Back when he was top dog, no one made any comments on his diminutive genitals outside of some casual, gental ribbing, or some genuine admiration for his tiny size. It helped that, although small, he was fertile enough to sire pups, having had quite a few with some of the many women in town.
That all changed the day he screwed up. It should have been a simple task - all he had to do was deliver a crate of medicine from Nenana to Nome - but his desire to be the great hero caused him to slip up, make dangerous mistakes, and nearly make everything worse. If it weren't for Balto stepping in, the medicine would have never been delivered.
And so, because of Steele's monumental screw up, and Balto's heroic saving, the dynamic was changed. Balto became the beloved town hero, famous and popular, while Steele became the town laughing stock. Those who used to admire him now barely had the time of day for him, and the teasing of his small dick and tiny balls increased exponentially, taking on a more malicious intent. Even those who once would defend Steele whenever someone's teasing went too far now just pointed and laughed at him, pointing out that even Steele's own pups had bigger dicks than their father!
With Balto, however, he had no reason to fear being teased for his size. The total opposite of Steele, Balto had the largest dick and pair of balls anyone had ever seen. Even Steele had to admit that Balto's size was perfect. And yet, despite literally having the balls to do so, Balto never intentionally showed off with the intention of boosting his own ego. He could often be seen walking through the town, humongous balls swaying and jostling with every step, causing everyone nearby to swoon and drool in want. A far cry from Steele, who could hardly walk anywhere without being laughed at for his miniscule prick.
It all came to a head when, one day, Balto decided to give Steele an up close and personal look at their differences. It took all of Steele's willpower to not cower and cover his shame with his hands, seeing the stark contrasts between him and Balto. But it made one thing clear.
He'd never match Balto, no matter what he did.
