Humanity, after discovering and using hyper-space, encountered an exploration fleet from the Deliah. The Deliah, a fanatically xenophilic species, immediately and aggressively dismantled their government in order to establish a joint society with Humans, the first space-fairing species they met. The United Nations of Earth, the Human predecessor to the Coalition, while initially hawkish were essentially forced into a Coalition government through cultural shifts on Earth. The Deliah were more technologically advanced than humans in nearly every way and leaped-frogged the species from a tier three society into a tier two. The populations of Earth, completely swayed by the improved quality of life and the Deliah’s knack for integrating into another culture, effectively forced their respective national governments to pursue and ultimately form the HDC. The Coalition is noteworthy for not only being the youngest tier two society by a significant margin, they also have not solved a litany of social and political issues that are commonly either ignored by the government or are solved by society by the time tier two is achieved. Before encountering the rest of the galaxy human and Deliah kind experienced massive social upheaval during a failed colonial rush, massive widespread corporate influence/corruption in government, multi-planetary disease outbreak and a society wide civil war over rights for artificial sentient people. Generally the Coalition is defined by the Federal Government which broadly administers all members and establishes common laws and structures for individual governments to abide by. The Coalition Ruling Council greatly resembles the old Earth United Nation, albeit with more authority to enact and enforce law. It is made up of the United Nations of Earth, a relic of pre-Coalition society, a representative for each of the core worlds and a representative for small scale/unincorporated colonies. While individual countries/planetary governments retain a large amount of autonomy in their respective territory all international and interstellar law is exclusively managed by the ruling council. The Coalition also boasts an extremely large and diverse navy as well as separate ground army forces. Each nation comprising the Coalition is often encouraged to have their own military force. A minimum percentage, typically 20%, of a nation’s fleet is exclusively reserved for the Coalition Navy. Up to an additional 30% of a national military may also be conscripted in wartime. Beyond the large national militaries there are also numerous private military companies that have sizable navies. PMCs don’t have the same conscription requirements as federal militaries. Life throughout the coalition varies greatly. On core worlds the lower classes find themselves in the streets or the lower cities where opportunities are sparse but still sometimes available. On more remote worlds, however, these core lower classes roughly equate the the middle and lower middle class. The core worlds also enjoy overall less crime, a generally higher quality of life as well as much greater access to class mobility. On the core worlds the middle classes are made up of office workers, low to mid level national government employees, low level federal employees, some of the military officer class and some of the more wealthy individuals on colonies. Lower classes can often move up though this is inhibited by lack of opportunity, lack of available education and general inequity. Middle class members also enjoy some upward mobility although this is relatively limited. The upper classes are comprised of business owners, high desirability jobs (doctors, lawyers, engineers etc) the corporate middle class and much of the military officer-ship. Beyond the upper class are the the extremely wealthy. This small caste includes high ranking national government representatives, mid to high ranking federal representatives, corporate elites, leaders of the military and representatives of the ruling council.
