The surrounding, forested areas are not unpopulated. A friendly tribal deer community is scattered among the icy trees up north and they actively trade with the townspeople. In addition to food, any sterile girls and boys (either naturally, or due to the parents not being careful enough during their training) are sold, there's a smattering of bears and dogs used for labor and sex in these camps as a result.
