She was put into place by an kidnapping/murder gone wrong by the Mage's Guild where originally Lord Diamond and Sheri was meant to be found dead in an apartment, but Sheri broke free from her bolted chair and killed the assassin. Despite Lord Diamond being saved after surgery, she was forced to step down and Nuttsy, a replacant squirrel, came into power and originally followed the Mages Guild, until she saw the atrocities of the people she followed and discovered what they had plans for her to do when Order 69 is initiated.
Afterwards, she fried her biochip (with help from Emerald) and released Emerald and Sheri from the prison. Lord Nuttsy despite being a Lord lives in a humble house because the Temple of the Goddess is inaccessible and is the only lord who cannot even access her key due to the Temple of the Goddess being inaccessible because all 4 Avatars are needed to open and I only have one free mouse (Jewel). Plus the entrance to the Lighthouse is in the temple as well so it is inaccessible as well.
Nuttsy is kind of a bookworm that knows Light Magic and is a Master of it with spells like Omni Flash, which releases a bright light that blinds people temporarily (the reason Light Mages carries sunglasses on their person), and Omni Buff which increases the attack power of anyone a lot more than a normal Buff. Dismond also know these spells too and uses them.
