Context :
On his way to find Sonic, Knuckles is contacted by Tails which show him the info obtained from Jet. The data revealed a video showing the Hooligans (Fang, Bark and Bean) chatting with a fishy guy. It should not be interesting if there was not a file in the USB flash drive regrouping information on this mysterious guy.
This Fang team been hired by this Guy for a thieving mission, and to motive the team revealed that he know where Sonic is, or at least know were to find him. Thus offering an opportunity to get ride of a long-time rival.
And those which were filming... was the other rival of Fang, the Chaotix (Vector, Espio, Charmy and Mighty). It's the Chaotix which gathered all the information of Jet's USB.
(Why it's Jet which have the data then? Well, they gave him a copy to investigate too as this one showed interest in finding Sonic. Then Jet, knowing that the Chaotix didn't contacted Tails yet, took this opportunity to take revenge on Tails)
anyway a plan was prepared by the Chaotix, involve Knuckles. His mission ? Send as spy on the Hooligans, with who he had a link when they were member of the Chaotix. He have to get info about Sonic's localisation. And in this purpose the Chaotix placed a hightech cookie (Which inform about Knuckles' position in the world but also recording chat).
That's the background.... now the scene :
Knuckles managed to join the Hooligans, during a couple of day the doubts of Fang been half.confirmed about Knuckles' role and caught him. They tied him up to a chair (Sat on it, arms being the chair and legs tied up to the seat's legs) and started to question him. Knuckles almost managed to quiet Fang's suspicion until that Fang heard a beep, the one of the cookie.
Fang asked Bean to seek for the sound, coming from below. Bean removed the first of Knuckles' shoes, revealing a socked-foot. He palpated it but found nothing, then another beep resounded and Bean removed to the second shoe, this time revealing the device attached at this sock. immediately Fang removed the device and understood what it was, now resuming the questioning...
Fang is a kind of drug to brainwash Knuckles and for him to join them. The drug work better under some condition, like stress or fear... But having nothing to scare or stress Knuckles, Fang decided to chose another way : Seeing the flaccid member of Knuckles reacting to the drug, Fang starts to touch then masturbate the echidna under the grimble of Knuckles, until that it was fully erected.
Then he ordered Bean to suck knuckles, knowing that in a physical and mental way would speed up the drug's effect, aware that Knuckles is straight. Bean did what the boss asked and started the fellatio. This enticed Fang which penetrated the duck. While Bark was masturbating not far from them.
