  "writing": "History of Kapernia (Law and Government)\n\nIntroduction...\n\nBack on Cylia, laws were largely based on one very simple premise...one that is also part of human culture, and that is known as \"The Golden Rule\".  These same beliefs were carried over when Cylians came to Kapernia and are still being used today by modern Kapernians.  Therefore, many of the laws created make perfect sense, since they're based on the principle of \"don't do anything to others that you wouldn't want to happen to yourself\".  As for the creation of new laws and the overall governance of Kapernian provinces, territories, and colonies, those are more variable in nature.\n\nFor this discussion, we'll mostly focus on the major alliances and unions on Kapernia, as well as briefly discussing tribal communities.  We'll also cover some of the more \"controversial\" laws from Earth and see the Kapernian take on them.\n\n***DISCLAIMER: Before we proceed any further with this episode, I would like to mention to everyone that this is a work of FICTION!  Some of the things I bring up here are inspired from my own personal feelings and beliefs.  If you don't agree with something I have to say here, fine...just don't be a total asshole about it towards me.  So, in other words...MY UNIVERSE, MY RULES!***\n\nAnyway, let's begin...\n\nIn addition to several independent islands and colonies that have (and have not) been mentioned in previous maps, there are several major alliances and unions on Kapernia.  These alliances are (in no particular order)...The United Island Colonies (UIC), The Southern Island Colonies (SIC), The Kapernian Mainland Alliance (KMA), The Equatorlands Alliance (EQ), The Kingdom of the Northern Territories, The United Territories of Lower Kapernia (ULK), and the Southern Alliance (SA).  Most of these unions and alliances operate under Democracies, but there are a couple of exceptions.  I will go over how each governmental body functions now.\n\nUnited Island Colonies\nGovernment Type: Democracy\nChief Executive: President (elected every 4 years and has a maximum of 2 terms in office)\nLegislative Body: Consists of two houses of legislature (the upper house and the lower house).  Functions similarly to how the House of Representatives and the Senate would behave in the U.S.\nLegislative Elections: Occur every 2 years (lower house), every 4 years (upper house).  Legislators in both houses can serve a maximum of 20 years in office before they have to retire.\nJudicial Body: Supreme Court (consisting of 15 justices that are appointed by the President and then voted upon by the public in special elections.  Until confirmation occurs, a representative of the Kapernian Elite Guard will serve as a temporary justice.  If after one calendar year a new justice has not been approved by the voters, the Elite Guard representative will automatically become a full-fledged justice.  More on the functions of the Kapernian Elite Guard later.) The \"House of Law\" is comparable to the House of Representatives in the U.S., while the \"House of Order\" is like the U.S. Senate.\nLegislative Elections: Occur every 4 years (both houses), There are no term limits for legislators in the \"House of Law\", There are term limits for those in the \"House of Order\" (these legislators can serve a maximum of 3 terms).\nJudicial Body: \"The Grand Tribunal\" (consists of 1 \"Supreme Judge\" and 18 associate judges...one representing each province in the KMA).  Associate judges are elected by the voters and a Supreme Judge is selected amongst the associate judges by the Prime Minister.  Associate judges have no set term limits, but Supreme Judges can only serve while the Prime Minister that appointed them is in office.  Supreme Judges are subject to confirmation by the \"House of Order\" where a 2/3 majority is needed.  Once again, until a new supreme judge is appointed, a representative from the Kapernian Elite Guard fills the role.\nPartners: United Island Colonies, Southern Island Colonies, Kingdom of the Northern Territories\nEnemies: The Southern Alliance, The United Territories of Lower Kapernia (indirectly).\n\nThe Equatorlands Alliance\nGovernment Type: Democracy\nChief Executive: Prime Minister (elected every 4 years and has a maximum of 4 terms in office)\nLegislative Body: Consists of one house of legislature, known as \"The House of the People\"\nLegislative Elections: Occurs every 4 years, there are no term limits for legislators.\nJudicial Body: Supreme Court (consists of 9 justices that are appointed by the sitting Prime Minister and remain there as long as the Prime Minister is in office.  Justices must be confirmed by legislators, requiring a 60% majority to be confirmed.  Kapernian Elite Guard representatives fill in any vacancies until they are filled).\nPartners: Southern Island Colonies, The United Territories of Lower Kapernia\n\nKingdom of the Northern Territories\nGovernment Type: Monarchy/Democracy (Consists of the royal family plus \"The Royal House\")\nChief Executive: Queen Anastasia\nLegislative Body: Consists of one house of legislature, known as \"The Royal House\"\nLegislative Elections: Occurs every 4 years, there are no term limits for legislators.\nJudicial Body: \"Court of the Kingdom\" (consists of 9 judges who are chosen by the ruling monarch.  The \"Royal House\" must confirm each nomination with a minimum of a 2/3 majority needed.  Judges have no set term limits, but may be asked to retire if they become too old or incapable of carrying out their duties)\nPartners: Kapernian Mainland Alliance, Rat Islands (independent island chain north of the UIC territories)\n\nThe United Territories of Lower Kapernia\nGovernment Type: Democracy\nChief Executive: Prime Minister (elected every 6 years and has a maximum of 2 terms in office)\nLegislative Body: Consists of two houses of legislature (the upper house and the lower house).  Functions similarly to the legislative bodies in the UIC and SIC territories.\nLegislative Elections: Occurs every 4 years, there are no term limits for legislators.\nJudicial Body: Supreme Court (consists of 1 supreme justice and 10 associate justices that are appointed by the sitting Prime Minister and have no set term limits.  Each associate justice must be confirmed by the upper house, with a 60% majority needed.)\nPartners: The Equatorlands Alliance, The Southern Alliance (albeit somewhat reluctantly)\n\nThe Southern Alliance\nGovernment Type: Military Dictatorship\nChief Officer: High Commander Constantine\nLegislative Body: None\nLegislative Elections: None\nJudicial Body: \"Court of Order\" (consists of 3 judges chosen by their dictator to impose strict penalties on anyone caught defecting to the KMA or other more peaceful Kapernian territories, as well as to severely restrict basic freedoms that are common throughout the rest of Kapernia.  In other words, this 'government' is similar to that of North Korea.)\nPartners: The United Territories of Lower Kapernia (If it weren't for the fact that the Southern Alliance controls all the fuel supply going into their territories, the ULK wouldn't want anything to do with these guys).\nEnemies: Kapernian Mainland Alliance, Kapernian Elite Guard, United Island Colonies (indirectly).\n\nKapernian Elite Guard\nGovernment Type: Not Applicable (Considered to be a global military unit/judicial branch)\nChief Officer: Supreme Commander Michael A. Mason, Sr. (controls all military and peacekeeping branches).  The sitting Supreme Commander must maintain at least a 50% job approval rating at all times.  If they fall below 50% for at least 30 (consecutive or non-consecutive) days, they are replaced by another four-star general (usually the First Officer).  As of the writing of this document, the current supreme commander has an approval rating of over 99%.\nFirst Officer: General Michelle Mason (controls the Medical corps and assists her twin brother)\nFounded By: The Kapernian Global Council (Equivalent to the U.N.)\nPrimary Functions: Keeping the peace (both locally and abroad), defending Kapernia from any outside threats that may materialize, serving as temporary supreme court justices in several territories (if needed), serving as judges or lawyers in some local cases, assisting in rebuilding after major disasters.\nBranches: Kapernian Mobile Infantry (Army), Kapernian Air Brigade (Air Force), Kapernian Naval Squadron (Navy), Kapernian Marine Corps, Kapernian Medical Corps, Kapernian Engineering Corps. (assists with rebuilding after major disasters, etc.), Kapernian Interstellar Defense (if you've seen Star Wars or Star Trek, it's something like that), Kapernian Judicial Corps.\nElite Guard Code of Honor: Serve The Public Trust, Protect The Innocent, Uphold The Law.\nPartners: All peaceful territories in Kapernia, All peaceful territories on Earth, All peaceful territories on Aquaticus and Articqua, and several other minor planets.\nEnemies: Any place that is full of hostility and/or injustice.\n\nThese are all the major governmental bodies in Kapernia, along with the Elite Guard that oversees the peace planet-wide.  Most of the territories in Kapernia are peaceful, but there are some exceptions.  Generally, the planet has been \"at peace\" since the mid-1990's following the Rat Islands War (more on this when we talk about \"The Legend of the Alpha Golden Fox\").  In addition to larger governmental bodies, there are a few places that have tribal 'governments' and special governmental bodies unique for their location.  We'll discuss a few of these now.\n\nWolf Tribes\nPredominately Located in: The main islands of the UIC territories, Mainland Kapernia, The Kingdom of the Northern Territories.\nGovernmental Type: Patriarchy (run by the \"Alpha Couple\")\nDescription: Wolf tribes tend to live in wooded areas and function much in the same way that their four-legged ancestors would.  They primarily live off the land, hunting non-anthro deer and elk, with some societies being primitive and others being semi-modern.  Unlike their non-anthro counterparts, most alpha couples will allow subordinate members to find mates and breed, though there are exceptions.  Offspring of the alpha couple typically leaves their birth pack upon turning 18, with the males going out to establish packs of their own with the females free to either seek out an alpha male or to join modern Kapernian society.  Wolf tribes are subject to the same set of laws and regulations that have been established by their local government.\n\nDeer/Elk Tribes\nPredominately Located in: The main islands of the UIC territories, Mainland Kapernia, The Kingdom of the Northern Territories.\nGovernmental Type: Matriarchy (some tribes elect a matriarch, others appoint one).  All deer or elk tribes consist of females and their offspring.  Males are generally nomadic (except during rutting season).\nDescription: Deer and Elk tribes tend to live in wooded areas and function much in the same way that their four-legged ancestors would.  They primarily live off the land, foraging for berries, greens, and other edible plant-life.  Almost all tribes of this type are primitive (with only a few modern essentials to make day-to-day living easier).  During autumn, females of breeding age will often be impregnated by nomadic males that wander into their tribal territory (more on this will be discussed when we get to Sex and Reproduction, as well as Kapernian Customs and Culture).  Females will usually remain with their birth tribe for life while males will leave their tribe upon sexual maturity.  Deer and Elk tribes are subject to the same set of regulations that have been established by their local government.\n\nMeerkat Colonies\nPredominately Located in: Flat Island (Southern Island Colonies), The Equatorlands\nGovernmental Type: Matriarchy (all decisions are made by the colony matriarch, while her mate merely serves as her breeding partner)\nDescription: Meerkat colonies typically consist of one alpha female, her stud male, their offspring, and the sisters of the matriarch.  Only the matriarch can breed with the stud male, although the stud male is usually allowed to have sex with any adult female in the colony (as long as they do not become pregnant as a result).  Most meerkat males leave the colony upon becoming legal adults, though a few will stay behind to continue serving their mother.  Once a new stud male and matriarch takes over for the outgoing pair, the older generation leaves the colony, letting the younger generation take over (more of this will be explained in the \"Serving The Family\" mini-series).  Meerkat colonies have their own governmental regulations (within colony limits), but are subject to their local government's policies when outside the bounds of their colony.\n\nFamilia, Mason Island\nLocated in: Northeastern Odessa County in Northeastern Mason Island\nGovernmental Type: Raposian-style Patriarchy (consists of a mayor, a deputy mayor, and a town council.  The mayor of the town will always be the descendant of the previous mayor).\nCurrent Mayor: Chad E. Kobylenski\nDeputy Mayor: Charlene Kobylenski\nDescription: Familia is a town of about 5,000 residents in Northeastern Mason Island, founded by the Kobylenski twins who had a desire to build a place where couples like them could live in happiness and harmony without being judged.  Originally, the town was known as Twin Lakes, but the old town ran into significant financial problems and was in danger of collapsing.  However, the Kobylenski twins (with the help of the Mason twins) rescued the town and rebuilt it as a haven for consenting incestuous couples to live their lives the way they wanted to (more on this in a little bit).  The rules and regulations for Familia are largely inspired by Raposian law (which is largely the same as UIC law, with a few minor differences...more on this in a minute as well).  At least one Raposian ambassador must remain on-site for the laws of Familia to be considered valid (Raposians are considered to be an ally of Kapernia and Earth and are generally a peaceful race).\n\nDISCLAIMER: Yes, in case you're curious, [url=http://drawntolife.wikia.com/wiki/Raposa]I am talking about THESE things![/url]  No, I do not claim ownership of their species, that would belong to 5th Cell.  Everything else I mentioned about them here is stuff I made up on my own and is NOT in canon with any of the Drawn To Life games!\n\nNow that we've seen all the different types of governmental bodies on Kapernia, as well as a few examples of tribal communities, let's talk about some of Kapernia's laws and how they differ from those of most places on Earth.  Naturally, most of the \"common sense\" laws are the same on Kapernia as they are on Earth (Don't kill, don't steal, etc.)  However, some of the \"controversial laws\" on Earth are different on Kapernia, and how they're interpreted is largely based on \"The Golden Rule\".  These laws will be listed in no particular order.\n\nGay Marriage\nStatus: Legal on almost all of Kapernia (except the Southern Alliance territories)\nReasoning: To Kapernians, it doesn't matter if one loves the opposite sex or the same sex.  Happiness is the only thing that matters, and as long as a couple is happy and doing what they do because of it, there is no reason why it should be considered \"illegal\".  Unfortunately, the Southern Alliance doesn't see it that way, but since this is a territory run by a dictator it's not surprising that this would be the case.\n\nGun Ownership\nStatus: Legal on all of Kapernia (with laws varying from one territory to another, see below for more information)\nUIC Territories: Hand Guns, Rifles, and Shotguns are legal.  Semi-Automatic and Automatic weapons are not (at least for civilians).  All owners must be at least 18 years old and be licensed to own guns (licensing process also includes a psychiatric evaluation).\nSIC Territories, Kapernian Mainland Alliance, Equatorlands Alliance, United Territories of Lower Kapernia: All types of guns are legal for civilians to own.  However, gun owners must be at least 18 years of age and purchase guns from authorized retailers.  Any guns purchased outside of authorized retailers are considered \"illegal\".\nKingdom of the Northern Territories: Legal for hunters and those who have a legitimate claim for use as \"self-defense\".  All gun owners are required to be licensed and undergo psychiatric evaluations before approved.  Semi-automatic and Automatic weapons are illegal for civilians to own.\nSouthern Alliance: No set rules exist on guns\nReasoning (most territories): While guns can be dangerous in the wrong hands, they can also be useful for hunting and self-defense.  While most Kapernians are peaceful in nature, there are exceptions to this and sometimes they need a little added protection.\n\nAbortion\nStatus: Legal on most of Kapernia (except the Southern Alliance territories and a few independent islands)\nReasoning: Kapernians generally do not believe in ending the lives of unborn children.  They have a strong belief that all life is precious and that every young Kapernian deserves a chance at life.  That being said, they are also aware that sometimes there are legitimate medical reasons for terminating a pregnancy, or that females sometimes get pregnant against their will (either as a result of rape, or (in rare cases) as a result of failed contraception).  Therefore, abortion is considered legal in most of Kapernia.  Kapernian mothers-to-be who have no medical reason to terminate a pregnancy are encouraged to continue their pregnancy until after their kids are born, where they can be put up for adoption and raised by someone who can handle raising the kids.  The UIC, SIC, and KMA territories will offer tax credits to those mothers-to-be who choose to give their sons and daughters a chance at life instead of choosing to end the pregnancy.\n\nProstitution\nStatus: Legal on all of Kapernia (with laws varying from one territory to another, see below for more information)\nUIC Territories: Legal within authorized sex clubs or approved online \"sex services\" websites (more on this will be discussed in \"Sex and Reproduction\").  Street prostitution is still considered illegal.\nSIC Territories, Kapernian Mainland Alliance, Equatorlands Alliance: Legal within authorized sex clubs only.
