Combat-wise he's actually pretty awesome despite his odd choice of weapon and he aspires to be an adventurer one day. Rock was originally designed as a girl and was quite popular a character so people kept putting their own ideas and personalities onto the character. After people had messed with it, the character was sort of sexually ambiguous being both male and female at once depending on situation and interpretation because of influence from people who depicted either sex of children better. Since it's not like the character was about to undress in game we thought we might just leave it as a mystery and even phrase things in the game so that the child could be either. However it's true that society needs an answer to this question and leaving it blank wouldn't make sense how it could last so long before someone asks for a definitive answer even with the status of the Pop family. For that reason a specific sex was chosen and male was chosen for one reason only, both Piza and Gen are very masculine and, if Rock was a girl, she would be lacking some part of her personality that, given her newfound independence, she would seek out in feminine role models and women from around town. If Rock was male however they would get a large portion of the upbringing they needed from Piza and Gen and could supplement the rest via just idols alone since typical men require less less social training throughout their life. It's not always true but for the sake of the game it's easier to take it as a grounds for having a definite answer to the question of which sex they are.
