The reason I thought of for this social rule, is because when you lift your tail, you are inviting anyone to look, touch, or do worse to your rear. Unless you are a lady of the night, you wouldn't want this to occur, so you would keep your tail down. This is also why there is no hole in the skirt to put the tail through. To show your tail is to also invite immoral thoughts.
