Mostly in the Victorian era as well as being advocated Dr. Kellogg (same Kellogg as made the breakfast cereal) and has been as recently documented as the 60s, where in a religious Canadian boarding school it was the routine punishment and a poor guy had it done at age 8 just because of a rumour. Proper circumcision doesn't do anything except inflict tremendous amounts of pain -- and arguably take away some of the pleasure -- so its misguided and very sadistic.\n\nThe reason I commission these things is not because I am sadistic or pro-cutting, but rather I am *very much* against it and about not freaking out over children exploring their bodies, but rather giving them space and guidance to figure things out on their own (rather important -- sex with minors is VERY, VERY BAD). The Black Pony of Death philosophy is exploring that which disturbs you, and i can hardly think of something more horrible than carrying those ideas from the begone eras into a modern one.",
