The oceans of the world rise and fall, though the tides and waves may hide this. It's hard to say what causes such fluctuations, but the ocean-dwellers know the truth, or at least one part of it: water is created from the bodies of Manaphy. Rare as they are, they keep to schools of Phione for protection, as this ability can be used and exploited by those of impure hearts. What if it was the Manaphy that wanted to abuse its power, however?

For every school of Phione, there is a leader. A particular Manaphy being protected by the school this Phione leads asks to have a conference with it, and it alone. Despite the largeness of the ocean, there's very little place to find privacy, so they had to make due with hiding in a maze of rocks with coral growing atop them. Once there, the Manaphy turned to the Phione...

"You know how Manaphy are supposed to supply the world with water, right?"

The Phione tilted its head. "Well...yes, that's why me and all the other Phione are protecting you, isn't it?"

"Yeah. But, well..." The Manaphy swims around the Phione slowly, twirling about in the water, "You see, I haven't really let out any water in a while, and my body's been storing the extra amount, but it's getting to be so muuuuch..."

"I-I see...but, what does that have to do with me, if you don't mind me asking?"

"It has to do with you because, uhm..." The Manaphy blushed. It put its hand-nubs to its chest, looking down to it. Then, as if from nowhere, the Manaphy had grown breasts! They swelled until they were as large as the Manaphy herself, which surprised the Phione, yet surprised the Manaphy as well with how fast they grew.

"B-because I need a place to store the water, and I don't want to overfill the oceans with it...so I figured, uhm, maybe you can help store it for me?"

Astonished, the Phione backed up slowly, a bright blush across its face. "W-what!? But...! But I don't know how...!"

Giggling, the Manaphy swam closer, her gigantic tits jiggling even in the water. "You'd store it in your own chest, silly. It's just a little bit of excess...pleeeease~?"

The Phione sighed. "F-fine...but not too much, alright? I don't want the other Phione to make a big fuss out of it."

The Manaphy flashed a smile, using her long arms to lift her breasts up. "Yaaay, you're the best~! Now, just hold still..."

Both of the water fairies closed their eyes, while the Manaphy's antennae lit up and flared to life with a psychic energy. A torrent of water, invisible to the naked eye but most assuredly was there, spouted from the Manaphy's nipples and travelled right into the Phione's own. The Manaphy could compress its size down to merely a fraction; the Phione didn't have that ability. Within a few seconds, the Phione's breasts outsized the Manaphy's, and her growth only accelerated.

"Gnnnh! I-I thought you said you only had some excess!" The Phione grunted, holding onto her massive, swelling tits. The force of the water making its way inside caused her boobs to vibrate and ripple, much like large bubbles hit by the wind.

"This is the excess! Just...i-it's been saved up for so long...there's so much...~!" The Manaphy's voice crackled, the pleasure welling up within her body starting to take its hold. Phione's breasts continued to swell, as Manaphy's tits still had tons of water left in them. Though even as they were transferring this excess water, Manaphy's body was constantly producing more. Since they had started, this production had shifted into an even higher gear, one that the Manaphy hadn't felt yet. The Manaphy's production accelerated further, her growth continued, and thus the Phione's growth became faster as well. Even life above the sea began to take notice as the twin orbs continued to swell, the islands growing much too fast and much too large to be just islands.

Manaphy's body was simply making too much water for her body to expel.
