina (An Albedo character) which indicted former Mayor Leo Lionheart on charges of bullying, abuse and harassment. The comission was instrumental in the formation of the Small Mammal Civil Rights Act signed into law by Mayor Caesar Leo (A White Lion) which established a system for small abused mammals to redress their grief and receive justice and compensation from acts of bullying and or discrimination. Mayor Leo also signed the Executive Order clearing Dawn Bellweather of any criminal charges. Applicable laws should be researched and written out in advance by the &ldquo;Ring Master&rdquo; (A play on the old Barnum and Bailey animal circus) to fit whatever scenario you play. For example....<br /><br />&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; If the RPG just involves the daily duty of a traffic officer assigned to say Tundra Town...you might want to make a list of laws dealing with...<br /><br />1. Responsibility for snow removal from parking areas for residential and business districts.<br />2. Traffic violations such as going to fast over snow covered roads.<br />3. Not having chains on your vehicle when the signs around town clearly state that conditions warrant all vehicles be chained.<br />4. No lights on the &ldquo;OooBoo&rdquo; sled when the law states there must be lights.<br /><br />&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;If the RPG just involves a member of a Narco unit busting mammals for drug offenses...you might want to make a list of laws dealing with...<br /><br />1. The strength of the drug involved determines a mister-meaner or a felony charge.<br />2. The amount of money seized in a bust determines a mister -meaner or a felony charge.<br />3. Weapons taken during a bust is a felony charge.<br />4. Distance of a bust from a school determines a mister -meaner or a felony charge.<br /><br />&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;Some crimes in Zootopia can and may be punishable by death if the mammal is found guilty such as....<br /><br />1. Selling drugs to a minor mammal that results in severe debilitation or death.<br />2. Murder, mammal-slaughter, pre-meditated mammal-slaughter.<br />3. Rape of an underage mammal.<br />4. Rape of a legal age mammal.<br />5. Assault on a mammal that leads to severe debilitation or death.<br />6. Driving while under the influence where you cause severe debilitation or death.<br />7. Cub and Kitten abuse that results in severe debilitation or death.<br />8. Murder of bystanders in the commission of a criminal act.<br />9. There are mammals big and small wearing the blue uniform around the clock from the Wolf patrolling Savanna Central on his night shift to the rows of bunnies working the dispatch call center to the tabby cat working the homicide division and the otter making an ocean drug bust off the coast of Sahara Square. The ZPD never sleeps.<br /><br />&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;The main headquarters of the department is the first precinct &ldquo;first prink&rdquo; or &ldquo;first prinky&rdquo; in the city center. Chief Maxwell Bogo who is a huge and imposing African Cape Buffalo is the First Precinct Chief. Each part of Zootopia has a Chief or a Sheriff in charge of officers and or deputies in their respective precincts. It&rsquo;s the job of the First Precinct to partial officers out to the other precincts depending on their requirements and needs at the time.<br /><br />&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;The larger Precincts in Zootopia follow the basic structure of any major American city police unit....<br /><br />1, The Chief<br />2. The Assistant Chief<br />3. The Criminal Investigation Division<br />4. The Homicide Division<br />5. The Narco Division<br />6. The &ldquo;Bunko Squad&rdquo; anti-racket division<br />7. A typical Sea Knight patrol boat consists of....<br /><br />1. The captain<br />2. The healms-mammal<br />3. The bow gunner<br />4. Two California Sea Lions<br />5. Two Otters<br /><br />&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;Airborne policing is done by drones controlled from their mother precincts. The police use both surveillance drones (Predators) and chase and apprehension drones (Steeple chasers) armed with non-lethal weapons like stun lines, tranquilizer darts and arresting nets.<br /><br />&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;There are dedicated K-9 working dogs in the ZPD, German Shepherds and Belgian Malinois, who can operate both ferally and anthromorphically which makes them very hard to escape from and extremely dangerous as both breeds are powerful &ldquo;take down&rdquo; experts. The Malinois have been known to put suspects in the hospital for broken ribs and punctured lungs suffered during a take down.<br /><br />&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; ZPD officers and members of the department take on a wide range of tasks and assignments from traffic enforcement to drug interdiction to busting prostitution rings, pimps and Johns. The Ring Master should keep every RPG game simplistic by not overloading the players with more than two assignment topics in the same game. You could....per say....run a game with traffic enforcement and a sting to bust a prostitution ring or just keep it to one operational topic just to keep things orderly and simplistic.<br /><br />&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;All officers must pass through the Zootopian Police Academy and it is here where the basic knowledge and skills points and areas are set for the base line of the incoming player&rsquo;s character. How the academy affects an incoming player will be explained later in the manual.<br /><br />The ZPD Precincts<br /><br />&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;The different precincts of the ZPD are broken down into main line precincts and constabulary precincts which are manned by Sheriffs and their deputies as well as the SBD or the Sea Knights. The Precincts go as follows...<br /><br />1. First Precinct or &ldquo;First Prinky&rdquo; is in the Downtown City Center.<br />2. Precinct Two or &ldquo;Ice Duce&rdquo; is in Tundra Town.<br />3. Precinct three or &ldquo;Triple Nickel&rdquo; is in Sahara Square<br />4. Precinct four or &ldquo;Four Aces&rdquo; is in Savanna Central<br />5. Precinct five or &ldquo;Cool Greens&rdquo; is in Rain Forest District<br />6. First Constable is in Meadow Lands<br />7. Second Constable is in Bunny Borough<br />8. The Sea Knights or &ldquo;Trident&rdquo; is based out of Otterdams in Savanna Central on the Cohoe River.<br /><br />the uniformed zpd officer<br /><br />&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;Traditionally....street officers of the ZPD come from the preditorial races or from species no one thinks of messing around with like Rhinos, Cape Buffalos, hippos or bull elephants. In the 2016 movie, Judy Hopps breaks that tradition by being the first small mammal to earn the badge as the leader of her class and its&rsquo; Valedictorian. Later her future husband Nick Wilde will become both the first fox in the ZPD ranks and her equal as his class leader and Valedictorian. Judy&rsquo;s achievement opened the gates for other small mammals to join the force, finding ways to add their talents to its effective abilities.<br /><br />&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; The standard uniform of the ZPD is the all deep blue service uniform with matching tie, badge and equipment belt. Officers also wear riot control gear, low velocity/ high velocity impact vests and elbow/knee padding as their situation or personal preference calls. The larger the mammal, the more imposing the body armor. Once you get past Hippos into Rhinos and Elephants, these mammals can wear up to a half inch worth of steel plate body armor.<br /><br />&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; The uniformed officer carries two standard side arms, a multi-purpose mammal suppression gun and a lethal dispense weapon. As far as lethal pistols, rifles and shotguns....these weapons grow in proportion to the assigned officer so what may look like a 9mm pistol on an elephant can actually equate into a mobile piece of field artillery. If an elephant shoots a weasel with his lethal weapon....the weasel is likely to become a very messy pink mist ball of shock exploded gore. <br /><br />&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;The standard non-lethal weapon is a combination pistol or rifle equipped with stun darts, trank darts (Trank = knock out drugs), bean bags, snare ropes, mace spray, cyan pepper spray, bolas, expanding capture nets and the most nasty chemical of all? Pure grade skunk spray.<br /><br />&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; Officers are equipped with department radios or department smart phones which help a lot in processing crime and incident data. Every officer has a body camera, a voice recorder (like an airplane black box) and a health status monitor which can speed up response times in case of distress or need for back up in a critical situation.<br /><br />&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; Some officers do go around in plain clothes when they are inspectors or performing under cover operations, such as what Nick Wilde did from time to time when he posed as a female fox to uncover the shameful and abusive crimes of female foxes being forced into being sexy neck warmers, a sort of prostitution racket involving very young vixens. Nick of course will flat deny he ever wore &ldquo;pumps and panties&rdquo; himself.<br /><br />ZPD Vehicles<br /><br />&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;The ZPD has many vehicles tailor made to fit the sizes required by the various precincts...<br /><br />The Mark 1 Light Cruiser Z-240 aka &ldquo;The Mongoose&rdquo;<br /><br />&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; The Mongoose is a hydrogen engine powered pursuit cruiser and the standard patrol car replicated in various sizes to fit different sized medium and small sized mammals. The top pursuit speed of the Mongoose is 150 MPH which can overtake any civilian Zootopian vehicle as all vehicles that are not police operated are govern restricted by law to 80 MPH. Hydrogen engines can not sustain a maximum speed of 130 MPH because more often than not they will seize up or explode from over-heating. Should a Mongoose run at maximum speed, its safety systems will reduce speed or slow the cruiser to a stop after five minutes of continuous maximum speed. <br /><br />The Mark 2 Heavy Cruiser Z-260 aka &ldquo;The Bull&rdquo;<br /><br />&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;The Bull Heavy Cruiser a hydrogen engine powered pursuit cruiser built for heavy medium and heavy mammals such as Lions, Tigers, Polar Bears, Rhinos and Elephants. Bulls operate more on the interstate (HW 394) and in special cases where their size and heavy construction are needed such as armed robberies, riots, terrorist incidents and City/State emergencies such as natural disasters or events of war. The Bull Cruisers are basically heavily armored tanks built to stand up to medium velocity projectiles and are capable of punching through walls and barricades. The Bull&rsquo;s maximum speed is 130 MPH and has the same safety features as the Mark 1.<br /><br />The Mark 3 Swift Patrol boat<br /><br />&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;The Mark 3 Patrol boat used by the Sea Knight Coast Guard and Police Water Patrol Service (It&rsquo;s the standard US Navy Mark VI HSPC currently in use) The boat is 90 feet long by 20 feet wide and is powered by two Lycantus Turbo Fan jet engines which output to four exhaust ports. The maximum speed of the Mark 3 is 100 knots with cruising speed at 30 knots. The boat supports a bow deck mounted M-60 machine gun as lethal armament with attached non-lethal weapons mounted together in triplicate on the gun uni-pedistal (aka the Lintle)<br /><br />The Mark 4 &ldquo;Little Bird&rdquo; chopper<br /><br />&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;The Little Birds (US Army MH-6 attack helicopters) are used by Zootopia&rsquo;s SWAT and Emergency Medical Response Corps to ferry officers to remote locations or atop roofs or to perform sudden overhead assaults as situations warrant their use. The Little Birds are flown by flying squirrels led by their head captain Rocket James Squirrel. The pilots can get their small helicopters into the most difficult places because of their size and they can transport mammals up to Polar Bears in size on their landing skids or suspended from cable lines below attached by quick release harnesses. The Little Birds can be armed with lethal guns up to two 50 caliber cannons and various non-lethal catch and secure weapons as the situation calls.<br /><br />ZPD Lethal weapons policy<br /><br />&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;It is the policy of the ZPD that all non-lethal means to control and apprehend a suspect shall be exhausted before lethal weapons are employed. When on patrol in their cruisers, all officers secure their lethal weapons in a cruiser equipped &ldquo;gun locker&rdquo; with an electronic lock that can only be opened by signals from the controlling precinct watch officer. There is a ten percent percent chance upon request to release lethal means that the gun locker will not unlock on the signal from headquarters. This annoyance is factored using a D10 percentile roll. If this should occur...any officer from a rhino up could then roll a d10 (Must roll above a 70) to see if they could bust the security lock and rip the door apart by their brute strength. Doing such a thing however could result in suspension from duty or being fired from the force.<br /><br /><br />GUN CONTROL&nbsp;&nbsp;AND WEAPONS LAWS IN ZOOTOPIA<br /><br />&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;Zootopia practices gun control similar to the Japanese gun control and legal system which is as strict as you can get in any Democratic society. To own a gun or hunting rifle in Zootopia. You must following the following steps and laws...<br /><br />1. Enroll in a fire arms familiarization and education class and pass the class with a 95 percent average.<br />2. Attend gun range training. Demonstrating proper firearm use, safety and maintenance practices.<br />3. submit to and undergo a psychological and competency evaluation and obtain a certified result from the examination showing you are mentally fit to own and possess a fire arm.<br />4. Undergo a police background check and give the police a map of your home showing the exact location where you will store your weapons. The police can request a home visit to talk to you and all your family members about proper safety and storage of firearms.<br /><br />&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; After you have completed the above steps, you will be allowed to purchase your weapon. Citizens of Zootopia are allowed to have one pistol and one rifle in their home so long as both are secured according to the law and all ammunition is maintained in a safe lockable storage seperate from the firearms. All ammunition purchases are tracked and all shell casings are printed with bar codes that can be tied to a specific lot, a specific box of a lot and the specific store where the lot of ammunition was stored before purchase.<br /><br />&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;Though Zootopia has a low gun crime rate, that does not mean there are no illegal guns on the streets. Despite even the best gun laws...criminals don&rsquo;t care about obeying them so they make their own guns and their own ammunition. The more organized crime syndicates like the Tundra Town crime families have their ways of securing weapons for their use. Then again, why would you need guns when you have Polar Bear Soldiers?<br /><br />&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;The above laws only apply to lethal weapons. Every Zootopian has the right to bear non-lethal weapons for their self protection and most crimes and crime deterrence actions throughout the city are done with non-lethal weapons or with body weapons such as fangs, teeth and claws. The most widely reported weapon offenses in Zootopia are fang bearing and bite assaults and most often it&rsquo;s wolves and tigers that are arrested for fang bearing (which is communicating a threat) and deep tissue damage biting.<br /><br />&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;Fangs and claws are counted as deadly weapons and the use of such in commission of a crime or as part of an assault can land a mammal in deep trouble, perhaps years in prison depending the results of an investigation. One law in Zootopia also accounts for maiming and death from bacterial infections or the spread of contagious diseases as the result of a claw scratch or bite. Spreading a disease by claw or bite when you know you have such a disease could land a mammal a premeditated assault, premeditated attempted murder or premeditated murder charge punishable by a long jail sentence. Yet for over 100 years, Zootopia has enjoyed a swift and peaceful rise to it&rsquo;s current level of society.<br /><br />&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; The species and races of Zootopia (speaking of the 2016 movie) were developed by Disney based upon the old 1980&#039;s furry RPG game &ldquo;Albedo&rdquo; developed by Craig Hilton and Paul Kidd. You can find the old game widely spread in PDF form on the internet. Albedo was an early pioneer furry-verse that started as a black and white comic book, the same as Usagi Jimbo the Samurai bunny. This RPG will use the Albedo species list as the population of Zootopia.<br /><br />&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; You will notice in the 2016 movie that there are no birds and no primates to be seen anywhere. Disney didn&rsquo;t really explain the reason why they left these species out of Zootopia so the RPG fills in that void. The Civil War prior to Zootopia&rsquo;s founding wiped out all the avians except for Sea Gulls Penguins and Asian Cranes. The Primates too were all wiped out except for three old and surviving primates who are professors and scientists at Zootopia University. The University head and dean of science is the great orangutan, Mandemus (Man-deem-us). Doctor Zira is a doctor of animal psychology and her husband Cornelius is a doctor of archaeology. Paw animals have a better time with their &ldquo;hand-ness&rdquo; than those with hooves who&rsquo;s hands will have only three digits when in &ldquo;AH&rdquo; form. Mammals like Hippos, Elephants and Rhino will have a full four fingered formed hand and formed feet to support their upright AH form.<br /><br />&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;The frame of a mammal can determine resistance to injury and wounding from both hand weapons and gun weapons. Obviously the results will be horrific if a bunny cop comes face to face with a mafia Polar bear soldier armed with a 45 pistol that befits his size. The poor rabbit might end up a pink mist ball. And if the bullet doesn&rsquo;t cut the rabbit in half? The Polar Bear will certainly finish the poor bunny off. Then again if a Polar Bear soldier runs into an angry army of rabbits looking to avenge the death of their kin and are running on Jihad mode.... the Polar Bear better guard his family nuts.<br /><br />&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; The ability to switch body styles helps situational agility greatly, espcially if you sent your German Shepherd K-9 after a weasel. Shepherds are known to bound seven foot tall fences and walls with ease just on their four legs alone but the added ability to suddenly crawl and move like a human means that the criminal will probably get taken down over 90 percent of the time in a hard pursuit. And what K-9 police officer would not want a dog who can pump and aim a shot gun as an immediate back up?<br /><br />&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;Fatigue factor will also play a role in situations as some mammals easily tire out from prolonged bursts of speed like cheetah, Lions and Tigers while others can have both boundless energy and high agility, especially if size helps them to escape into places larger mammals can&rsquo;t go like Rats, Shrew and Mice.<br /><br />Cross breeds and hybrids<br /><br />&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;In Albedo, cross breeding does occur within the species classes such as a female wolf with a German Shepherd creates a Timber Shepherd which is a very dangerous and unstable hybrid mammal. And in some rare cases, hybridity can occur between different species you normally think could never have children such as if Judy Hopps (a bunny) had sex with Nick Wilde (a fox) and they produced a hybrid child. In my own fan fiction &ldquo;First Salvo&rdquo; Nick and Judy have Jackson Wilde who is bunny trait dominant yet he has fur color, paws, feet and teeth with vulpine traits. If you wish to have a hybrid character in the RPG, you should roll a d10 percentile die for strong and sub species traits and a d10 percentile die for mental stability. The higher the d10 role, the greater the stability.<br /><br />&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; Hybrid mammals can suffer terrible abuse, bullying and ostracism all their lives from within their parent&rsquo;s own species. Jackson Wilde for instance was never accepted by his great grandfather on the Hopps side of the family, the old rabbit went to his grave hoping the &ldquo;deformed little vulpine bastard of my slut grand-daughter&rdquo; would die a cruel death. Jackson&rsquo;s best friend is Yuki Bond, a Timber-Shepherd who was the big school yard bully until Jackson won him over with strawberries and whipped cream telling him...&rdquo;Us hybrids need each other and you need someone to hug you.&rdquo;<br /><br />Speciesism aka racism in Zootopia<br /><br />&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; As the movie Zootopia showed, racism or Specisism or what Doctor Mandemus of Zootopia U would call...&rdquo;Species Superiority Complexia&rdquo; does exist in the Zootopia verse. Larger Mammals do often belittle their smaller counter parts. Some mammals hate mammals within their own species such as wolves and dogs.<br /><br />&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; You NEVER call a wolf a &ldquo;dog&rdquo;, you call a wolf &ldquo;a dog&rdquo; and the &ldquo;bites on&rdquo;! The worst things anyone could call a wolf is a &ldquo;dish licker&rdquo; &ldquo;Hydrant sniffer&rdquo; or &ldquo;cookie muncher&rdquo; an angry wolf will snap, bite or maul for even the slightest hint that they are related to those &ldquo;water bowl slurping bastards.&rdquo;<br /><br />&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;Foxes suffer wide discrimination, especially among the preditorial races, and have so since the old Lupinian Roman Empire. Many predators consider foxes &ldquo;non-preds&rdquo; while many mammals accept the long held view that foxes are shifty, back-door dealing, scheming little &ldquo;puffy rat tailed&quot; bastards. Bunny&rsquo;s can hate them openly as many of the Hopps family hated Nick when they first found out her got Judy pregnant.<br /><br />&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; Reindeer are notoriously self conscious of their appearance and species purity. Any reindeer with a defect is brutally bullied such as Rudolph was for his red nose. Reindeer caught having dates with say other deer or antelope are often followed by other reindeer and get brutally beaten. In a famous case of homicide, a young teenage reindeer was found hanging from a street lamp in Tundra town with a sign around his neck saying...&rdquo;Don&rsquo;t mate with a white tailed bitch!&rdquo;<br /><br />&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;Bunnies can be species-ist within their own species. Bunnies from the highlands of Aden in Deer brook look upon Bunnies living in the city as &ldquo;pampered cotton tail&rsquo;d followers of wickedness&rdquo; and multi-colored rabbits as &ldquo;Sons of a hundred whores&rdquo;. Bunnies are notoriously anti-gay and will beat any rabbit caught being a homosexual to near death...especially if that rabbit is &ldquo;hole&rsquo;ing up&rdquo; with a bastard like a dog or wolf. <br /><br />&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;Sheep will often bully small sheep such as the case of Dawn Bellweather since she was a very small Ewe. Her size of course made her a target of anyone larger like Mayor Leo Lionheart. Mice from Little Rodentia will often get into fights with the arctic shrews from Tundra Town.<br /><br />&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;In character development, a player should roll a d10 percentile dice against a list of five species both within his own chosen species and without for a racism level. The higher the roll, the greater the level of racist thought and behavior which may impact a characters performance and interaction during the game.<br /><br />THE GOVERNMENT STRUCTURE OF ZOOTOPIA<br /><br />&nbsp;&nbsp;&nbsp;&nbsp; Since Zootopia is a city/state, The Mayor of Zootopia assumes the role of President and Commander in Chief of the society and its armed forces. Zootopia has a Navy and a Fleet Marine Force designed for defensive and deterrent roles only unless an official declaration of war is voted on by the city counsel. The Mayor is a two term office with elections every four years.<br /><br />&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;The representation body of Zootopia is the City Counsel which consists of two representatives from every district and bureau in the city/state. These offices can be held as long as the occupant is re-elected. Elections for City Counsel run every two years.<br /><br />&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; The leader and organizers of the city Counsel are the seven committee tribunes who are selected by majority votes within the City Counsel and serve a 12 month term at a time. The seven tribunes finalize the drafting of new laws and regulations and form both exploratory and investigative committees as society affecting issues arise.<br /><br />&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;Zootopia&rsquo;s supreme court is a seven member judge-ship with a chief justice who holds their position for life and the other six elected every six years. The supreme judgeship is a two term office. Each district and Burrough of Zootopia has it&rsquo;s own local judgeship and mayor to handle localized issues.<br /><br />ZOOTOPIA AND CRIME<br /><br />&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; &ldquo;Where there is great good. Evil and error are also great. Even where there is great government...Evil and error also is great. But the worst evil and error of all is where there is no government to restrain the level of evil nor control the level of error.&rdquo;<br /><br />Ponxius Pilote from the book &ldquo;Ben Hur&rdquo;<br /><br />&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; Zootopia is no different than any typical American city as Disney&rsquo;s movie shows. Crime will always be a part of the nature of organized societies. The seven deadly sins will never be wiped out, we will always have greed, avarice, affluence, lust and the quest for wealth and power by the shortest and often the most ruthless means devisable. So to counter the criminal, there must be law enforcement.<br /><br />&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; Zootopia has all the typical problems....theft, extortion, corruption, murder, rape, robbery, scams, larceny, drugs, rackets and money laundering. Criminals have multiple motivations, multiple means and multiple capabilities just as law enforcement has ever changing means and capabilities to try and stay one step of the criminal elements or individuals.<br /><br />&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; Zootopia has punks, soldiers, thugs, con-artists, gangsters, street hustlers, drug pushers, pimps, johns, prostitutes, sex slaves and full on mafia families with towering Polar bear soldiers who will kill on command and without question in targeted hits or full on wars against and among families. The highs and lows of crime in Zootopia are open for the Ring Master to produce, all I can do here is offer a few concepts.<br /><br />The Tunny Five of tundra town<br />The Godfather in fur<br /><br />&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; In the movie, Judy Hopps and Nick Wilde come face to face with a furry Marlin Brando named &ldquo;Mister Big&rdquo; and his army of Polar Bears with one enormous bruin who was originally a Russian Gangster Bear named Koslav when Zootopia was in the concept stage. For this RPG, I ditched the Russian Bear because you can&rsquo;t have Russian mobsters mixed up with Italian Arctic Shrews. Mister Big&rsquo;s real name is Vincenso (Vin-chen-zoe) Lanzoni and the big polar bear is &ldquo;Tall Pauley&rdquo; Costalano...his sub boss, his lead Capogeme (captain) and his consigliare (counselor) in the Lanzoni crime family. We know two of the other Polar Bears in the Lanzoni family from the movie...Kevin &ldquo;The Bull&rdquo; Aldino and Raymond &ldquo;Salmon whacker&rdquo; Kyphano who are both soldier bears in the organization.<br /><br />&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; The Lanzoni&rsquo;s are at the head of the five Arctic shrew families that run organized crime in Tundra Town. All the families have Polar Bears as their Capgeme and soldiers and all the families are just as opportunity seeking and greedy for turf and racket space as the American mafia are. The five families are run and steeped in Italian Mafia custom, social graces and traditions. To maintain peace and settle disputes in order to prevent a mafia war, the families meet in a &ldquo;Commission&rdquo; at regular intervals. Alliances are often made by marrying children off between the different families such as when Fu Fu, Mister Big&rsquo;s daughter, married a son from the Polanchio crime family of East Tundra Town.<br /><br />&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; As with the older generation of the American Mafia like Bugs Siegel and Al Capone, there is honor and decorum among the old bosses of the five families. There are rackets and vices which will not be done in certain places or with certain Mammals like under-age prostitution, selling drugs to cubs and kittens, extorting widows and single parent mammals or taking advantage of impoverished mammals in number rackets. Lanzoni never charges exorbitant interest with loans, treats mammals with great respect and seeks favors and services as repayments over brute force politics.<br /><br />&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; Vincenzo Lanzoni is extremely patriotic for Zootopia and though he owns the largest military ship building facility in Tundra Town he refuses to cheep or defraud the government or involve Sailors and Marines as business partners or racket targets. He supports the Mammal Serviceman&rsquo;s Organization &ldquo;The MSO&rdquo; generously and regularly holds functions for service-mammals and their families at his estate. As Judy Hopps is the Godmother of his most beloved grand daughter Judy Lanzoni, so too is the old Don the Godfather of Judy and Nick&rsquo;s son Jackson...whom the Don teaches social etiquette and business graces too as Jackson grows up. Unfortunately....Sonny Lanzoni, Vincenzo&rsquo;s son, could give a damn less about the traditions as does the rest of his generation. gaining money and power is becoming all consuming along with having soul control over the very lucrative and more prosperous drug trade...screw traditions. Sonny may become a recipe for family disaster in the future if he becomes Don.<br /><br />The Celtic faction<br />Irish gang style warfare in Savanna Central<br /><br />&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;Savanna Central is the base of operations for the five family&rsquo;s most dangerous rival. The Honey Badger known as James Whitey Badger or &ldquo;Whitey&rdquo; as he&rsquo;s best known. Badger is absolutely ruthless and like any pissed off male Honey Badger? He doesn&rsquo;t give a fluck. He would sell his brothers and sisters into prostitution while still in diapers, He&rsquo;d whack a school bus if it got in the way of a whacking, He&rsquo;ll sell horse steroids to lion cubs, rape widowed white tail females and slice their throats and kill ZPD officers all in the name of obtaining power, power, power. He has rackets spread all between Savanna Central and Sahara Square. Hits on the five families are a common happening as are the retaliation on his organization. He has cool killers like &ldquo;Machine Gun&rdquo; Yak McGernn, &ldquo;Pretty Boy&rdquo; Ferret, &ldquo;Baby Face&rdquo; Buffalo or gangs of young punk thugs like the &ldquo;88 Ivory Keys&rdquo; of Little Rodentia and &ldquo;The Rock&rsquo;m sock&rsquo;ms&rdquo; Motor bike weasel gang of downtown Zootopia. The five families almost had Badger cold during the Saint Vulpine&rsquo;s Day Massacre when 13 of his henchmen were gunned down against a garage wall....but Badger didn&rsquo;t &ldquo;care enough&rdquo; to attend the meeting.<br /><br />POM POKO<br />The Tanukuza of Rain Forest<br /><br />&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;The Tanukuza (Tan-oo-koo-za) are a criminal crime faction consisting of Japanese Racoon Dogs or &ldquo;Tanuki&rdquo; who are larger yet less hostile than your typical American racoon. The Tanuki are a little dangerous because they can shape shift into any mammal as their mystical limits allow but typically they take on the forms of small cats or foxes. The Tanukuza once tried to finger Officer Nick Wilde for cub rape which in Zootopia is a death penalty conviction but Nick&rsquo;s long time friend Yax from the Mystic Gardens cracked the plot due to his excellent observation skills and wonderful hearing..probably because he&rsquo;s always &ldquo;stoned&rdquo; in one form or another.<br /><br />&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; The Tanukuza operate three large syndicates or Factions throughout Zootopia, the Tokugawa Faction in Rain Forest, The Toyotome Faction in Savanna Central and the Asano Faction in Sahara Square. The Tanukuza make their money with Pachinko games and drugs, their drug couriers are often young teenage mammals riding in gangs of motorcycle hooligans called Bozos who ride crotch rockets, block traffic and do petty street theft and the occasional strong tail robbery. Judy Hopps came up with a little remedy called &ldquo;Franny&rdquo; her fellow female elephant officer. You ever seen a big bull elephant rip a punk ferret off a speeding motor bike in the middle of a busy street? It&rsquo;s hilarious....for everyone but the punk biker.<br /><br />Your common every day street hustler<br /><br />&nbsp;&nbsp;&nbsp;&nbsp; Before he became a police officer and Judy Hopps&rsquo;s husband, Nick Wilde was a street wise simplistic every day hustler pulling scams all over Zootopia,<br />&nbsp;like his favorite in the movie, with his partner and long time close friend Fennick the fox aka &ldquo;Fen Fen&rdquo;. Nick knows all the scams which made him a good vice cop and later a district court judge in the juvenile crimes division.<br /><br />&nbsp;&nbsp;&nbsp;&nbsp; One little gang of scammers called themselves &ldquo;Poop n scoop&rdquo;. Kimba, a white lion cub had teamed up with two brothers (The Mauldi&rsquo;s) to get people to buy their car cleaning services after a few &ldquo;accidents&rdquo; were &ldquo;laid&rdquo; in their unattended vehicles. The little gang would charge exorbitant amounts to clean up....their own &ldquo;accidents&rdquo; then launder their extra gains to avoid taxes. Nick and Judy brought an end to their acts.<br /><br />&nbsp;&nbsp;&nbsp;&nbsp; Another gang of scammers was called &ldquo;The bouncer brigade&rdquo; and they worked with greedy lawyers to fake injury accidents. Little did they know that one of their targets was Don Lanzoni and the Don didn&rsquo;t like being scammed so he gave the brigade a little &ldquo;ice party&rdquo; at his estate...complete with the ice sculpture centerpiece of some of the dirty dead lawyers. The brigade wisely chose to go out of business.<br /><br />&nbsp;&nbsp;&nbsp;&nbsp; Duke Weaselton from the movie is your every day average little hustler and opportunity thief who sometimes allows the money to roll over his brain and his britches to get too big. Judy Hopps catches him constantly but you know those weasels? They always find a way to get back onto the street in no time flat to resume their scams.<br /><br />&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;The resources and materials available to the &ldquo;Ring Master&rdquo; are endless, you can use real crimes or fictional crimes you can watch Perry Mason, Adam 12, Hill Street Blues, Miami Vice or documentary programs to generate your ideas about everyday crimes and criminals in the Zootopia-verse. The level of evil and criminalism is up to you.<br /><br />&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;Now that was the basic ideas of Zootopia laid out. It&rsquo;s time to go into the meat and potatoes serving of this Zootopia RPG game.<br /><br />CLOPS AND FLOPPERS CHARACTER&nbsp;&nbsp;GENERATION<br /><br />&nbsp;&nbsp;&nbsp;&nbsp; Players can take on three main types of characters in the Zootopia law/crime verse...<br /><br />1. A member of the Zootopia Police Department.<br /><br />2. An independent gumshoe detective.<br /><br />3. A criminal of any level up to a soldier in a mafia family. Soldiers have to work their way up to the Don of Dons or &ldquo;Capo de Capo&rdquo;. Polar Bears can not become Don&rsquo;s in the Shrew five families of Tundra Town but they can request their Don to allow them to become sub-families within the main family.<br /><br />Welcome to the ZPD<br /><br />The Academy<br /><br />&ldquo;Go home bunny bumpkin. Those streets will cook you alive and serve you up as a side dish. What crazy idea popped into your little head that you could ever become a police officer?girl!&rdquo;<br /><br />Police Trainer Maxi Bruin to Judy Hopps<br /><br />&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;The movie makes a good point. The ZPD by tradition is predator and large mammal stacked. A bunny? Seriously? Yet Judy Hopps proved a rabbit could be just as much an asset to the force as any mammal. Though she falters early on, Judy Hopps turned to her best assets, her intelligence and her stubborn determination not to quit. Never tell Judy she can&rsquo;t do anything because as her father will say...&rdquo;Now you done it.&rdquo; and you&rsquo;ll regret your words.<br /><br />&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; There is a place for every mammal in the ZPD, they all have faults and positive traits that make them not eligible in one assignment but awesome in another. Benjamin Clawhauser may be out of shape for a street beat, he got that way because of hip displacia during a suspect pursuit, but he&rsquo;s great as the first cop anyone meets when they come through the doors of First Prinky.<br /><br />&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; It&rsquo;s up to the Ring Master to fit the player&rsquo;s Character into ZPD operations and the player might not start out where their dream job is but like Judy Hopps did in the movie, they must use their assets, advantages and talents to end run the blitz and score a personal touchdown. Every cop starts at the same place....the Police Academy.<br /><br />&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; Brawn isn&rsquo;t everything. You can have a seriously solid lion enter the academy being the baddest MMA bantom weight champ in high school and he just washes out in academics. At the same time, a bunny could be smart as a whip but those miserable scores at the shooting range sent him back to the carrot patch in podunk. Before you can start &ldquo;fleshing&rdquo; out your character as a member of the ZPD, he or she has to get through the academy and collect the base points that are used to build skill levels and other character traits needed in the RPG. Everyone has to score on the &ldquo;base requirements&rdquo; or they go home. <br /><br />THE BASIC REQUIREMENTS OF THE ZPD<br /><br />The ZPD basic requirements for peace officer rating (aka Patrol-mammal) are....<br /><br />1. Downtown observes all four seasons. 1d10<br /><br />WATER TRAINING: 1d10<br /><br />Total final adaptability score is 7 rolls 1d10 / 7<br /><br />Species/residency modifier: Some species will get a benefit if they were born and lived all their lives in the districts or environments mentioned during the adaptability training phase. For instance.....<br /><br />Otters, Hippos, Seals, Beavers get an instant 100 percent in water training after all....Otters and Seals are practically birthed to swim from second one and they spend a majority of their growing life wet.<br /><br />Camels and other dromidian equines who come from Sahara Square get an instant 100 percent in the Sahara environmental training phase.<br /><br />Polar Bears get a 100 percent in both water and Tundra Town environmental training phases.<br /><br />Wolves have a very flexible adaptability across diverse environments like snow, forest, highlands, meadows and water. They do well in mild and cold environments but tire easily in hot and high humid environments. Some (EAT) They might pick up a bonus, others they might actually have loss points.<br /><br />It is the responsibility of the Ring Master to determine the advantage / disadvantage points for each player based upon the species they chose. Here&rsquo;s two good examples...<br /><br />&nbsp;&nbsp;&nbsp;&nbsp;&ldquo;A player chooses to be a Korean Tiger from the Rain Forest district. The character would get an instant 100 percent in the Rain Forest (EAT) and a 50 percent plus modifier for the Tundra Town (EAT) because Korean Tigers adapt quickly to the brutally cold winters on the Korean Peninsula. The player would also get a 25 plus modifier in the water&nbsp;&nbsp;(EAT) because yes....Tigers are good swimmers.&rdquo;<br /><br />&nbsp;&nbsp;&nbsp;&nbsp;&ldquo;A player chooses to be a Honey Badger from Savanna Central. The player gets 100 automatically for the Savanna Central (EAT) and a 50 plus modifier for the Sahara Square (EAT) because the climates are reasonably close. However...Honey badgers suck at swimming and get a 50 negative on the water (EAT). They hate cold and snow and get a 100 negative on the Tundra Town (EAT) because Honey Badgers are exclusive to Africa and African climate ranges. Now if the badger was a Wolverine? He&rsquo;d have 100 in the Tundra Town (EAT)<br /><br />So let&rsquo;s do an EAT example for say....Nick Wilde (English Fox) who went through the academy and I am the Ring Master....<br /><br />&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; English foxes have a good adaptability in placid and semi-placid environments similar to the English isle. Nick was born and lived the majority of his life in Downtown Zootopia so off the bat he get&rsquo;s a 100 for the Tri-Burough / Downtown EAT. He&rsquo;s done a majority of his hustles with Fennick &ldquo;Fen Fen&rdquo; Fox in Tundra Town making their &ldquo;Pawcycles&rdquo; so as Ring Master I say Nick gets a 100 for the Tundra Town EAT. So far Nick scores as follows....<br /><br />TUNDRA TOWN: 100<br /><br />SAVANNA CENTRAL: <br /><br />SAHARA SQUARE: <br /><br />RAIN FOREST: <br /><br />THE MEADOWS: <br /><br />THE TRI-BUROUGHS and DOWNTOWN: 100<br /><br />WATER TRAINING: <br /><br />Unfortunately for foxes....they&rsquo;re not proficient swimmers and they are stubborn to train so poor Nick gets a 50 percent negative on his percentage role. Nick roles an 80 on a 1d10 and has a final water score of 30.<br /><br />TUNDRA TOWN: 100<br /><br />SAVANNA CENTRAL: <br /><br />SAHARA SQUARE: <br /><br />RAIN FOREST: <br /><br />THE MEADOWS: <br /><br />THE TRI-BUROUGHS and DOWNTOWN: 100<br /><br />WATER TRAINING: 30<br /><br />Now for the rest of the EAT training, if we follow the fox traits and the movie, we know that Nick would be at home in the meadows so he gets a 100 for that EAT. He&rsquo;s done scams in Sahara and Savanna so he gets a 25 plus modifier for those EAT. Nick rolls a 70 for Savanna and a 30 for Sahara so for Savanna EAT Nick has a 95 and for Sahara EAT he has a 55. Nick might also be at home in the rain forest but the high physicality demanded by the location would be some hamper on him so he just rolls a flat 1d10 and scores an 80 on that EAT<br /><br />TUNDRA TOWN: 100<br /><br />SAVANNA CENTRAL: 95<br /><br />SAHARA SQUARE: 55<br /><br />RAIN FOREST: 80<br /><br />THE MEADOWS: 100<br /><br />THE TRI-BUROUGHS and DOWNTOWN: 100<br /><br />WATER TRAINING: 30<br /><br />&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;So now we add up all of Nick&rsquo;s scores and divide by 7 to get the final total EAT academy score of 80.<br /><br />What about Combatives? Are there modifiers and negatives based on Mammal size and power?<br /><br />As the Ring Master...you must decide when to add or detract for a chosen species in the combatives section of the academy. This is difficult to do because Judy Hopps only took on larger mammals in the film and she had to adapt herself and her talents to take down larger mammals. To best simulate this for a player&rsquo;s character....here&rsquo;s what we do....<br /><br />We know that you have to have four final scores for each of the four quarters covering the combatives basic. What you must do is roll the following and get the average from the three levels to obtain a final score for one quarter of the four required quarters in combatives...<br /><br />Character to lesser Mammal: 1d10<br /><br />Character to equal Mammal: 1d10<br /><br />Character to greater Mammal:1d10<br /><br />Take the scores, divide by three and you have the total score for one quarter. Repeat this three more times then add up the quarters and divide by 4.<br /><br />For example.....<br /><br />Nick Wilde goes through the combatives basic with the following scores....<br /><br />Quarter 1:<br />lesser: 100<br />equal: 70<br />greater: 40<br />final: 70<br /><br />Quarter 2:<br />lesser: 60<br />equal: 80<br />greater: 60<br />final: 67<br /><br />Quarter 3:<br />lesser: 100<br />equal: 70<br />greater: 40<br />final: 70<br /><br />Quarter 4:<br />lesser: 100<br />equal: 70<br />greater: 40<br />final: 70<br /><br />Now we add up all the quarterly scores and divide by 4 and Nick&rsquo;s final score in the Combative basic is 69. Since the score is very close to passing, the Ring Master can decide to pass Nick along where he can receive additional training when he arrives at his future precinct. Had Nick done abysmally however, it doesn&rsquo;t mean he&rsquo;d wash out of the academy. It just means he may not be assigned to street patrols or much else as an officer until he can raise his combatives score by the same training process he went through in the academy.<br /><br />Welcome to the academy shawn<br /><br />&nbsp;&nbsp;&nbsp;&nbsp; Shawn Mighty Quinn the Polar Bear arrives at the Police Academy as a new recruit and right off the bat Maxi Bruin just has to do the Polar Bear thing and pick a scruff match with this &ldquo;new meat&rdquo; from Tundra Town. &ldquo;Show me what you got teddy? Don&rsquo;t make us Polar Bears look like pussy cats!&rdquo;<br /><br />&nbsp;&nbsp;&nbsp;&nbsp;Shawn salutes &ldquo;An icey death before dishonor Mam!&rdquo; Thus shown enters training. Let&rsquo;s run Shawn through the ringer shall we? Or as Ring Master? I will with my whip and chair.<br /><br />&nbsp;&nbsp;&nbsp;&nbsp; In the Academics. Shawn has to do four quarters and obtain a master grade of 70 4 1d10 rolls \\ 4. He scores 80, 70, 30, 60 final grade of 60. As Ring Master I order Shawn to do remedial training and roll a 1d10 to add to his first score. he rolls a 20. Shawn&rsquo;s final Academic score is 80 percent.<br /><br />&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;In weapons familiarization and training, Shawn must roll Weapons familiarization 1d10 range and combat range 2 rolls 1d10 / 2 add all three roles and divide by 3. His negatives in the remaining EATs are 20. Keep in mind that based on the species selected for the character, some of the base traits are going to be abundantly stronger in some areas and weak in others. A polar bear is without doubt physically dangerous taking his bulk, teeth and claws into account. His hitting power alone could probably break the bones of a fox with just a foot stomp and a poor mouse would be dead in a paw squeeze. However, Polar bears don&rsquo;t move like lightening but they are persistent in a chase. Shawn isn&rsquo;t ugly but that won&rsquo;t affect his ability to influence a suspect to spill his beens during a murder investigation nor stop him from swimming down an otter who&rsquo;s trying to out swim him in the ocean off Savnna Central after sed otter got busted transferring high grade Cat Nip from a fishing boat to a skiff.<br /><br />WELCOME TO FORT ICE DEUCE SEAN<br /><br />&nbsp;&nbsp;&nbsp;&nbsp;Shawn receives his posting assignment from the Ring Master...&rdquo;Officer Quinn? You have been assigned to home with fort Ice Deuce, Precinct Two in Tundra Town. Now the player can say....&rdquo;I would like to request assignment to say....Rain Forest district because I love to swim, there&rsquo;s lots of water around there, the forest is good for my Zen and I have a lover my parents need not know about.
