In the sewers beneath a city on Karaginath's plague world is a labyrinthine network of tunnels and caverns full of improvised shops and makeshift homes for the filthier and shadier denizens and businesses of the world. This is the result of the ruler of the undercity, an obese being known as "The Degenerat."
Despite claiming blood relation to Karaginath herself, there is no real way the claim can be assessed and is likely an exaggeration. Regardless of his claim, the Degenerat used to spend a lot more time on the surface where he may have been one of many people to fuck Lady Karaginath at the club one night. Mad that he couldn't keep her, he descended into the tunnels below and sulked trying to make sense of what he was feeling and why. Finding large chunks or toxic and radioactive warpstone floating in the sewers, he collected as much of it as he could and started trying to make use of the malign magic the substance could power.
During his experimentation he developed ultra-light psychic abilities as he lamented the differences between himself and Karaginath. His flesh grew around three chunks of warpstone which now glow from their positions embedded in his chest. His one and only power that he ever developed was a type of moral contagion that comes from frustration, that emotional "fuck it" response to a perceived dead end. The illness re-wires portions of the brain to mimic his own making those infected to start acting like him and shifting them into his moral values. After years of infecting anyone who comes down into his sewers, he has accumulated a small city's worth of people who will happily drop to their knees and suck off their dirty rat daddy.
Unbeknownst to him, the warpstone on the planet is tightly linked to Karaginath, who loves to use it in her rusty jewelry. By taking the warpstone into himself, the Degenerat unknowingly made himself into an accessory of Karaginath and he is compelled to enthusiastically obey any request she makes of him. The same goes for anyone infected with his moral virus. Though Karaginath is neither aware she has this power nor would be willing to abuse it if she did.
The Degenerat loves to make clean things dirty. The cleaner something is, the more he wants to rub it into his armpits, drag his nuts across it, or press it between his cheeks. He often hangs out in the Rancid Bathhouse, a large pool of stagnant water where literally thousands of the degenerate citizens of the undercity have bathed, and the water does not cycle out.
